Minutes from the February 14, 2005 Meeting of the Greenfield Planning BoardMembers Present: Marshall, Rainier, O'Connell, alternate member Pennoyer and, Prospective alternate John Halper.
Discussions with Code Enforcement Officer Peter Hopkins:
· End of Thomas Road Lot: A non-conforming lot with 36' of road frontage with an existing single-family house on 32 acres. Owner wants to replace the existing house with a new house in a different location on the lot. Will this require a variance?
· Got a call to witness test pits on New Boston Road Land.
· Shared Driveway issue.
· Greenfield Inn: Fire alarm system is almost complete. Exterior stair has been enclosed. The car has been removed from the barn. The owner has not addressed zoning issues. Peter intends to issue a cease and desist order. A site Plan Review will be required for the apartment.
· Village District Lot: Can it have a "Dog Training Facility"? There is no protocol for a variance verses an appeal.
Guthrie Subdivision, New Boston Rd Middle Lot # R7 23-5:
O'Connell raise the issue that the owner is requesting a variance from the Board of Appeals and has a scheduled hearing on Tuesday February 22, 2005. The house was built 3 feet inside the front yard setback. Peter Hopkins had raised the issue with the builder when the foundation was complete but prior to the completion of the structure.The Planning Board feels that the siting of the structure is the responsibility of the owner/builder and not the Building Inspector. The Planning Board granted an approved plan and it must be adhered to by the owner. O'Connell will communicate the Boards comments to the ZBA.
Capital Improvement Plan:
Marshall reported on a phone conversation he had with Eric Twarog at Southwest Planning regarding his possible involvement in assisting the Planning Board to complete the Capital Improvement Plan.
· Should the information be extracted from the Master Plan? Yes
· Does he assist planning boards with this type of work and at what cost? Yes $3,500.
· What types of capital improvements should be included in the plan? Road maintenance, routine town building maintenance, equipment upgrades etc.
The boards feel the cost of $3,500 is too expensive and that the board should do the work.
39 Francestown Road Property Lot V 2-8:
Ms. Chris Johnson came to the meeting to discuss her plans to purchase the property and use it as her home as well as having a home occupation business of a Dog Training Facility. Marshall read the disclaimer. Marsha Newhart Realtor was present.Ms Johnson described her plans as follows: She has a purchase and sales agreement on the property. She would like to be able to live on the property and have dog training classes and a grooming facility. There would be no kennel or boarding of dogs. She would provide a doggie day care for 8-12 dogs. The Planning Board noted 2 variances needed:
· Number of parking spaces needed on the lot.
· Number of employees required for the proposed business.
Also noted was one special exemption:
· Home Occupation from the ZBA.
O'Connell will attempt to schedule a joint hearing with the Planning Board and The Zoning Board of Appeals for March 1, 2005 at 7:30 p.m. Ms. Johnson will submit the application to the ZBA.
Updates to the Subdivision Regulations:
Appendix H was discussed. It will be further discussed at a later meeting.
