Conservation Commission Minutes 03/23/2016

Attendees:      Neal Brown, Karen Day, Conrad Dumas, Janet Renaud, Kate Dean, Candi Fowler, and Janet Lutkus
The meeting was called to order at 7:37 pm. Janet Renaud chaired the meeting in Carol’s absence. The following items were addressed:
  • Prospective new member to the commission – Conrad and Kate Dean.
  • At Conrad’s invitation, Kate Dean attended the meeting. She has lived in Greenfield for 4 years and is interested in joining the commission. Conrad introduced Kate and led introductions from each of the commission members in attendance. Members shared their perspectives on the work of the Conservation Commission.
  • Kate lives across from Greenfield State Park.
  • Action item: Conrad to contact Carol Irvin to contact board of selectman about having Kate Dean sworn in as a member.
  • Response to e-mail message from Ray Cilley Discussion.
  • Commission members agreed with Ray’s suggestion to walking the property in the fall.   
  • The Forest Management plans have not been approved by the Board of Selectman. Once the plans have been approved by the Board of Selectman, the Conservation Commission can have the plans posted.  
  • The commission did pay Karla to create the plans; these plans are not part of her normal duties.
  • Once the Forest Management plans are approved, the commission will go through a bid process for logging, thereby eliminating any possibility of conflicts of interest.
  • Planning for the Roadside Roundup – Discussion.
  • For door prizes, Conrad got Harvester Market to donate 3 certificates for ice cream cones. Candi will also donate 3 hand-made ponchos as door prizes.
  • The monetary prizes awarded for the most trash collected will be $20, $15, and $10. Karen will email Carol to confirm that these are the same amounts as last year.  Five members agreed to split the prize total equally and each will bring their contribution to the envelope stuffing on April 20th.   
Commission members agreed to take shifts at the transfer station to tally bags as follows:  8-10 = Neal, 10-12 =Conrad, 12-2=Candi, 2-4=Karen.
Karen will send the flyer to Neal to distribute at school.
The envelope stuffing party is Wednesday, April 20 at 7pm in the Wensberg Room at the Greenfield Library.
Carol Irvin has talked with Carol about getting a dumpster at the recycling center.
Commission members agreed to begin setting up the tables for the dinner beginning at 3:00 on Saturday.
  • Election of a new chair Discussion.
  • Janet nominated Conrad. Neal seconded the nomination.  Commission members in attendance unanimously approved Conrad as the new chair.  
  • Janet was nominated for vice chair but cannot accept until she becomes a full member. (She is currently an alternate.)  
  •  Action Item:  Janet will follow up to be sworn in as full member of commission.  
  • FEMA Flood Plain maps Conrad.
  • FEMA has been redrawing our flood plain maps nationally.  People who weren’t in flood plains previously are now in flood plains. This can have a devastating impact on homeowners in terms of flood insurance costs. Conrad queried if we know the status of the FEMA flood plain maps in Greenfield.  If not, how do we find out what the status is?   
  • Conrad would like the commission to review Greenfield’s flood plain maps.
  • Action Item:  Candi will email Aaron to find out if flood plain maps been recently updated in Greenfield. She will email to update the rest of the commission.
  • Action Item:  Janet will ask Paul if he’s heard anything about this through the Planning board.      
  • Poles going up on Swamp Rd. – Janet.
  • Mandatory site walk by planning board is scheduled for April.   
  • There may have to be a variance for the wetlands conservation district.   
The meeting officially adjourned at 9:05 PM. The next meeting is April 27, 2016 at 7:30 pm.
