Minutes of the October 18, 2003 Meeting of the Greenfield Planning Board
The meeting opened at 7:00 p.m. with members Cernota, Marshall, O’Connell, Rainier, Seigars and alternates Carrara and Pennoyer in attendance. Minutes of 9/27 and 10/04 were read and approved.

· A letter from Crotched Mountain with a copy of their preliminary survey entitled Outdoor Lighting Assessment done by Sebesta Blomberg & Assoc.
· Selectmen’s minutes from 9/23 and 9/30.

· Memo to Eric Tuarog from Catherine concerning the latest maps.
· Memo from Deb telling us about contact with John E. Hayes concerning an interim growth ordinance if we are interested.

Bob reported that he had talked with Mike Kavenagh. Mike is working on a report of the growth figures for Greenfield and surrounding towns.
Hearing on Rules of Procedure and the proposed Driveway Regulations
At 7:30 p.m. a hearing was held on the proposed changes to the Rules of Procedure and the proposed Greenfield Driveway Regulations. All members listed above were present. Dario Carrara sat in for Mike Kavenagh. Sheldon Pennoyer sat in for Marilyn Fletcher. Bob read the rules of procedure for the hearing. The hearing was noticed in the Town Office and Post Office as well as advertised in the Ledger and Transcript. No members of the public were present.
Copies of the Rules of Procedure were passed out. If the rules are approved, Bob will change the italics and the bold print to standard font in the final copy. Minor changes were made to Procedures for Public Hearings on #s 2 & 3. No. 8 was reworded to read “The Board will question the applicant on issues relevant to the proposal. No. 11 was deleted. The first sentence of #12 was deleted and replaced by # 10. The rest of #12 remains the same.
Bob then passed out copies of the draft of the Town of Greenfield Driveway Regulations. He went over the changes made at the last meeting. If we approve this draft, Bob will change the italics to regular font. Under Driveway Regulations, A., we changed #1 to read “A driveway permit is a prerequisite to a subdivision application or site plan review. The driveway permit is to be issued before a building permit is issued and before any entrance is made to the lot. The only exception allowed to this will be fore the purpose of digging test pits for septic system design.” #2 will read as follows: “Any driveway bordering on a Class I, II, or III highway also requires a permit from the NH Dept. of Public Works & Highways.” On B. Common Driveways, #2 last
sentence, we added “(A)” after Standard Driveway regulations. There was a question on 3. a about the 8%. This figure is in the subdivision as 8% so we will leave it.
The application will be considered as a separate sheet. We decided to change the title to read Town of Greenfield – Application for Subdivision Driveway Permit. Under Type of Road, we changed the first category as Class V – town Maintained. Private will be deleted. Under Type of Construction, we deleted Resurface/Modify.
At 8:40 p.m. the public portion of the hearing was closed.
Preliminary Conceptual Consultation with Alan Stevens.
At 8:41 p.m. a Preliminary Conceptual Consultation was held with Alan Stevens. Bob read the disclaimer. Sheldon Pennoyer asked to be disqualified since he is an abutter. Karen Day was present as an interested member of the Conservation Commission. Mr. Stevens passed out copies of his proposed 8-lot subdivision. Mr. Stevens would like the planning board and the conservation commission to walk the site to look at the lots and the conservation area. Karen explained that rather than having the land donated to the town, it would be better to have an easement for the land to go to the control of the Monadnock Conservancy. They will be better able to monitor the land. This is the type of easement that Sheldon has, and Mr. Stevens is hoping to work out the details with Sheldon.
Although the plat shows the land in the rural/agricultural zone, it is really in the residential zone. Mr. Stevens will have to have lot line adjustments. There is also a question about current use. Mr. Stevens was advised to talk to Catherine about this. It was decided to have a site walk on Saturday, October 23, at 8 a.m. We will meet on New Boston Road, 1st lot. The consultation ended at 9:15 p.m.
Vote on Rules of Procedure and proposed Driveway Regulations
The board went back to the hearing items. It was moved and seconded to adopt the two items as amended. The vote to adopt was unanimous. Bob will make corrections and send them to the Town Office. The Driveway Regulations will be added to the Subdivision Regulations under Section V after L, Site Inspections.
General Business
Bob passed out copies of our proposed budget for next year. He has a meeting this Thursday with the Selectmen on the budget. He also passed out copies of the Zoning Amendments Ballot November 2004. We decided that under Amendment #3, if adopted, the Subdivision Regulations will be updated under Section V, after L. Site Inspection.
