Greenfield Budget Advisory Committee (BAC) Minutes
May 8, 2007
Member Roll Call
Present: Paul Cowled, Bruce Dodge, John Erdman, Norman, Nickerson, Mike Steere.
Excused: Kent Vincent (FEMA Meeting).
Absent: David Hedstrom, John Garabrant.
Chairman Dodge called meeting to order at 1905hr.
Agenda:
1. Minutes from May 1st, 2007 meeting:
a. Minutes were reviewed and amended as required, and
b. Minutes approved as amended.
2. Bruce Dodge reported that the Highway Department changed to 15min labor reporting (also equip and inventory accounting) as required from FEMA
3. As per Greenfield Board of Selectmen request, the BAC is to provide member support to all Greenfield Town Departments for the purposes of budgeting and budget assistance. Member allocation as follows:
a. Town Office Mike Steere, Norm Nickerson
b. Highway Dept Kent Vincent
c. Recycling Dept Kent Vincent
d. Police Department Paul Cowled
e. Fire Department John Erdman
f. Recreation Dept Bruce Dodge
g. Library Bruce Dodge
4. BAC to initiate comparisons (Budgeting and Best Practices) for all Town Departments from surrounding towns including, but inclusive of Temple, Bennington, Francestown, Hancock, Lyndeborough and Antrim.
5. BAC to encourage all Town Departments to look at fundraising as a supplemental income source for FY 2008.
6. BAC to further discus and investigate Capitol Reserve Funds for Town if Greenfield.
7. BAC to offer education in following areas:
a. Open forum meeting for townspeople for budget information prior to town meeting (suggested late February, early March),
b. Open forum meeting for townspeople for discussion of Road Repair Bond issues (suggested late October), and
c. The role of BAC to town Departments (timing to be Board of Selectmen driven)
8. Guidelines for BAC participation with Dept heads to be discussed and formalized.
9. Next meeting June 12, 2007 at 7:00pm.
