Planning Board Minutes for July 24, 2006

Meeting opened at 7:06 p.m. with members Carrara, Rainier, Morris, Halper, Borden, Fletcher and alternate Steere sitting in for O’Connell.

Minutes from July 10, 2006 meeting were read and accepted as printed. Chairman Carrara reviewed the evenings agenda.

Mail was opened as followed:
1.) Monadnock Survey – Deed for Lyris, Inc.
2.) Letter from Upton & Hatfield - RE: Mathewson Subdivision
3.) Letter from Troy Wright – RE: Subdivision of Hall Way
4.) Board of Selectman’s minutes from July 6, 2006
5.) Cash Receipts from Lyris, Inc. - $321.40, Fletcher - $181.80, N.E. Utilities - $150.00.
6.) Letter from Catherine Shaw – RE: Maps from SWRPC
7.) Approval for subdivision from State of NH DES – RE: Fletcher.

7:30 – Mathewson deliberation – minor subdivision Muzzey Hill Rd – Mike Steere disqualified himself from voting as an abutter.
Dario read minutes from July 7, 2006 meeting along with the deficiencies noted.
Dario read a letter from Barton Mayer (Town Counsel) stating that the common driveway easement and covenant are suitable for their intended purpose which covers # 4 of the deficiencies. Deficiencies # 1 and # 3 are okay. Deficiency # 2 needs to go to ZBA for wetlands crossing on proposed common driveway.
Motion was made and seconded to send a Planning Board comment to the ZBA indicating our support of a common driveway crossing wetlands and buffer on proposed lot 1-2 map R-1 for plat dated July 24, 2006. Motion passed unanimously.
Motion was made and seconded to send a Planning Board comment to the ZBA indicating that we do not support crossing wetlands on lot 1-2-3 map R-1 for a private driveway if the wetlands incursion for the common driveway on lot 1-2 is approved by the ZBA. Motion passed unanimously.
The board received another written extension for 30 additional days dated July 24, 2006 by Mathewson Properties.

8:35 – Public Hearing for major subdivision – O’Donnell, Holden Road. Dawn Tuomala presented a plat for Jane H. O’Donnell Major Subdivision.
No members disqualified themselves. It was noted that proper notification of abutters and notification in the paper had occurred. The purpose of the subdivision is to create 3 residential lots. R-9-18 is to be reserved for future development.
Dario read Carol Oglivie’s letter dated July 15, 2006, which stated the following deficiencies.
1.) Buildings within 100 feet of subdivision must be shown on plat.
2.) Statement of compliance with zoning boundaries.
Motion was made to accept the application for Jane H. O’Donnell major subdivision, Lot R 9-18 and seconded. Application was unanimously accepted in favor of.
Public portion of the meeting was opened with no comment and closed thereafter.
Meeting adjourned at 10:15.
