Planning Board Minutes 10/25/04



                                                
        `       Minutes of the October 25, 2004 Meeting of the Greenfield Planning Board

The meeting opened at 7:00 p.m. with members Cernota, Marshall, O’Connell and Rainier in attendance.
Minutes of 10/18 were read and approved with the following corrections:  2 spelling errors and the deletion of the last sentence in paragraph 1, page 2.  Minutes of the site walk n 10/23/04 were read and approved with the following change to paragraph 3, first line which was changed to read “It was decided to walk through the conservation area and come back through and look at the lots.”

Bob reported that Peter Hopkins was not available to attend the meeting but will come in on 11/08.

Mail Items Received:
·       A copy of the Natural Resource Network paper on Does Open Space Pay?  done by the UNH Cooperative Extension.
·       Publication Catalog from Local Government Center.
·       A memo from Catherine with various questions on the Land Subdivision Regulations.
·       A memo from Catherine that Eric Tuarog had brought in a corrected zoning map but the tax maps were not correct and he took them back to work on them.

Preliminary Conceptual Consultation with Jeffrey and Linda Chase

The Chases came in at 7:30 p.m. to discuss a proposed minor subdivision for 18 acres located on RTE 136 and Swamp Road.  Bob read the disclaimer.  Mr. Chase said that some wetlands are involved We advised that they would need to get a Wetlands Crossing Permit.  We also asked that they show a building envelope and contours.  They will also need a driveway permit.  We went over with them the procedures involved to set a hearing date and advised that they talk with Deb about what they need for applications.  The consultation ended at 7:40 p.m.

Rehearing for Steep Slopes regulations and changes to the Wetlands District

The amendments to the Zoning Regulations that we had prepared for the November election could not be put on the ballot.  According to town counsel amendments should be done at the March election.  Therefore, we have scheduled a new hearing for these amendments to be reheard on November 22.

Discussion on Memo from Town Code Enforcement Officer

Peter Hopkins sent a letter with questions on our Driveway Regulations.  He wondered why we require common driveways to be completed before he issues a building permit.  Our reasoning is that the common driveway should be built to support heavy equipment which will be used for construction of homes.  We also feel that for safety reasons the markers for the driveways should be installed and visible in case the fire department or rescue squad should be needed.  Peter also had a question about the $15 fee for the driveway application.  We decided that it would be easier for Peter to collect the fee which will go into the general fund.  The subdivider must build the common driveway but each lot owner must pay the fee for the individual driveway.

Memo from Catherine about Land Subdivision Regulations revisions and corrections

·       We now require 5 paper copies of plats.  All references to copies should be changed to 5 (five).


·       In Section VII, references to “streets” should be changed to “roads”.
·       In Section IX,, percolation tests fees are now $25.  All references to this fee should be changed to $25.
·       In Appendix B, we need new drawings for roads.  Cul-de-sacs are no longer being used.  Instead, we need a drawing of a hammerhead turnaround.  Bob will talk with Mike about getting this done on software.
·       In Appendix E, consulting fees stay in.  Carol Ogilvie’s fee will go to this account.  Mailing and filing fees can be on one line.  Delete second line of this category.
·       In Appendix G, Driveway Application, at the bottom add a line for fee paid with a box to check and a place for date which the Code Enforcement Officer can use.   
·       Checklist for Review of Subdivision Plat becomes Appendix H.
Bob will check Appendixes F & G to see if other changes need to be made and will consult with Catherine.

Items to be looked at for the future

·       Update of Capital Improvements Plan – send questionnaire to department heads of the highway department, fire department, police department, recreation department and library about needs for the next 5 years.
·       End of year report for the Annual Town Report.

·       Consider pursuing an economic impact study to calculate cost to the town of subdivisions.  This study could also be used for growth discussions.        
·       Identify large maps that the Planning Board might need.  We could use a base map such as the Tax Property Index Map and overlays for Wetlands, Steep Slopes, and Stratified Drift Aquifers.
