Budget Advisory Committee Meeting Minutes
January 18, 2012
Attendance: Norman Nickerson, Gary Russell, Christine Long, Ken Paulsen and Myron Steere
NNickerson opened the meeting at 6:40 PM. The Town Treasurer – Catherine Heck and the Town Administrator – Aaron Patt were in attendance.
The committee was advised by TA Patt that the Highway budget included an extra $100K for road construction. The committee agreed that the road reconstruction budget should be a minimum of $200K on a separate warrant article and the original budgeted amount of $75K in the Highway budget should be maintained for normal road maintenance needs.
The committee was concerned that the amount for interest on the TAN may not be adequate and recommends the amount be increased from $1,500 to $2,500. This is because the overall increases in budget and timing of payments with cash on hand would require a longer period of indebtedness than is the normal case.
The Police budget gasoline appeared to be low and recommends an increase from $8,500 to $10,000 based on prior year usage over $9,500.
The committee recommends the Capital reserve for Police Vehicle should continued to be funded with $5,000 added to the fund.
The committee expressed concerns that the welfare budget was under funded in the current economic climate and recommends increasing the budget from $27,345 to $30,000.
Review of the Recycling Center budget provided a number of questions and concerns based on the approximately $30,000 increase over 2011 expenditures. The primary issue was increasing expenses must be off set by increasing revenue. The issues in question include:
Increased work in Building – is this Capital Improvement?
Monadnock Disposal contract going down?
Fuel needs – waste oil furnace? What about fuel for skid steer?
Significant increase in wages?
Research on pay to throw program?
Discussion with Select Board 1/19/2012 meeting.
