Minutes of the November 8, 2004 Meeting of the Greenfield Planning Board
The meeting opened at 7:00 p.m. with members Cernota, Marshall, O’Connell and Rainier in attendance. Alternate member Pennoyer was also present. Minutes of 10/25 were read and approved.
Subdivision Regulations Revisions
Bob has not yet met with Catherine on the revisions. We agreed that changes need to be made in Appendix “E”. For both minor and regular subdivisions the reference in the first paragraph of the application mentioning SECTION IV, paragraph D3 should be changed to SECTION IV, paragraph C #6. Under Submission Documents, Final Plat, the reference to SECTION VI, paragraph D should be changed to SECTION IV, paragraph C, #5a. It was agreed that we would have Catherine update the regulations with no other changes. Once we all have a revised copy, we will work on adding references to the checklist and any other corrections that need to be made.
Preliminary Conceptual Consultation
At 7:55 p.m. we met with Steve Walker and his daughter who are interested in purchasing a 40 acre parcel on Gulf Road. Bob read the disclaimer for preliminary consultations. Mr. Walker’s daughter would have 10 or so acres for a house, a barn and a riding ring. She would like to board horses which is allowed in the rural/agricultural district. Her father would like a house and disc golf course on the remaining acres, of which 5 acres are wetlands. We advised that each lot would need 350 feet of frontage on a class VI road. Mr. Walker realizes that he will have to bring that section of Gulf Road up to Class V standards. Since this is a dirt road, it is classified also a scenic road and there are restrictions on tree cutting. We also advised that we are having a hearing
on 11/22 on an amendment to the subdivision regulations regarding steep slopes, which may affect his land. We also advised him that if he wants current use, he must have ten acres not counting the house, barn, driveways, etc. He asked about a common driveway, which is allowed. He also asked if the two houses could share a well, but we couldn’t answer that question. We advised that he talk with Peter Hopkins and Duffy Fox about other questions. He may need a variance if he wishes to have a commercial disc golf course.
Discussion with Peter Hopkins
Peter has agreed to meet with us at the beginning of the first meeting of every month. He would like us to look at the following topics:
· Language in the definition of customary occupation in both the residential and rural/agricultural districts.
· Should we add more occupations to the list or should we just advise that a variance be obtained?
· Signage.
· Regulations for temporary buildings.
· Should we allow a guest house on a property, and if so, what would regulation be?
Revising or amending the setback requirements.
We will discuss these at future meetings as we have time.

· Selectmen’s minutes from meetings on 10/14, 10/21, and10/28.
· Notice of a meeting in Manchester on Brownfields Redevelopment: Focus NH.
· Proposal to Create Digital Parcel Maps & Geographic Information System for the Town of Greenfield from Terra-Map. They have set up a meeting on November 17 at 6 p.m. with Selectmen.
· Copy of the budget.
· Copy of a letter from the Town of Greenfield to SWRPC asking for all G.I.S. data files done for the Town of Greenfield’s mapping program.
Miscellaneous:
We need new members. Bob will put a notice in the next issue of the Spirit.
