Minutes
Date: October 22, 2014
Attendees: Carol Irvin, Karen Day, Candi Fowler, and Diane Boilard
Visitors: Karla Allen, Jeane Marr, and John Hopkins
The meeting was called to order at 7:40 pm. The following Agenda items were discussed.
1. Forest Management Plans:
Koch-Brown. Karla presented a draft of a Forest Stewardship Plan for the Koch-Brown property, which she walked us through. We discussed obtaining and posting a ConCom marker to mark property boundaries permanently. For the Koch-Brown property, the pine is in decline and weak because of fugi. However, the pine is still probably okay for cut boards. The hardwood is still good. She recommends (1) a crop tree selection to favor hardwoods for one section and (2) a clear cut of a stand of red and white pine. Karla will get us a more accurate break down on the values that would be realized from the cutting.
George Proctor on Savage Road. Karla found that the lot is actually 100 acres rather than 50 acres, which means that the costs of the plan will be greater than initially estimated.
Fleck Conservation Area. The boundary pins on the northeastern line appear to have been removed at some point and she had a hard time finding the boundaries, but by following the deed she figured it out.
2. Natural Resource Inventory (NRI). Diane found a draft NRI written in the 1998-2000. It seems like a really good starting point because it seems fairly comprehensive, but it doesn’t have everything. Maybe it’s 2/3rd done. Diane will make copies for everyone. We’ll review and then start working on pieces. Karen thinks she might have an electronic copy that could be emailed to people. We then discussed the maps that are needed for the NRI.
3. John came in to discuss the New Hampshire 100 race and how the route will be set up next year.
4. Meeting in November/December – Attentively scheduled for December 17
Action Items
1. Karla will return for the November/December meeting to finalize the plan for the Koch-Brown property and present a draft plan for the George Proctor property.
2. Karen will look for the electronic copy of the draft plan that Diane found. If she can find it, she’ll email copies to everyone.
3. Process for determining which maps we need to order/have made for us. …
5. Invasives
a. News from Amy Smagula about Milfoil at Otter Lake (State Beach):
The State treated the lake twice last year with chemicals. Divers are called in to remove any remaining Milfoil after the chemical treatment.
Policy: For the first year in which Milfoil is found, the treatment is paid for by the State. In the second year, the State pays 50% of the cost for treatment. In the third year, the State pays for none of the cost for treatment. Therefore, if the chemical treatment does not eliminate the Milfoil problem in Otter Lake next year, the town of Greenfield is responsible for fixing the problem. If Greenfield does not have a budget of this type of work, the problem will remain unresolved.
Amy Smagula (or subordinate) may be able to come to June Greenfield Conservation Commission meeting. Many people do not recognize Milfoil when they see it. Town-wide training is needed.
b. Other news on invasives - Discussion about using beetles to combat Purple Loosestrife.
c. Upcoming Lakes Congress on June 27th – Neal Brown to attend.
Action Items
1. Karen will work with Amy to find a time when she can attend one of our monthly meetings.
2. Neal will investigate the status of a town-wide Milfoil presentation in August time frame, including willingness level/fee/ of resource.
3. Carol will investigate process and costs to obtain beetles to combat Purple Loosestrife.
4. Other business
• Candi: 55% of all ticks in NH contain Lyme disease. Any kind of tick can carry Lyme disease. New Hampshire is number one in the nation for ticks.
• Candi: Letterboxing. Geared for kids. You have your own Stamp with journal. There are none in Greenfield. Stored online, with directions – Treasure hunt.
• Karen – FB page for Conservation Commission.
