REPORT OF THE SPECIAL MEETING OF GORHAM TOWN COUNCIL

March 19, 2002

        The meeting opened with the Pledge of Allegiance to the Flag.

Roll Call of Council:  Present:   Chairman Phinney; Councilors Dugas, Justice, Phinney, Hamblen,   and Robinson; the Town Manager and the Town Clerk
                                 Absent:  Councilor Willett

Item #6314.  The order, as read aloud by the Clerk, was moved by Councilor Dugas and seconded by Councilor Loveitt.  Moved by Councilor Justice, seconded by Councilor Dugas and VOTED to amend the proposed order by adding the words “a temporary easement for” and “upon receipt of an easement in a form acceptable to the Town Attorney”.  6 yeas.

The order, as amended, was then VOTED resulting in the following:

ORDERED that the Town Council accept a temporary easement for the Sewer Pump Station and associated collection system at Heartwood Subdivision upon receipt of an easement in a form acceptable to the Town Attorney, and

BE IT FURTHER ORDERED, that the Town Manager, on behalf of the Town is authorized to execute necessary documents conveying the above-mentioned Heartwood pump Station and collection system to the Portland Water District.  6 yeas.

Item  #6315.  Moved by Councilor Hamblen, seconded by Councilor Robinson and ORDERED  that the Town Manager and the Fire Chief are authorized to submit a joint application with the Town of Windham to purchase a Hazardous materials Vehicle for a cost of $350,000 with the Town of Gorham
The meeting recessed into a workshop with the School Committee.

The meeting reconvened and it was moved by Councilor Justice, seconded by Councilor Loveitt and VOTED to add an item to the agenda relating to executive session.  6 yeas.

Item #6316.  Moved by Councilor Justice, seconded by Councilor Loveitt and VOTED that, pursuant to Title 1, M.R.S.A., Section 405 (6)(c) the Council go into Executive Session for the purpose of discussing the acquisition of property.  6 yeas.

        Moved by Councilor Hamblen, seconded by Councilor Loveitt and VOTED  to adjourn.  6 yeas.
