Budget Advisory Committee Draft Minutes 12/5/2014

Attendance:  Norman Nickerson, Ken Paulsen, Susan Moller, Myron Steere, and Diane Boilard (at 7:14).

Meeting opened at 7:05 PM.

Norm Nickerson was nominated and elected Chair of the committee.

It was noted that salary increases for Town employees was under discussion in the Select Board.  Myron noted that the non union employees in the School District were being given a “CPI” cost of living and the balance (of up to 3.2% total) would be merit based.  The total amount of spending on raises is expected (budgeted) in the 2.5% to 2.7% range.

The Committee reviewed the 12/5/2014 budget information that was provided -

        Fire looks good considering need to update equipment and training needs.
        Police appears in line with hiring third full time officer.
        Highway to be reviewed by Susan and Diane doing some research.
        Question on Personnel Admin – what is the reason for the $4,155 increase?

The Committee will continue to review future iterations of the budget.

Discussion of capital expenses and capital reserves –

        Future Fire truck reserves need to be addressed and probably increased.
        Police cruiser replacement is in the future and reserves need to be increased.
        
        The Committee will be reviewing capital reserve fund needs.

The Committee recommends that Town road mileage be checked overall and updated especially with the addition of the road added at last year’s Town Meeting.
        
Meeting rescheduled to 7 PM on Friday, December 19, 2014.
