Minutes of the May 19, 2003 Meeting of the Greenfield Planning Board
The meeting opened at 7:00 P.M. with members Cernota, Fletcher, Hopkins, Kavenagh, Marshall, Rainier and Winslow in attendance. The minutes of May 12th were read and approved.
Marilyn reported that she had talked with Ridge Mauck about Steve Robertson’s excavation and storm water pollution is not an issue since the water stays on this property. A site-specific permit is required unless he can prove otherwise. Reclaimed areas must be under site-specific. If he sells the big pit, either the seller or the buyer must reclaim it. If subdivision is needed, we agree that we will require a bond to cover reclamation.
At 7:30 p.m. we held a preliminary conceptual consultation with Brian Hall on his plans for the Parker property. His plans show 8 lots in the general residential zone since frontage is in this zone. We asked if he has curb cut permits from the state. The state has looked at the area but has not issued permits. He will probably have to level out a knoll to meet state requirements. We have concerns about setbacks and well locations on lots R7-5-2A and R7-5-2G. We also suggested that he try to change the triangular lots if possible. The lot numbers will have to be changed and we suggested that he talk with Catherine on the correct numbering. No perk tests have been done yet. We asked for a letter from Ridge Mauck that a site-specific permit is not needed.
We need figures for the excavation site. Although he has aerial photos from 1974 and 1999, we need to know the proposed disturbed area as well. A site review will be needed sometime in the future. We also had questions about shared driveways. Apparently Southwest encourages shared driveways but only 4 lots are allowed per driveway.
The board then went over the mail. We received a copy of a letter from the Selectmen to Mr. Gibbons asking that he explain the activity at the old Ellis property. There was a note from Catherine on a letter from Willard Williams concerning his property, which shows as two lots. He would sign a voluntary merger form but he only has one deed. Southwest says that roads are no longer intervening abutters so it is our opinion that the tax map should be fixed showing only one lot. The Office of State Planning is asking for copes of all regulations, Master Plan, etc. for their files. Marilyn will take care of this. George passed out an article on off-road building – issuance of permits on Class 6 roads. Air & Noise Compliance sent a postcard offering
their services.
