Start of Meeting
The meeting opened at 7:00 p.m. with members Marshall, O’Connell, Rainier, and Halper in attendance.

Meeting Minutes from the January 23rd Meeting
Minutes were read and accepted with two changes:

1.      Under “Proposed Steep Slopes Zoning Ordinance” 3rd line,  ‘to’ changed to ‘too’.
2.      Under Start of Meeting  “alternate Morris in attendance. Member Morris took member Cernota’s place” changed to “alternate Morris sat in member Cernota’s place.”
3.      Under mail “State of NH approval for Glenn S. Nutting subdivision’ changed to “State of NH septic approval for Glenn S. Nutting subdivision”

Preliminary Conceptual Consultations

Chairman Marshall opens PCC at 7:30 for Chris Steward; Landmark Planning and Development, LLC for property located on Russell Station rd, and Gulf Road. The board discussed proposed plans for an open space development put forward by Mr. Stewart and Ronald Bourcier of The HL Turner group. Questions of developable land calculations, wetlands, configuration of the development, and possible secondary property lease discussed.  The applicants will get back to the board when they he more information on developable land calculations. PCC closes at 8:50.


Chairman Marshall opens PCC at for Marilyn Fletcher for a proposed minor subdivision on property located on Fletcher Farm Road and Etna Road. The Fletchers would like to remove a portion of the lot that their house currently stands on and attach it to the lot across the street, which they own, to allow their parents to build a house behind theirs. Questions of lot configurations and setback were raised and considered, but the board didn’t see and outstanding problems.  PCC ended at 9:15.

Chairman Marshall opens PCC at for David Grophear of Forest Road for a business at his residence, and how much of the site plan requirements would need to be met. The board explained the new Customary Home Occupation requirements in the Zoning Regulations, and explained what he would need to provide to the board in his application. PCC ends 9:25.

Next the board discussed the placement of the Building Code it the Zoning Ordinance, and decided it should go in
