                Minutes of the July 14, 2003 Meeting of the Greenfield Planning Board

The meeting opened at 7:00 p.m. with members Cernota, Fletcher, Hopkins, Kavenagh, Marshall, Rainier, Winslow and alternate member Pennoyer in attendance.  Minutes of June 23 were read and approved.  Minutes of the July 7th site review were read and approved with the following change: in Paragraph 2 next to last line “Lot 3” should read “proposed Lot 3”.

Peter Hopkins attended the meeting.  We asked him to check the Guthrie site and come back to report on the condition.  Mr. Guthrie is supposed to be using best management practices for site preparation, slopes, etc.  We need Peter’s opinion on whether the work that has been done is satisfactory.  

At 7:15 p.m. we met with Linda Ryan for a preliminary conceptual consultation on a proposed subdivision on Schoolhouse Road.  There seems to be a question about whether all three lots are in the residential zone or if two are residential and one is in the rural/agricultural zone.  After checking town maps and consulting with Catherine, the board felt that all lots are in the residential zone since the south side of Russell Station Road is the boundary of the rural & residential zones.  By default the property falls into the general residential zone. We noted that the locus map was missing as well as driveway cuts.  We advised that she get in touch with Duffy on the driveways.  Peter said that he and Duffy have made up a driveway permit form and will give us a copy for our files.  We also advised Linda that we need a title on the map and in the notes we would like a statement of purpose, the zone, etc.  All our requirements are in the checklist.  The meeting ended at 7:55 p.m.

The Historical Society was due to meet with us at 7:30 but they cancelled because they had no more concrete information for us on their building than we had seen before.

Marilyn reported that Steve Robertson had called her this afternoon about his excavation pits.  There are questions about whether there is one lot or two lots because of the railroad tracks.  For site specific purposes, the property would be considered as two lots. For our purposes we consider it as one lot since he is paying taxes on one lot, the deed says one lot, and the intent to excavate is filed for just one lot.  Marilyn advised him that he still needs to talk with Ridge Mauck about a site specific permit.

The board then discussed the Iain Guthrie property.  Marilyn has talked with Bill Thompson at DES and with Chad at Meridian.  She feels that Chad has a handle on what the state wants done.  Monitoring reports must be sent to the state and Chad is working on this.  Apparently Iain can subdivide the land but the state needs to know if there will be any changes to the wetland restoration plan.  Since there are two permits involved, the planning board must talk to both the DES Wetlands Bureau and DES Site Specific.  Marilyn went over the list of arguments that John Cronin presented at the previous hearing.  We definitely need to require a drainage plan.  If there is drainage onto the new lots we should require easements.  We probably will want a letter from Mr. Guthrie stating that he is following best management practices as well as a maintenance plan for the future put together by Meridian.  Peter returned from his site visit and reported that there has been much improvement.  We asked Marilyn to call Bill Thompson again to get an answer from the state on subdivision before the reclamation has been okayed by the state.  The answer to these questions may well affect Brian Hall’s proposed subdivision.



At 8:45 p.m. Norman Nickerson and Peter Mellen came in to drop off an application for a 2-lot subdivision on one side of Slip Road and a lot line adjustment on the other side.  Mr. Mellen brought in 4 paper copies, a waiver request, list of abutters, and annexation deeds to be filed.  We set the hearing for July 28 at 7:30 p.m.  A check for $400.18 was given to the selectmen’s rep to cover costs.  The hearing will cover both the subdivision and the lot line adjustment.

The board then discussed information on open space plans.  Eric Tuarog from Southwest could not be present.  The board discussed whether we should start with Zoning Regulations or Subdivision Regulations.  Marilyn passed out copies of various open space plans from other NH towns.  According to Southwest we can start to work on an open space zoning regulation before we have an open space plan since the new Master Plan mentions this.  We decided to start the overhaul of the zoning regulations with this item. Subdivision regulations can be worked on later.  Marilyn has asked SW for an estimate on having them do the open space plan – Eric’s guess was that the cost would be around $4,000.  The board hopes to work on this in August and hold a public hearing as soon as possible.  Catherine has suggested that we look at Map 3 Lot 5 on Old Bennington and County Roads as a good sample lot for open space.

Marilyn then went over the mail. We received the following information:
                
Memo from Deb Davidson that Mr. Lee Mayhew, who is studying town government, would like to speak with us.  We hope to meet with him on 7/28 between 8:30 and 9:00 p.m.
There will be a hearing on putting telephone poles on Minor Road for the Strickland proposed subdivision this Thursday at the Selectmen’s meeting.
A copy of the State of NH DOT common shared driveway permit.
A list of corrections for the tax map from Catherine.
Copy of the budget.
Invoice from the Registry of Deeds for $24. No name was given and Marilyn will check on this.
Notice of the Fall Planning Conference on 10/25 – for basic training.
Application packet for standard Dredge & Fill off Forest Road  - see R3 lot.  This is a NH Fish & Game project on wildlife habitat improvements.
