Conservation Commission Minutes 08/28/2013
Greenfield Conservation Commission
Minutes
August 28, 2013

Attended:       Carol Irvin, Chair; Neal Brown, Ray Cilley, Janet Renaud
Visitor:        Bob Marshal

Meeting began at 7:30 p.m.

·       Community Planning Grant II. Mr. Marshall explained the purpose of the community planning grant and what the Planning Board hoped to accomplish with this grant. The funds would be used to draft an ordinance that would establish a Neighborhood Heritage District. In addition to the ordinance, the town would create a committee of residents to review major changes in the landscape or buildings located in the district. The committee would be an advisory group only to the planning board and they would review applications and make recommendations to the planning board. Right now, the planning board has an advisory committee looking at what the consultants are recommending for the ordinance. On September 14, the planning board will hold a community conversation at the library to discuss the draft ordinance. The ultimate goal of the ordinance is to preserve and protect the village.
·       Contoocook River Advisory Committee.  Janet Renaud has been nominated to sit on this advisory committee. It is chaired by Michelle Hamm from the paper mill and the committee is actively recruiting members at this time. The committee reviews dredge and fill applications that affect the river and they are an advisory group to DES. They also deal with invasives. Janet noted that Powder Mill Pond will have to be drain within the next year or two to combat invasive place species.
·       Position of Town Forester. Because many town residents know little about the town forester, the commission discussed having something in the Spirit that explains Karla’s position and the types of services she provides. The commission also discussed developing a letter that would go out to people who filed Intent to Cut forms that would provide links to materials on the internet. Materials are also needed at the town offices and library.
·       Natural Resource Inventory. Ray asked about developing a priority system and Carol will send him what she had pulled together when she first joined the Conservation Committee. The commission then discussed the need to update the town’s natural resource inventory. The Master Plan being revised by the Planning Board includes a conservation component and some on the commission would like to see Greenfield develop a conservation plan for the town, similar to one that Milford has.

Meeting adjourned at 9:30 p.m.
