Joint Loss Management Committee Meeting
Present: Tim Murray, Gail Smith, Aaron Patt, Carol Burgess
The meeting was opened by Aaron Patt, Clerk of the JLMC, at 3:37.
The first order of business is to review the minutes of the 3-28-2012 meeting.
After a brief discussion, Murray motions and Smith seconds to accept the 3-28-2012 minutes as corrected. The vote was 4-0. It was noted that Loren White was absent.
A discussion of the projects that had been accomplished during the year was taken up. It was noted that in 2013 the group intends to have a seasonal meeting, of approximately one meeting per calendar quarter. In 2012 the number of projects were so numerous that meetings were not scheduled due in part to the high level of activity of the members.
The list of accomplishments from the 3-28-2012 meeting was outlined:
The Meeting House mold and mildew remediation, along with painting the downstairs bathrooms, heating duct cleaning and sealant spray over the stairwells was done. All the objects in the storage rooms had been noticed to town residents for removal. Numerous phone calls and emails to stakeholders of the Meeting House activities were made to ensure no one had usable items thrown away. The contents of the storage closet, the furnace rooms, and the basement were sorted and those items with mold growth hauled to the transfer station.
The library reports that their computer cords were secured by DPW. New vinyl windows are being quoted to reduce heat loss, which in the winter contribute to temperature drop in the reading area. The trees closest to the building have been dropping branches on the roof and DPW is in the process of looking at pruning the trees back to prevent damage to the building. The basement windows need attention and DPW suggests putting plexiglass storm windows over the exterior of the basement. DPW also suggests putting a commercial dehumidifier in the basement rather than using several small residential units. A discussion of a local group currently meeting at the Meeting House but interested in moving to the Library was held. Parking was discussed and DPW indicated that they would like to see the parking lot be completely paved at
the library. This is a 2013 item if the budget allows.
There is a new key box with a lock for the Town Office keys. The Town Office walkway has been changed from the concrete steps to a paved walkway and lights are now installed along the parking area. This greatly alleviates several safety issues and provides a much better parking environment for boards and committees that meet after dark. Plans are underway to clean up the basement of the Town Office and to handle long term storage of records in a more efficient manner. The phone and computer wiring in the Town Office needs to be re-terminated as the cables on the wall are a risk to the communication network.
The Recycling Center is receiving a sign from the state and DPW will be installing it on a post down at the end of DPW drive. Several projects for the Transfer Station were discussed including replacement of the office door because the doorframe is smashed and split. DPW indicated that a door and frame replacement would cost around $150.00 and could be installed by them.
It was noted that there have been lists made by previous JLMC members in the past re: safety and risk items. The items that have been accomplished in 2012 are items that have been part of those lists and also part of the CIP. It was determined that to support a seasonal meeting schedule in 2013 the group would need to meet again soon to establish a list of projects to focus on next year.
The group determined that it would meet on Thursday the 13th of December, 2012 and begin building the 2013 list. A tentative meeting for Thursday the 20th of December was also set to finalize the list and add any additional projects that do not get covered on the 13th.
There being no further business the committee adjourned at 4:15.
