Greenfield Planning Board Minutes
June 12, 2006
Members Present: Chairman Carrara, Rainier, O’Connell, Halper, Fletcher, Bordon, Morris, and alternate members Pennoyer and Steere.
The meeting opened at 7 PM with Code Enforcement Officer Peter Hopkins present for discussion of flood planning and mapping requirements.
Flood Planning Requirements – Peter reviewed the session he had attended on flood planning and mapping requirements. He noted the need for the Board to obtain the map panels that we are missing, then review the maps and make corrections as necessary. This process needs to be completed this year so that the “official” maps are correct prior to formal publication.
Peter reiterated the need for review of the septic system and subdivision process as discussed by the Board. Discussion scheduled for July 10, 2006 at 8:30 PM.
Hale Site Plan Review Update – Adele Hale provided the Board with an update on issues that were raised at the hearing on November 14, 2005. She went through the list of items and provided an update on parking, snow removal for business and tenant. She also noted that work had been completed on enclosing (sheet rocking) an area as requested by the Board, a fire extinguisher had been place at the entrance door and lighting (flood lights and other) had been installed per the Boards request. She supplied the appropriate maps and pictures of the area for the Board. The Board agreed that the requirements had been satisfied and the material would be placed in the file.
Mathewson - Muzzey Hill Road Minor Subdivision – the continuation of public hearing from May 8, 2006. The open items list was read. The public comment portion of the meeting was closed and the Board entered deliberative portion of the hearing. The open issues were addressed by the applicant and his surveyor. The Board discussed the open items and through discussion developed a list of additional open items as follows:
1) Plat needs to include the definition of all soils types - specifically 161D stating the design limitations for building development and installation of sanitary facilities as contained in the Soils Survey of Hillsborough County – Western Part document.
2) Provide on the plat the easements envelop for the common driveway and private portion of the driveway access to lot 1-2-3.
3) Provide on the plat the wetlands designation (including 25 foot buffer) for potential and/or designated common driveway areas and easements for all lots.
4) Plat should contain notes that indicate driveways on these lots have the potential to require slope stabilization measures.
Hearing continued to July 10, 2006 at 9 PM.
Pratt - New Boston Road Subdivision – continuation of deliberation from original March 13, 2006 formal submission. Mr. David O’Hara representing the applicant stated the subdivision request is withdrawn and a new application would be submitted. Mr. O’Hara will follow-up with a letter to the Board.
It was moved and seconded and unanimously voted to accept the verbal withdrawal request.
Minutes for May 8th – Minutes were read aloud and accepted with the following changes:
Strickland application change ‘… provide documentation of proper …’ to ‘… provide notice of proper …’

1) Receipt for $290.65 from Strickland.
2) Letter from American Steel Properties.
3) Notice from ZBA of denial Case 06-3 – Landmark Planning & Development.
4) Request for public hearing from PSNH for two new pole line extensions.
5) Received Selectmen’s meeting minutes for April 26th, May 4th, 10th , 18th and 25th and June 1st
6) Received Planning Board appointment documentation for M. Bordon and M. Steere.
7) Request for extension Pratt Family Home from David O’Hara.
8) Request for minor subdivision on Coach Road form Victor P. Mangini, Jr.
9) Received open space subdivision application material for Russel Station Road from HL Turner.
10) Received request for subdivision on Fletcher Farm Road.
11) Received Dredge & Fill permit information form Mark and Rhonda Cilley.
12) Request for lot line adjustment and site plan review from Lynis Incorporated.
Discussion of Letter from American Steel Properties – letter stated that there was approximately 3,500 yards of processed gravel on the property with 500 yards for personal use not to be sold, the remaining 3,000 yards to be used for parking and site improvement and the balance to be sold to the Town at a reasonable price or if unwanted by the Town sold commercially. Board discussed the incidental/other use and decided to write a letter to American Steel requesting anticipated use of the remaining 3,000 yards – how much for use on the property and how much to be sold. Once the usage is determined Board can assess/discuss the need for a permit.
