Present: Supervisor Frank X. Quinn, Councilmen Edward F. Rosenberg, Mark A. Quinn, Christopher A. Koetzle and Councilwoman Valerie M. DiGiandomenico
Absent: None
Supervisor Quinn called the meeting to order at 7:00 PM; gave the Invocation and led us in the Pledge of Allegiance.
Supervisor Quinn asked the Town Clerk, Linda C. Neals, to call the roll. Everyone was present and accounted for.
Town Council Reports
Councilman Rosenberg informed the board members of a recent roll-over accident in which two children remained in their car seats and were not injured. The car seats had been installed by trained personnel in our Police Department.
Councilwoman DiGiandomenico announced that a presentation called “Avian and Aliens” will be held by two authorities on wildlife habitat, Paul Novak, DEC Wildlife Biologist and Troy Weldy, The nature Conservancy on Thursday, March 26th at 6:45 – 9:00 pm, Glenville Senior Center, 32 Worden Road. Please confirm attendance by March 24 by calling Jill Knapp at (518) 436-6346.”
Councilman Koetzle – “I typically report on the SBED (Small Business and Economic Development Committee) activities. One of the things that have grown out of that committee is the Glenville Business Professional Association, this month coming up on the 27th of March they will be holding its fundraiser. They decided to do something different, not just a membership meeting. One of our local business owners has a daughter who has a progressive neuromuscular disease which is terminal. It’s a disease that is also known as an orphan disease that has no research attached to it right now and no funding for research so the Association has decided to have a fundraiser on March 27th at Solid
Surface Craftsman on Freemans Bridge Road. It is a corn beef dinner which starts at 5:00 pm, the suggested donation is $25.00 and the NCAA Tournament will be shown. We are encouraging all local businesses to attend, any resident that wants to attend. There is a web-site for Hannah’s Hope its www.hannahshope.com . If you can’t make it that night I believe you can donate through the web-site as well.”

Supervisor Quinn shared the following information:
Supervisor Quinn read an article from the “Weekly Pennysaver”:
“Thursday, January 30th the driver of the Scotia – Glenville Senior Van was attempting to escort a handicap Scotia woman from her home to the van. They were struggling in the snow when a passing motorist stopped, got out of his car and proceeded to move the snow with his hands in an effort to clear a path for this woman. The motorist then helped the woman to get safely into the van and gave the driver his first name and phone number and he instructed them to call him when the woman was being returned. While the woman was away, this same good Samaritan recruited a co-worker to assist and the two of them shoveled the front steps of the woman’s home and her sidewalk. Upon returning to the woman’s home the Scotia-Glenville Senior Van driver called and asked for some assistance and they arrived within minutes, both the person that assisted and a co-worker and they helped to get her safely in the door. A great thank-you to the passing motorist who’s name is Shane
Matthews of Roy Matthews T.V. & Appliance Center, Mohawk Avenue and his co-worker James Gardinier.”
Last Tuesday I was at the Local Government Council Meeting of the Center for Economic Development. I think you saw the announcement tonight if you had a chance to catch the late day news, AMD is a go. That by way for us, besides a potential, we are quite a ways away but not far for housing stock and people coming to the area to work, more importantly if we can get our famous Industrial Park working and get some of that property turned over and the enormous supply chain that goes with this kind of an operation it would be great for us.
Last Thursday I was at the Schenectady County Military Affairs Council, the Chamber of Commerce Council and they are setting up their agenda for the coming year.
We have got two things that are up coming that I need your input on. On the 12th, down at the Middle School in Scotia at 7:00 pm we will be having the informational meeting for Fire District #4. I have been putting together a proposed agenda so I am looking for your input. Anything you want to make sure gets in there so that we can open it up before we go to questions, answers and things like that. I will give a brief history of the district, its formation and what our role and responsibilities are and the history of some of the costs and other services associated with it. Then I hope to be able to present the alternatives for the citizens to comment on and to consider. As you know we could say
“no change” as a possibility that Fire District #4 continue to operate as it has always operated and we continue to put the bids out. There is an alternative that you have all seen and heard where we have talked with the Scotia Board and they have advised us that they are interested in the possibility of maybe we dissolve both the Fire District #4, which is ours and the Village Fire Department and create one fire department out of the two and that fire district would cover all of the Village as well as the District #4 properties. That would have a Board of Fire Commissioners, paid and volunteer staff and so forth and so on. A third alternative is we turn over all of Fire District #4 as it currently exists to the volunteer fire company that would be Beukendaal and Thomas Corners. There are alternatives so if you have any thoughts and ideas to help us make that a meaningful thing for the residents of that area let us know. We will have a form
that they can check off which options do they like and what’s their concerns.
The next event that we are all invited to will be on the 26th of March, the Alplaus Resident Association, and if you have any thoughts and ideas please have them ready.

RESOLUTION NO. 60-2009

WHEREAS, the Town of Glenville is proposing to extend water and sewer services to Maalwyck Park, per the Maalwyck Park Master Plan; and
WHEREAS, said proposal constitutes an unlisted action in accordance with 6 NYCRR Part 617 (State Environmental Quality Review Act {SEQRA}); and
WHEREAS, the Glenville Town Board has assumed SEQRA Lead Agency in this instance; and
WHEREAS, both the Glenville Environmental Conservation Commission and the Planning & Zoning Commission recommended that the Town Board find no significant adverse environmental impacts associated with the extension of water and sewer services to Maalwyck Park;
NOW, THEREFORE, BE IT RESOLVED, that the Glenville Town Board hereby determines that the extension of water and sewer services to Maalwyck Park will not result in a significant adverse environmental impact; and
BE IT FURTHER RESOLVED, that the Glenville Town Board hereby issues a SEQRA “Negative Declaration” (attached) for this action, based on the following findings:
· Delivery of water and sewer services to Maalwyck Park is consistent with the Maalwyck Park Master Plan. This proposal is also consistent with the Town of Glenville Comprehensive Plan relative to providing public access to the Mohawk River.
· This action will result in the elimination of the existing port-a-johns within Maalwyck Park, thereby ensuring a more environmentally sound and visually appealing method of waste disposal.
· This proposal will result in a minimal amount of disturbance to the project site with only very minor impacts on existing vegetation. This action will not impact any significant wildlife habitat area.
· This action will not impact air quality, existing traffic volumes or noise levels. Regarding the desire to protect ground water and surface water quality (i.e. the underlying Schenectady Aquifer and the adjacent Mohawk River), the provision of public sewer service at Maalwyck Park is preferred over an on-site septic system and the current system of port-a-johns.
· Phase IA and IB, and portions of Phase II archeological investigations have been performed, and the town is continuing to perform archeological investigations per the State Historic Preservation Office guidelines.

WHEREAS, an opening exists on the Town of Glenville’s Park Planning Commission, an advisory body to the Town Board on park matters,
NOW, THEREFORE, BE IT RESOLVED, that Robert Brilling, 9 James St., Scotia, NY, 12302, is hereby appointed to the Town of Glenville Park Planning Commission for a term beginning March 5th and ending December 31, 2009.

WHEREAS this Local Law No. 1 of 2009 has been introduced; and
WHEREAS a public hearing has been duly held thereon,
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville adopt Local Law No. 1 of 2009, a Local Law to amend the Code of the Town of Glenville, Chapter 255, “Vehicle and Traffic Local Law” as follows:

RESOLUTION NO. 63-2009

WHEREAS funding has been made available under a competitive grant process through the New York State Housing Trust Fund Corporation, through the New York State HOME LPA (Local Program Administrator) Program for funding of Housing Rehabilitation Programs for income-eligible, owner-occupied single family (1-4 units) homes; and
WHEREAS it is in the best interest of the Town of Glenville to apply for available funding in collaboration with Marvin and Company, a qualified housing rehabilitation service provider, to assist eligible homeowners that reside in the Town’s of Glenville and Rotterdam, the Village of Scotia and all neighboring Schenectady County communities, excluding the City of Schenectady; and
WHEREAS the Town of Glenville’s Board approves the application for funding under the 2009 New York State HOME Program with a request amount not to exceed $500,000,
NOW THEREFORE BE IT RESOLVED that Frank X. Quinn, Supervisor of the Town of Glenville, is authorized execute all necessary documentation for the 2009 application for a Housing Rehabilitation Program under the New York State Housing Trust Fund Corporation’s New York State HOME LPA Program.

Town Administrator’s Report:
Tony Germano reported – “NYPA (New York Power Authority) conducted an energy audit of town facilities and reports that other than a few areas where we can improve lighting and switch from electric to gas heat, we are in excellent shape with existing energy control features. We are now working with NYPA to obtain grant funding to make these energy improvements.
Sales tax revenue is forecasted to be flat based on what we projected for revenues this year. Mortgage tax is now projected to be below what was projected in the budget. We will continue to analyze these numbers carefully for the next several months.”
New Business:
Councilman Quinn – “We still have the vacancy on Planning and Zoning. We have had a few submissions, a third candidate is taking a pass for three months so we will be going ahead and consider the remaining two. By the next formal we will have this all wrapped up.”
Councilman Koetzle – “We talked about the trouble with the distribution of phone directories we are going to have a proposed local law to look at for the next work session.
The other thing is what I am calling a resolution on truth in budgeting there will be a new resolution coming out at the next work session that will be more comprehensive with all the things that we have talked about at the last work session. Essentially if anyone has any further ideas on what you want to see in that get it to me before the work session.”
Supervisor Quinn – At that work session, you know I presented some thoughts and ideas on auditing so let’s do our homework and get any questions you have in about any of that stuff, so we can prepare a brief before than if we need to see where we want to go on that.”
