Conservation Commission Meeting
October 24, 2012


Present:        Members - Carol Irvin, Neal Brown, Karen Day
                Guests – Rocci Aguirre, Ray Cilley, Janet Renaud, and Paul Renaud


Meeting called to order at 7:30pm.  

Rocci Aguirre from the Monadnock Conservancy discussed the easement they are purchasing from the Carbee’s on East Road. They are set to close in early November and would like help with the transaction costs for the project. The total transaction costs are nearly $26,000 and the Conservancy has raised funds for all but $15,000 of these costs. The Commission is supportive of this easement because (1) it covers about 58 acres, (2) it abuts other large easements and adds to a large area of conserved land, (3) it abuts the town forest, and (4) the Rand Brook runs through the northern section of the parcel. In addition, the easement includes a 100 foot buffer along Rand Brook, adding to the protection of that waterway. After a public discussion, the Commission unanimously voted to expend $15,000 from the Conservation Fund to cover the currently unfunded transition costs for this easement.  

Ray Cilley brought forth the idea of developing a forest management plan for town-owned properties. This plan would probably require surveying some of the parcels to ascertain boundaries. Neal Brown will contact the Town Forrester and ask her to attend the November meeting to discuss what is known about the wood on town lands and what it would take to develop a forest management plan. Further discussion was deferred to the November meeting.

The meeting concluded with a review of the mail. A letter from DES indicated that a culvert replacement on New Boston Road may have required a wetlands permit. Carol will investigate and meet with the Board of Selectmen to discuss the issue.
