                Minutes of the December 13, 2004 Meeting of the Greenfield Planning Board

The meeting opened at 7:00 p.m. with members Cernota, Marshall, O’Connell, Rainier and alternate members Carrara and Pennoyer in attendance.  Peter Hopkins met with the board to discuss excavations and building codes.  He reported that there is an illegal pit in town with no permit which needs reclamation.  He is trying to remedy the situation.  Concerning codes, Peter would like us to vote to accept state building codes which would be automatically updated when the state updates the codes.  He suggested that we also have an article that would update any other codes the town has when the codes are updated.  He feels that he needs advice from counsel on the wording of the article and wondered if we had to have a hearing on updates.  We authorized him to talk to our counsel.  There is no reference to the codes in the Zoning Regulations.  Perhaps we should include the Town By-laws in the index of the Zoning Regulations.

Continued Preliminary Conceptual Consultation with Alan Stevens

At 7:34 p.m. we met with Alan Stevens and surveyor Don Duval to discuss the proposed 8-lot subdivision on New Boston Road. We advised that when they are ready, they should bring the plans in or send them directly to Carol Ogilvie for review.  The plans show 8 lots and two parcels.  One parcel is going to an abutter; the other parcel will have a conservation easement on it.  Mr. Duval said that test pits are done, wetlands mapping is done on all lots except the conservation land.  Five lots are less than 5 acres and need approval from the State.  He has met with the building inspector and will be meeting with Duffy on the driveway cuts.  Lot 8 shows a 50 foot buffer from wetlands but will be changed to 25 feet to be consistent.  We noticed that some book and page numbers are missing. They are still working on language for the easement on parcel B.  This parcel is a buildable lot but the easement will make it non-buildable. We suggested that a note put added to the plat on this.  They may are hoping for a hearing in February and may ask to delay setting bounds until good weather.  They would prefer to use iron pipes instead of stone bounds.

Preliminary Conceptual Consultation with Jennifer & Josh Cilley

At 8: oo p.m. the Cilleys came in with their surveyor, Dennis McKenney.  Bob read the disclaimer on preliminary conceptual consultations.  They are thinking of doing a boundary line adjustment with their neighbor as well as creating two new lots and a back lot.  They have enough frontage for the rural/agricultural zone.  We advised them of the new Steep Slopes Regulation which might affect their plans for the major subdivision.

Annual Report

The board went over the draft of the Annual Report. After making a few corrections the board voted to accept the report as amended.


Topics from Members

Bob has asked Carol Ogilvie to come and talk about growth.  She could not be present tonight but could come next week.  We voted to change the meeting scheduled for December 27 to December 20.  Kevin will notice the change.  We will ask Carol to come in at 8:00 p.m.

George spoke about our budget.  We agreed to strike the items for computer support and computer support maintenance from our budget.  He also mentioned a letter from New Hampshire Land Surveyors Association concerning Senate Bill 176 on recording of plats. It appears that we won’t have to change our ordinances.

Peter Hopkins has asked that we give him a directive on asking for certified plot plans for houses which are being built on small or questionable lots.

Bob reported that he had talked with Mike Kavenagh about the maps.  The board agreed that we should go ahead and get four maps and have them laminated.  If we do this, we won’t need as large a figure as the $1,500 which we have budgeted.

Preliminary Conceptual Consultation with Andrej & Stephanie Kokal

The Kokals have purchased property on Cornwell Road and would like to excavate a large mound on their property to make a large hay field.  Mr. Kokal estimates that they would be removing 30,000 cubic yards of sand.  Duffy has expressed interest in purchasing some of it.  According to Reg 155 E – 2 a no permit is needed for agricultural activities.  We would need a reclamation plan.  The Kokals have filled out an intent to excavate form and written out a check for $100 which we advised they give to the Selectmen.  Although they do not need a permit, we felt that there should be an informational meeting for neighbors since this is a large project.  We would like Duffy to give his opinion on road conditions.  We are also concerned about the hours of operation, safety for school buses, etc.  We will try to set up a meeting at 7:00 .m. for the December 20 meeting to discuss this project.
