Selectman Kullgren called the meeting to order at 6:00 pm
Appointments:
6:15  Jon Duhamel, Avitar Assoc. & Sam Green, D.R.A.
·       Ask DRA about splitting Carbee’s lot
o       Need survey to assess separate lots
o       Do a partial lien release by % of value?
6:30  Finance Meeting – To discuss:
·       New record keeping procedures
·       Treasurer making all deposits
·       Bookkeeper entering all receipts in QB
·       Office space for Treasurer
·       Schedule monthly finance meetings with the Board
·       T.A.N.
7:00  Al Burtt – Abatement Appeal
7:15  Karla Allen, Town Forester – To discuss upgrading the Class VI portion of Old Lyndeborough Mountain Road.  R9-29 was purchased by Hardwick and he wants to log it.  The lot is in Greenfield and Lyndeborough and he wants to use the Greenfield side to remove the logs.  Our D.P.W. has no say over a Class VI road, it is the Boards decision.  Like Muzzey Hill Road upgrade?
7:30 – Budget Review
8:00- Non-Public Session per RSA 91-A:3 II (c) –
8:15 – Kathy Vallier, Tax Collector – To discuss tax deeding & abatements (will reschedule)
8:30 - Non-Public Session per RSA 91-A:3 II (a) – Personnel
8:45 – Recycle Committee – They have an agenda (Central Office asked for a copy, we haven’t received it yet) May reschedule to be @ 8:15.  Left message with Neal Brown.

On-going matters:
Church Lease – Follow up from Town Meeting Warrant Article
Positions:
·       Part Time Recycle Helper -
·       Minute Taker – Help wanted ad has been posted.
·       Gen. Gov. Buildings Maintenance - Help wanted ad has been posted.
WW monitoring wells – Selectmen asked that this remain on the agenda until it is resolved – Keith Pratt to confirm they have been replaced.
Flood Plain Ordinance – Selectmen asked that this remain on the agenda until it is resolved. Dario said this is going to be addressed soon – there needs to be a public hearing on this matter.
Town Trash Pick-up –
·       Outside trash bins are needed.  Get an estimate (materials & man hours) of what it would cost the DPW to build the bins or is it cheaper to purchase them.
·       Discuss using dumpster at town buildings instead.  Quote from Monadnock Disposal: 3 dumpsters picked up every other week for $100.00/month.
·       Recycle bins are needed for the Meeting House, Library, Fire Station, Highway Garage & Police Station.  Will the recycling budget pay for these or should each department get their own containers?
Recycle Brochure – Selectmen asked that this remain on the agenda until it is resolved – The TRC is going to work on this and will get back to the Board with a revised brochure.
Spirit –
·       Get cost estimate for purchasing (Quark type) software.
·       Advertising
·       Discuss articles for the next issue
Boards/Committee/Deputy Vacancies –
·       Deputy Treasurer – Katherine Heck has submitted her application for the position
·       Budget Advisory Com. – John Erdman, CEO at the B.C. Harris Ctr is interested
LGC safety recommendations – Need feed back from each department on course of action to be taken.

Other Business:
Read Minutes from previous meeting - Review minutes of 3/29/07, 4/3/07 & 4/10/07                          Selectmen’s meetings and make any amendments, if necessary.
Agenda –
·       Selectmen should not tell anyone what a “good time” to come to a meeting is.  Central Office oversees the agenda & should be contacted.  Agenda changes daily until 3:00 pm on Monday as the BOS requested.
·       Time cut-off for appointments
Misc. Incoming Mail – Review
Muzzey Hill Road Escrow – Has the account been set up?
Building Permit Fees Refund –
·       Will the Town set a policy on refunding building permit fees when a permit is canceled?
·       Can the fees be credited to a permit that replaces another permit?
Tax Map Updates – Who should be hired to update the tax maps?
Oak Par Rental – ASE & F company picnic – fireworks display?  
Tree Fertilization – Draft of bid Molly would like to send out, please review
Trustee letter of 2/12/07 – Review letter & discuss options


The Board members will be in on Thursday at noon to sign checks, approve accounts payable invoices and sign any correspondence.  There will also be an employee meeting at that time.
With no further business Selectmen adjourned the meeting at                    pm.  The next scheduled meeting is Monday, April 23, 2007 at 6:00 pm.
