Minutes of the August 11, 2003 Meeting of the Greenfield Planning Board
The meeting opened at 7:00 p.m. with members Cernota, Fletcher, Hopkins, Kavenagh, Rainier and Winslow and alternate member Pennoyer in attendance. Minutes of July 28 were read and approved with the following corrections: page 1, last paragraph, line 6 change “show” to “shown”. Page 2, paragraph 1, and spell out inches and feet.
Marilyn reported that she had sent Iain Guthrie a letter and copy of the 7/28 minutes. She has spoken with Chad at Meridian and he will get something together for a maintenance plan. Chad has talked with Bill Thomas who feels that the Restoration plan will be finished in September. It looks like the subdivision plans will probably be presented sometime soon.
Marilyn passed out a copy of the letter to Steve Robertson which she had written up. She is still waiting for him to call her. We suggested that she change the last line in paragraph 2 so that it reads “current excavation area” instead of “existing excavation area”. We also felt that in the last paragraph, first line, the words “railroad bisects” should be changed to “railroad has an easement across”.
The board spent the next hour and a half looking over the rough draft of the proposed Open Space Zoning Bylaw which Sheldon Pennoyer had prepared. We spent some time on the Purpose and suggested that #4 be added to #1. We also would like to add to #5 viewsheds, trails, known aquifers to the natural features of the land. We would like to add #7 stating that this is being written to meet the intent of the Master Plan dated 2003. We could also reference the Smart Growth principles. On page 6 under 1.07 #1 we changed the beginning of the sentence to read “The determined developable land in the parcel must contain”. #2 we changed from “Such land” to “the dedicated open space”. Marilyn will call Hillsborough County to see if Greenfield has and
farmland classified as “prime” or “unique”. Sheldon will make up revised copies for the next meeting. We realize that these bylaws may affect various subdivisions which may come before the Board during the rest of the year and will try to advise those who may be affected that we are working on these. Marilyn will call Southwest on this.
At 9:00 p.m. David O’Hara came in for a preliminary conceptual consultation for a proposed subdivision of Lot R4-3 just west of the State Park. The land is in the general residence zone. He has NH DOT driveway permits. The land will be subdivided so that there will be three lots of 14.48, 2.84 and 6.84 acres. He does not have a permit yet for the driveway which will cross wetlands. We advised that we would definitely need to see this before we can have a hearing. The consultation ended at 9:30 p.m.
In the mail there was a public notice of the ZBA variance hearing for property at 30 Ice House Lane concerning a shed which has already been built. We also received invoices for the Nickerson & Sousa subdivision notice in the Transcript and Ledger ad well as a bill from the Registry, which needs to be researched.
