September 25, 2002 Meeting Minutes
Those present were: David Voymas, Roger Lessard, Karen Day, Ray Cilley, Karla Allen & Dario Carrera
We received in our mail:
An Irrigation Pond & Mitigation of Wetlands permit from the Siegars (our copy).
A Standard Dredge & Fill Application from the Barbara C. Harris Camp which we signed and sent on.
A memo from Catherine & the Selectmen about the SWRPC contract for future map work
The Official Ballot of the NHACC meeting on November 2nd which must be returned by November 8, 2002.
1. David read the NHACC ballot. We voted on 6 questions. The questions were:
The NHACC Board of Directors has developed 2 categories of issues for your consideration. Category A issues are likely to be addressed in the 2003-2004 sessions in bills prepared by others, and which, if you agree, the NHACC will support. Category B issues may or may not arise; if they do, the NHACC will respond unless you disagree.
Should the NHACC support legislation to:
Provide permanent funding for the Land & Community Heritage Investment Program (LCHIP) to conserve natural and cultural resources of local or statewide importance.
Amend the Shoreland Protection Act to allow first order streams to be determined EITHER by consulting USGS maps OR by determination in the field.
Amend the Dredge and Fill statute to allow local issuance of stop work, and cease and desist orders pending state action.
Amend the Timber Harvesting statute to prohibit land clearing for conversion to other uses prior to site plan approval for activities requiring planning board review. This would be in addition to the current prohibition on land clearing prior to subdivision approval.
Amend the Planning and Zoning statutes to require that governmental land development be subject to local land use regulations.
The NHACC intends to watch and respond appropriately to legislation affecting:
Adequate state funding for environmental and natural resource agencies
Air quality
Current use and other measures to preserve working farms and forests
Enforcement of environmental laws
Forestry issues
Invasive species
Lake and river issues
Light pollution
Measures to help municipalities reduce sprawl and cope with development, including planning, zoning, and impact fees
Conservation of open space
Sand and gravel excavations, mining, and other terrain alteration
Shoreland protection
Transportation, including repairing infrastructure and providing alternate systems
Waste management, including hazardous, radioactive & solid waste, sludge & septage, returnable beverage containers
Water policy, including quality, quantity and use
Wetlands protection
The official vote of the Greenfield Conservation Commission on NHACC Legislative policy is:

No concerns raised.
2. David when over the NHACC list of GCC members so that we can make sure everyone gets the NHACC newsletter. We also voted to pay the 2003 dues in the spring.
3. Next we took up the budget. We decided to table this until next month.
4. We discussed the signs. Dario has started working on stencils for routing. He asked Karla for 2” stock to make a sign to see if we like it. Roger didn’t like the stencil look. Dario will bring a sign made with these to look at.
5. We talked about magnetic signs for the GCC. Everyone will bring in info & prices for the next meeting.
6. David explained that the Planning Board is trying to put together an Open Space Zoning plan. We need to talk to Marilyn more about this. In the mean time, we can start on our NRI work. David will copy the current NRI for everyone and get them to all members by the end of the week. We will meet and research our materials, compare notes and catalog the resources for everyone’s use. This will guide us in the directions to proceed.
