Site Plan Review 2165 Amsterdam Road (Preliminary) Scotia Industrial Park, Inc. (The Galesi Group) is proposing to build a 151,550 sq. ft. warehouse, distribution and office building on the westernmost parcel within the Glenville Business & Technology Park. The 13-acre parcel is located west of where the Old Dominion trucking terminal is currently under construction. The property is zoned Research/Development/Technology. Dan Hershberg, PE and LS, of Hershberg and Hershberg, and David Ahl, Vice President, Industrial Parks Division of the Galesi Group were in attendance to present Scotia Industrial Park, Inc.s application. Mr. Hershberg noted that the proposed building will be located on the former Burgess tank farm property. Loading docks will be in the rear of the building, out of sight of Route 5 traffic and nearby residents. The 151,500 sq. ft. structure will be built on speculation, although there is a party interested in the property/building. One of the driveways that formerly served the Burgess property will be reactivated and used by employees. The applicant will need NYSDOT approval for this driveway. Truck traffic will enter the site via the existing 7th Avenue entrance on Route 5 There will be 156 parking spaces in front of the building, which includes five handicapped spaces. Regarding storm water management, sheet drainage to swales with infiltration will be applied to this project, in very similar fashion to the Old Dominion site next door. A 24 drainage pipe that feeds into the States drainage system along Route 5 already exists on the Page 2 property and will be relocated and used for this project. Post-development runoff volumes will be lower than current volumes. The preliminary site plan has not been sent to Beukendaal Fire Department for their comments yet. A berm with evergreens on top will be installed between Route 5 and the proposed parking area. The berm will be approximately three feet in height. It wont be as high as the Old Dominion berm because the area where the berm is to be located isnt wide/deep enough to allow for a taller berm. Mr. Hershberg showed a rendering/elevation of the west and south sides of the proposed building. It will be a metal building, but with architectural touches to project a corporate image. At this time the applicant cant identify the would-be tenant due to a confidentiality agreement. Having an approved site plan will help Galesi attract this company to the site. Mr. Ahl said he hopes that an announcement will be made in about a week and a half identifying the tenant. Jim Gibney asked if there was any contamination remaining on the property, given its former use as a tank farm. Mr. Ahl noted that NYSDEC issued a no further action letter in 2009, indicating that the site has been properly cleaned up. Tim Yosenick asked where traffic from this site will be routed, and whether or not this project would increase truck traffic within the Village of Scotia. Mr. Ahl noted that there wouldnt be a great deal of truck traffic generated from the proposed tenant; probably on the order of 10 trucks per day. As with Old Dominion, Mr. Ahl anticipates the majority of truck traffic will arrive from and exit to the west, in the direction of I-890 and the NYS Thruway. Tim asked what the parking requirements would be for this use. Paul Borisenko noted that the Towns zoning requires a minimum of one parking space for each employee on the largest work shift. Mr. Ahl noted that there are fewer residents along this section of Route 5 than there are near the Old Dominion property; just two residences on the south side of Route 5. Mike Carr asked if Galesi had a plan in place for if/when soil contamination is discovered during construction. Mr. Ahl indicated that yes, they are aware of their reporting responsibilities if contamination is encountered. Mr. Hershberg pointed out that Metroplex, as SEQRA Lead Agency, issued a Negative Declaration for this project last week. In response, Mike Carr made note that since Metroplex was the Lead Agency in this instance and not a Town commission or board, the GECC was not required to review this proposal. Paul Borisenko informed the applicant that landscaped islands are required for the parking lot, per the Towns code. If the applicant doesnt provide an adequate number of islands, they will need to seek an area variance. Mr. Hershberg said that they would add the necessary islands. Paul also noted that he gets a lot of complaints about site lighting from commercial and industrial projects. He reminded the applicant that there should be no off-site impacts from lighting and glare. Mr. Hershberg said that he will provide a photometric lighting plan for the project site. Page 3 Dana Gilgore indicated that an existing 12 water line traverses the property. Galesi will tap into this line to service the proposed building. Dana further noted that this project will necessitate a sewer district/service extension request from the Town to the City of Schenectady. The Town will need to know projected water use before we request an extension from the City. If the tenant is unknown at this time, Dana recommends that Mr. Hershberg use the 1988 NYS standards, which are conservative. Regarding water use for the building, Mr. Hershberg said that he has yet to consult with the building sprinkler designers. Dana and Paul both noted that the Town will require a dual supply to the building. Mr. Ahl noted that the building will employ an Early Suppression Fast Response (ESFR) sprinkler system. Mr. Ahl stated that there will be no hazardous wastes stored or handled on the property or within the building. Also, as with Old Dominion, there will be no on-site, overnight sleeping by truck drivers. Additionally, Galesi doesnt anticipate the need for tandem trucks for the project site. The Galesi Group currently owns the property. Mr. Carr asked if financial incentives will be offered to the tenant. Mr. Ahl didnt believe so but he is not sure yet. Tim Yosenick asked if the Towns Designated Engineer has reviewed the storm water management plan for this project yet. Kevin Corcoran indicated that yes, MJ Engineering has reviewed the SWPPP and has issued their written comments. There are no significant issues, but modifications to the SWPPP and site plan will be required to address some of MJ Engineerings comments. In response to an inquiry, Mr. Hershberg indicated that standard pavement will be used on this site, as opposed to non-porous pavement. Mr. Carr asked if rail service will be required for this site/tenant. Mr. Ahl responded that rail service is not likely to be needed, but that it wouldnt be difficult to install a rail siding on this property. In response to a question by Mr. Carr, Mr. Hershberg noted that the deepest excavation for footings will be around 10 feet or a little more, on the sites eastern end. Given the elevations on site, excavation on the western side of the property will be shallower. Mr. Ahl noted that there are no plans yet for a sign or signs. Ray Gillen of Metroplex thanked the Commission for accommodating Galesis compressed time schedule for this proposal. The tenant that they are trying to bring to the site cant be named yet, but they are a nationally-known company. This company could locate anywhere in the northeastern U.S. To secure this company for the Glenville site, approvals need to be in place. This company was pleased that Old Dominion is building next door. It gives them confidence that this is a good location to build. Dave Ahl added that timing is the key in this instance. This company is very image-conscious and their building will be attractive. Mike Carr responded by noting that this would be a homerun for brownfield redevelopment. Page 4 MOTION In the matter of the preliminary site plan review application by Scotia Industrial Park, Inc., for construction of a 151,500 sq. ft. warehouse and distribution building at 2165 Amsterdam Road, the Planning and Zoning Commission hereby conditionally approves the application. Conditions of preliminary approval are as follows: The applicant is to submit the preliminary site plan review application to Beukendaal Fire Department for their review and comments. A berm with evergreens on top that meet Town Code relative to species and size be installed between the parking lot/building and Route 5. The property owner is to have a plan in place and be prepared to notify the NYS Department of Environmental Conservation should soil contamination be encountered during project construction. The applicant must submit a lighting plan. Anticipated water usage for the project be submitted to the Town, followed by a request from the Town to the City of Schenectady for a sewer district extension. Landscaped islands be installed within the proposed parking lot per the Towns zoning ordinance requirements. A fire suppression plan shall be in place for the proposed building. The site plan is to be modified to show the proposed location of a dumpster and/or trash compactor.
