Bob Valentine called the meeting to order at 5:00 p.m.
 
IN A MOTION made by Dexter S. Kinsella, seconded by Steven M. Romano, it was VOTED to approve the minutes of the January 14, 2014 Regular Meeting as amended.  Vote unanimous.  The amendment(s) are as follows:
·       Page One, under First Selectman's report, first paragraph, the words installation should read insulation.
·       Page two, continuing under the First Selectman’s report, first paragraph, fifth bullet, the word Society should be added after Goshen Agricultural.
·       Page two, second paragraph, third sentence should read:  The Town of Goshen is currently in a Long Term Tier One contract with CRRA and under their new restructuring guide lines, this would allow CRRA to charge the Town of Goshen a maximum of $62.00 per ton for Municipal Solid Waste (MSW).
·       Page two, second paragraph, fifth sentence should read:  When putting budgets together for fiscal year 2014-2015 the $62.00 a ton will be used as the per ton cost. 
 
Matters Arising out of the Minutes:  None
 
IN A MOTION made by Steven M. Romano, seconded by Dexter S. Kinsella, it was VOTED to add to the agenda under Old Business – (c) Discussion 2014-2015 Budgets
Vote unanimous.
 
The Board of Selectmen deferred from the original order of business and moved to Old Business (a) Employee of the Year award.

Bob Valentine thanked everyone for attending the award ceremony presentation and congratulated Lynn Steinmayer on winning the 2013 Employee of the Year award.
 
Dexter Kinsella opened the presentation with the a few words describing the essence of a library and then proceeded to compliment Lynn Steinmayer (Library Director) for the work she does at the Goshen Public Library. Dexter noted the nomination was received from by James F. Johnson (Former President, Library Board of Directors).
Dexter handed the floor over to Pat Reilly (President, Library Board of Directors).
 
Pat Reilly praised Lynn for her hard work and dedication to the Library.  Lynn took a moment to thank everyone for the opportunity in 2007 when she started her career at the Goshen Public Library.  Lynn said “it’s easy to be employee of the year when you’re working with such wonderful people”
 
In addition to a personal plaque, Lynn will have her name engraved on the plaque that hangs in the hallway of the Town Hall Office Building.

IN A MOTION made by Dexter S. Kinsella, seconded by Steven M. Romano, it was VOTED to approve the warrant including payroll January 23, 2014 in the amount of $51,347.71 Vote unanimous.
 
It was noted this figure consists of $14,243.85 for payroll and $37,103.86 for the warrant.  Included in the warrant was a payment to American Rock Salt in the amount of $12,489.86.

FIRST SELECTMAN’S REPORT
 
Bob Valentine reviewed with the other members of the Board the meeting he had with Colleen Finn and Jeff Grundt (CIRMA) last week with regards to the issue of ice hockey games being played on the ice rink. Since then, a special meeting was called by the Recreation Commission to discuss segregating the ice hockey games from the open skating.  The recreation commission is looking at purchasing signs.  The sign placement will designate a section for the ice hockey games and will read: “Ice Hockey allowed beyond this point only and at your own risk”.   In addition to sign placement, the rink will be divided with orange snow fence.  These changes were reviewed and approved by Jeff Grundt (CIRMA).
 
At the Board of Finance (BOF) meeting on January 22, 2014, the BOF members voted unanimously to appoint Michael A. Zemaitis, CPA as the auditor of the Town Financial Records for the fiscal year ending June 30, 2014.  The engagement letter was signed by Allan Walker, Chairman BOF, and Bob Valentine, First Selectman.
 
Bob Valentine informed the other members of the board of a letter that Ed Perry (Public Works Supervisor) received from the State of Connecticut. The State of Connecticut has terminated its contract with American Rock Salt for non-performance. Bob noted that the Town of Goshen utilizes the state contract. The Department of Administrative Service (DAS) will be in contact with all involved parties on their options, rights and guidance on a replacement contractor.  Bob will keep the BOS apprised as information is received.
 
The Board of Selectmen (BOS) had further discussion on the proposed task order from Lenard Engineering.  Bob Valentine will ask Dave Batista (Lenard Engineering) to formalizing a draft task order to be presented at the February 4, 2014 Board of Selectmen’s meeting.  
 
Bob noted that the stop leak that was put in the furnace at public works is no longer working. The mechanical room floor has flooded from the water cascading from the casting and the furnace had to be shut down.  Bob noted with the cold weather and low temperatures, three heaters were rented from Taylor Rental and will be hooked up to the propane tank.  It is imperative this building keeps from freezing.

FIRST SELECTMEN’S REPORT(continued):
 
Bob Valentine noted because of the emergency situation, he would like to waive the purchasing policy and authorize David Harmon, Harmon Plumbing, to install a new furnace at the Public Works garage. 
 
IN A MOTION made by Dexter S. Kinsella, seconded by Steven M. Romano, it was VOTED to waive the purchasing policy and authorize David Harmon, Harmon Plumbing to install a new furnace at the Public Works garage.  Vote unanimous.
 
Bob Valentine mentioned on Friday, January 24, 2014 the Public Works clerk position had been filled. 
 
CORRESPONDENCE:  Bob Valentine noted that Barbara Breor, Town Clerk received a letter of resignation from R. Lee Breakell.  Effective immediately, R. Lee Breakell has resigned from both the Goshen Economic Development Advisory Group and The Goshen Recycling and Trash Committee.  The letter is dated January 24, 2014.
 
OLD BUSINESS:
Town Topics Policy
 
Each member of the Board of Selectmen (BOS) received a copy of the Town Topics Policy with suggested changes.  After careful review, The BOS agree with the suggested changes.
 
IN A MOTION made by Dexter S. Kinsella, seconded by Steven M. Romano,  it was VOTED to approve the Town Topics Policy changes as presented. Vote unanimous. 
 
John McKenna left at 5:45 p.m.
 
                                        Discussion – Budgets 2014-2015
 
The Board of Selectmen had a general discussion on the budgeting process for fiscal year 2014-2015.
 
NEW BUSINESS:
 
              Resolution of Endorsement – Regional Performance Incentive Program

Bob Valentine noted the Litchfield Hills Council of Elected Officials and Northwestern CT Council of Governments has submitted an application for funding under the Regional Performance Incentive Program and is seeking support from the member towns to secure a Regional Performance Grant.  The purpose of the grant is for “Cooperative Purchase of Mobile Material Screeners”.

IN A MOTION made by Dexter S. Kinsella, seconded by Steven M. Romano, it was VOTED to participate in the Regional Performance Incentive Program and adopt the Resolution of Endorsement.  Vote unanimous.

IN A MOTION made by Dexter S. Kinsella, seconded by Steven M. Romano, it was VOTED to adjourn the meeting.  The meeting adjourned at 6:35 p.m.
