Wolf Hollow Brewing Company Site Plan Review 6882 Amsterdam Road Combined Preliminary and Final Site Plan Review (Public Hearing) Wolf Hollow Brewing Company is proposing to open a microbrewery for the production and sale of craft beer at 6882 Amsterdam Road, commonly known as the Deer Lick Springs Auction site. The applicant would occupy a 2,400 square foot building on the property. There would be no expansion of buildings or parking in association with this proposal. Peter Bednarek was present to address the Commission. He gave a brief history of Wolf Hollow Brewing Company. He stated two years ago his business partner, Jordan White, appeared in front of the Commission looking to open the business in the Grange building in West Glenville. In November of 2013, the brewing company opened with a -barrel size brew system. The business was successful and they sold as much as they brewed. Since then, they have added another partner, Bill Kenneally. They are looking to purchase property at 6882 Amsterdam Road to increase the business from a -barrel (15 gallons per batch) system to a 7-barrel brew system (217 gallons per batch). This will enable them to make more beer in less time and to expand the business to sell to local restaurants and to keep demand and production in balance. Planning & Zoning Commission Meeting Minutes January 12, 2015 Page 2 P. Bednarek said electric service inspection, septic, and water flow tests have been done. They hope to produce 430 gallons of beer per week at this new location. The will be using 4 fermenters to produce 2 batches each week and rotate into the next week. The water flow was considerably better than expected, and the septic system capacity exceeds the estimated requirement of 360 gallons per day. This documentation is included with the application. The new site offers much more parking and is a gravel and dirt surface. M. Carr asked if the brewing company has room to expand again. P. Bednarek said the site does have the capability to handle a 20-barrel system. T. Bodden noted that laws have recently changed regarding selling or serving food at microbreweries. P. Bednarek explained the law says food, even snack food, must be available where a pint of beer is served. He continued by saying they are not in the restaurant business and are not seeking approval for any more than the brewing company. At some point, they may want to host an event, and permits from the State Liquor Authority would be obtained if necessary. K. Semon asked if they are planning on farming the land. P. Bednarek said maybe hops. New York barley is difficult to get and grow. When asked about the 50 drainage easement shown on the map, the current owner of the property, John Roscioli, explained the easement is from the 1960s when Route 5 was expanded. Piping was placed under Route 5 (Amsterdam Road) for drainage of any flooding to the Mohawk River. The well shown on the property was put in after the drainage easement was complete. Mr. Bednarek clarified information on the Environmental Assessment Form. Although there are state wetlands on the property, there is no change to the developed portion of the site, and no impact on those wetlands. The 16-acre parcel is zoned Highway/Commercial for the front 5 acres, and R/A in the rear acreage. Discussion followed on cleaning agents/chemicals used on site. P. Bednarek mentioned powdered brewery wash which is a detergent that removes scale from stainless steel. Any spills go to the floor drains and to the septic system. Iodine sanitizer is also sprayed on the contact points of the fitting connections. M. Carr stated this direct injection into the ground should be emphasized to employees. P. Bednarek said the floor drains are for pre-product spills. The drains are only under the brew house and spills would be grain, water, or hops. K. Semon reminded him that cleaning products should be stored in a different area of the building. When asked the business hours, Mr. Bednarek said Thursday and Friday evenings, 4 10 pm, and Saturdays, noon until 9 pm. The Commission asked him to be aware of noise, and the number of people allowed in the 2,400 sq. ft. building. It was noted that during auctions, 60-80 people usually attended. Semon asked if the current lighting is satisfactory to the neighbors, and Mr. Kowalski, 6886 Amsterdam Road, stated it is fine with him. When asked, Mr. Bednarek stated signage has not yet been designed. When T. Bodden asked about conditioning approval by limiting hours of operation, Attorney Peg Huff stated that regulations regarding hours of operation have been successfully challenged. P. Bednarek stated the microbrewery is regulated by NYS Department of Agriculture and Markets. If food is added, (menu, kitchen, food prep), it is then regulated by the NYS Department of Health. K. Semon asked if there are any plans for bottling. P. Bednarek answered if anything they would can beer, because it keeps it fresher. There is a mobile canning unit that would drive to the site once or twice a year for that purpose. T. Yosenick asked if the company were to go to the 20-barrels system, would the septic be adequate, and Mr. Bednarek answered yes. He also stated there are two restrooms on site, and four sheds that may be used for keg storage if they ship to restaurants. A 15x15 refrigeration unit is also planned. There are about 31 unmarked parking spaces. He has been in contact with National Grid, and the power will be upgraded to a three-phase system. It was suggested that the local fire department be advised of the power upgrade. T. Yosenick asked what kind of trash is generated by this business. Mr. Bednarek said other than customer trash, grain bags are about all. A farmer from Galway collects the barley waste in 50 gallon drums the day the beer is brewed. It is not sealed; to avoid smells, it does not sit overnight. M. Carr requested MSD sheets be provided for sanitizers. The employees need to be cognizant of the floor drains and know what they are working with. The dumpster and dumpster fencing should be shown on the site plan as well as where the grain will be stored. When asked about delivery of the grain, P. Bednarek said the 50 pound bags are brought by semi-truck which will go around to the back of the building where there is a 10 roll up door. From there, pallets will be moved by hand-truck to a different area of the building. The glass growlers come in cardboard boxes by pallet. MOTION In the matter of the site plan review application by Wolf Hollow Brewing Company to open a microbrewery located at 6882 Amsterdam Road, the Planning and Zoning Commission finds that this application will not result in a significant potential adverse environmental impact. The proposed use does conform to other applicable provisions of the Zoning Ordinance, including, but not limited to, landscaping requirements, building design, off-street parking requirements, building setbacks, fence requirements, sign regulations, storm water management and erosion control requirements, etc. 2. The proposed use does exhibit adequate and logical vehicular access and circulation, including intersections, road widths, curbing, and traffic controls. 3. The proposed use does exhibit satisfactory pedestrian and bicycle access and circulation, including separation of pedestrian traffic from automobile traffic, the placement and usefulness of on-site sidewalks and walkways, the accommodation for pedestrians at adjacent street intersections, and overall pedestrian and bicyclist safety and convenience. 4. The proposed use does exhibit adequate and logical location, arrangement, and setting of off-street parking and loading areas. 5. The proposed use does exhibit adequate and logical placement, arrangement, size, and design of buildings, lighting, and signs. 6. The proposed use does provide for the adequate type and arrangement of trees, shrubs, and other landscaping elements, as they relate to visual and noise buffering of adjacent sites and the reduction of visual impacts from the street. 7. The proposed use does demonstrate adequate provisions for the collection and/or disposal of storm water, sanitary waste, and garbage. 8. The proposed use will allow for adequate on-site snow plowing and snow storage. 9. The proposed use does demonstrate adequacy and durability of structures, roadways, utilities, and landscaping in areas with moderate to high susceptibility to flooding, ponding, and/or erosion.
