Greenfield Conservation Commission
Minutes of Meeting, October 8, 2003

Meeting called to order at 7:o5 PM. Members present: Karen Day, Roger Lessard, David Voymas, Neal Brown.

Neal Brown was introduced as a new member of the Commission.

Old Business:
No progress to report on signs for the Conservation areas
George Proctor Recreation Area boundary walk: scheduled for Sunday, 10/26/03. Commission members to meet at The Common Place in Bennington at 8:00 AM for breakfast, then at the GPRA at 9:00. Emphasis of boundary walk will be the northwest corner.

New Business:
Discussed seminar schedule at upcoming NH Association of Conservation Commissions annual meeting, 11/1/03; decided who will attend which seminars.
Received materials from NH Lakes Association re: organizing lake users and residents. Information will be made available to appropriate parties in town.
Cluster Development Draft: the Planning Board is still soliciting feedback from the GCC, in the form of suggestions or revisions, before the plan is presented to the town.
SouthWest Regional Planning is holding an NRI workshop Saturday, 10/11/03 at the Harris Center.
GCC received a copy of a letter sent to the Planning Board by Frances Khouw, Greenfield resident. In it, she informs the PB of her concerns re: development of a river-front lot on Cavender Road, adjacent to the "iron bridge." Owner has poured footings within 60 feet of the road, and has requested variance from ZBA. Peter Hopkins, Building Inspector, joine the GCC meeting at this point to provide clarification. Hopkins reported that the ZBA refused the variance because the proposed house could be situated on the lot in such a way as to meet all setbacks. Meridian Engineering has delineated the wetlands on the lot. Hopkins suggested to the GCC that it identify all building lots within the Shoreland Protection Act, for future reference when such requests for variance arise. Hopkins and the GCC discussed the possibility of an ordinance requiring that any lot within the SPA be reviewed by the GCC and owner if requesting a building permit.
Received from DES: 2004 Watershed Assistance Grant application. Deadline to file is 11/26/03. The purpose of the grant is to assist municipalities in identifying and addressing non-point source pollution.
Next educational meeting: discussion tabled.
Savings account: discussion tabled.
Karen Day will circulate, by email, a proposed 2004 budget. GCC will review and discuss at November meeting.
