BOARD OF APPEALS
MEETING MINUTES
NOVEMBER 20, 2003


        The Gorham Board of Appeals regular meeting was held November 20, 2003 at the Gorham High School Auditorium.
        Present; Chairman, Mark Stelmack Board Members: James Pellerin, Joe Gwozdz, Clinton Pearson and Stephen Scontras.  Code Enforcement Officer, Clint Cushman and Deputy Town Clerk, Jennifer Elliott.
        Absent: Audrey Gerry and David McCullough.

        Moved, Seconded and VOTED to accept the October 16th, 2003 meeting minutes as printed and distributed.  5 Yeas.

        Appeal # 03-167.  The appeal of Rodney and Melba Quinn requesting enlargement and replacement of a non-conforming structure, namely to demolish a 10 foot by 16 foot section of a non-conforming single family dwelling and expand and replace this section of the building with a 25 foot by 41 foot structure on property they own at 175 Mighty Street (Map 83, Lot 4.003) which is in the Rural District and will not encroach any further into required setbacks.   Mr. James Vear appeared on behalf of the Quinns and explained that the structure to be replaced is an ugly part of the building and they want to tear it down and replace it with a nicer addition that will be attached to the garage.  It would be living space, not a bedroom.  It will not encroach in any direction into any setbacks.
        There was no public comment and the hearing was closed.

        The board discussed and went through the special exception criteria.
Board member Clinton Pearson stated that he lives on Mighty St. but is not an abutter and this will have no impact on the vote.
        Moved, Seconded and VOTED to grant the appeal as it meets all the required criteria.  5 Yeas.
The findings of fact as read aloud by the Code Enforcement Officer were Moved, Seconded and VOTED.  5 Yeas.

        Moved, Seconded and VOTED to adjourn.  5 yeas.    Time of adjournment 7:10 p.m.
