REGULAR MEETING OF THE TOWN BOARD
TOWN OF GLENVILLE
MAY 18, 2011
AT THE GLENVILLE MUNICIPAL CENTER

                Supervisor Koetzle called the meeting to order at 7:30 PM;

                Supervisor Koetzle asked the Town Clerk, Linda C. Neals, to call the roll.  

Present:        Supervisor Christopher A. Koetzle, Councilmen Alan Boulant, John C. Pytlovany, Sid Ramotar and Councilwoman Gina M. Wierzbowski

Absent: None

                Also present were Attorney Michael Cuevas, Director of Operations James MacFarland, Comptroller George Phillips and Planner Kevin Corcoran.

Town Council Reports:

                Councilman Ramotar – “Just a reminder that “Grievance Day” is May 24th.  All grievances must be submitted to the Assessor’s Office on or before that day.

                The Efficiency in Government Committee met about two weeks ago.  They have some suggestions to present to the Board regarding energy and efficient ways of saving money.  Dave Tomasky, Chairman will be presenting these suggestions to the board in the near future.

                I met with Bob McGuire, Athletic Director BH/BL School District and we are working as a partner to facilitate a l.3 million dollar grant that will help support family fun fitness; participating in more of a healthy lifestyle.”

                Councilwoman Wierzbowski – “Our Bulk Item Program has been completed and it went smoothly.”

                Councilman Boulant – “Last week we held a Glenville Business/Professional Association (GBPA) mixer in Glenville.  It was very well attended with over forty people there.  It was an open microphone night and many attendees spoke about their businesses.

                We also had another Oktoberfest meeting and it is really taking on a life.  There will be a karaoke contest; there will be many new things this year including a laser tag event.  We are also working with the 109th Airlift Wing; they are going to have their 5K run the same day.”

                Supervisor Koetzle opened Privilege of the Floor and the following people spoke.

                Meredith Van Vorst, 604 Orlinda Avenue, read a letter addressed to Highway Superintendent Coppola.

                “Walking through my neighborhood I became dismayed at the terrible conditions of the roads.  I live at 520 Orlinda Avenue and my walks take me down to the river and then up and around to Glen Avenue and back home.  I was embarrassed when my daughter, who grew up in the area when recently visiting said how she remembered the area being quite nice.  We can keep our homes up but if the Town lets the roads disintegrate the message is sent that we do not value our community.  Why would someone choose Glenville when they could have a similar home in Rotterdam and enjoy well maintained roads?  I do favor fiscal responsibility but I believe that it is penny wise and town foolish to ignore infrastructure.  We must invest in our future.  Please assure me that this section of Glenville is not forsaken; please find the funding to pave the rest of Glenville down to the river this year.  Sincerely, Lois Miller”
                Supervisor Koetzle shared the following information:

                I would just like to note that the three major school districts in Glenville; Niskayuna, Scotia-Glenville and Burnt Hills have all passed their budgets.  I congratulate them and the boards for developing fiscally responsible and difficult budgets.

                A meeting will be held at the Department of Transportation offices in Schenectady on Tuesday, May 24th at 10:00 am to kick off the Glenridge Road improvement project.

                There will be a meeting on Tuesday, June 7th at 7:00 pm at the Alplaus Fire House for the Schenectady County and Clough Harbour Associates to present their claims to the community for improvements to the intersection of Alplaus and Maple Avenues including a traffic light, lane widening and drainage work.  The Town will post this notice on our website and send letters to the Alplaus and Woodhaven neighborhood associations.

                We have had our solar panels up for some time and we have not seen the sun in almost the equally amount of time that the solar panels have been up.  They have been working for some time.  We are going to have a formal solar ceremony to thank a number of individuals who were involved in getting that solar system installed.  More details to come; tentatively scheduled for June 21st.

                The article in the Gazette was a result of our work session discussion on headstones in a private cemetery located in the Town landfill.  We received five phone calls with questions, opinions and information that we will share with the Board prior to any official action.  It was a good article and I thought there was a good public outreach on this issue.

                The Glenville Newsletter was mailed last week in the publication called “Your Hometown”.  It was mailed to every house in the Town.

                Supervisor Koetzle moved ahead with the agenda items.


RESOLUTION NO. 90-2011

                WHEREAS, on February 16, 2011, the Town of Glenville Town Board passed a resolution establishing the parameters and eligibility criteria for the 2011 Sign Replacement Grant Program, which sets aside $35,000 of grant money from the REDI (Revitalization Economic Development Investment) fund for businesses who would like to replace their business sign; and

                WHEREAS, twelve (12) grant applications totaling $30,080 in requested funding were received and subsequently reviewed by Town staff; and

                WHEREAS, five of the twelve applications were deemed ineligible for funding for various reasons; and

                WHEREAS, upon further review of the eligibility criteria, the Town Board and staff have concluded that certain eligibility criteria were too restrictive, resulting in long-standing, reputable Town businesses with otherwise meritorious applications from qualifying for funding; and

                WHEREAS, the Town Board is desirous of relaxing certain eligibility criteria to allow applications that clearly meet the goals of the sign replacement program to be eligible for funding;

                NOW, THEREFORE, BE IT RESOLVED, that the Town Board hereby amends the sign replacement eligibility criteria, with the revised criteria to read as follows (criterion 1 and 3 were revised):

  • The new sign must be fully compliant with the Town Code, except in those instances where the existing sign to be replaced was previously rendered nonconforming through no action or fault of the applicant or business owner.
  • The applicant shall be a business owner, business tenant or landowner on whose property a business is located, situated within the Town of Glenville, outside of the Village of Scotia.
  • The business must be in compliance with the Town of Glenville Zoning Ordinance relative to land use.  In other words, nonconforming businesses are not eligible for funding, unless the business was rendered nonconforming through no fault or action of the current owner or previous owners.
  • The landowner must be current on property tax payments.
  • The landowner or business owner shall not have been convicted of a violation of the New York State Building Code or the Town’s Zoning Code, or convicted of a crime involving the subject business within the past three years.

RESOLUTION NO. 91-2011

                WHEREAS,  Kurt von Maucher has been a long-time resident of Scotia-Glenville, participating in many community activities including the Boy Scouts, veteran’s organizations and notably, the Scotia Glenville Memorial Day Parade, and

                WHEREAS, Kurt von Maucher has served on the organizing committee for the Scotia-Glenville Memorial Day Parade since 1978, a span of thirty-two years, the last twenty-five of which Kurt has been Chairman, and

                WHEREAS, Kurt von Maucher’s remarkable and truly dedicated service to the community has contributed to the quality of life enjoyed by the residents of our town and village through ensuring the tradition of the annual Memorial Day Parade is carried out efficiently and respectfully for the enjoyment of the public and to honor our veterans,

                NOW, THEREFORE, BE IT RESOLVED, that in recognition of Kurt von Maucher’s extraordinary service to our community, the Town Board of the Town of Glenville hereby offers profound thanks to Mr. von Maucher on behalf of its residents and all who enjoy the annual parade, and further, by this authorizing resolution, declares Wednesday, May 25th, Kurt von Maucher Day throughout the Town of Glenville.

RESOLUTION NO. 94-2011

                WHEREAS, the Town of Glenville has stated its commitment to economic development in the town, and has worked closely with the private sector to bring new development to Glenville and redevelop existing properties in town’s business corridors, and

                WHEREAS, in partnership with Mohawk Honda and The Business Development Group, the Town of Glenville in 2010 applied to the National Grid sponsored  Mainstreet Revitalization Program for a Mohawk Honda Expansion and Renovation Project grant, and

                WHEREAS, National Grid has awarded to the Town of Glenville, on behalf of this over $6,000,000 project, a grant of $50,000 to offset costs associated with design, engineering, and construction related to enhancement of a Main Street/Commercial District,

                NOW, THEREFORE, BE IT RESOLVED, that per the National Grid Mainstreet Revitalization Program requirements, the Town of Glenville is hereby authorized to execute payment in the amount of $50,000, which has been received for this project and deposited into town accounts, to Mohawk Honda/Two Guyz Realty, LLC, such funds to be charged to account number 02.00.1445.4500.

RESOLUTION NO. 95-2011

                WHEREAS,        a written petition has been presented to and filed with the Town Clerk of the Town of Glenville requesting that an extension to Water District No.11 of the Town of Glenville be established to include real property described by section, block and lot number in the petition and consisting of one parcel located on Hetcheltown Road in the Town of Glenville; and

                WHEREAS, a map, plan and report are to be filed in the office of the Town Clerk of the Town of Glenville before the public hearing; and

                NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville hereby adopts the following order:

ORDER

  • A petition to extend water service from Water District No. 11 from existing water mains on Hetcheltown Road to the premises at 163 Hetcheltown Road has been filed with the Town Clerk on or about May 16, 2011.
  • The real property to be included in the extension is described by section, block and lot number as identified on the Schenectady County Real Property Tax Service Agency Tax Map as: 16.9-4-3.1
  • The improvements proposed are the installation of water mains and appurtenances on Hetcheltown Road, from existing water mains on Hetcheltown Road to the premises, a distance of approximately 400 feet.
  • The amount proposed to be expended for the extension will be borne entirely by the developer.
  • While the improvements may benefit other users in the future, no portion of the cost will be attributable to Water District No.11.
  • The estimated annual cost to the typical property is:
  • District:       $0.00
  • Extension:      To be determined as it will increase as project is developed.
  • The map, plan and report describing this proposed extension are to be filed in the Town Clerk’s Office and so that they may be inspected by members of the public.
  • The proposed financing method to be employed in the construction of this water district extension is private financing by the homeowner.
                NOW, THEREFORE BE IT RESOLVED that the Town Board of the Town of Glenville will hold a public hearing on the petition to establish this extension to Water District No. 11 on June 15, 2011 at 7:30 PM or as soon thereafter as the matter can be reached, at the Glenville Municipal Center at 18 Glenridge Road, Glenville, New York to hear all persons interested in the establishment of this extension to the water district; and

                BE IT FURTHER RESOLVED that a copy of this order certified by the Town Clerk shall be published at least once in the official newspaper of the Town and that said publication be not less than ten nor more than twenty days before the June 15, 2011 public hearing date.

                Councilman Boulant – “I want to congratulate Jamie and Kevin and the Planning & Zoning Commission for their progress with Target.  It looks like demolition is scheduled for sometime in September.”

                Supervisor Koetzle asked for a motion to adjourn; motion to adjourn was Moved by Councilwoman Wierzbowski; Seconded by Councilman Ramotar, everyone being in favor the meeting was adjourned at 7:48 PM.
