Present: Supervisor Frank X. Quinn, Councilmen Mark A. Quinn, Christopher A. Koetzle and Councilwoman Valerie M. DiGiandomenico
Absent: Councilman Edward F. Rosenberg
Supervisor Quinn called the meeting to order at 7:00 PM; Councilman Koetzle gave the Invocation and led us in the Pledge of Allegiance.
Supervisor Quinn asked the Town Clerk, Linda C. Neals, to call the roll. Everyone was present and accounted for except for Councilman Rosenberg.
Town Council Reports:
Councilwoman DiGiandomenico shared the following information – Glenville’s application to the New York Environmental Facility Corporation for “no interest financing” for the recently completed Alplaus Sewer Extension has been approved. She explained that this is a savings of approximately $30,000 a year and an estimated $700,000 over twenty-six years. This is in addition to the $579,000 shared services grant the town received for this project. She further stated that the no interest loan services grant will be applied when the current BAN terminates next year passing these savings on for the 2011 tax bill.
She further stated that the tedious job of filing the application was made possible by the fine work and under the direction of our Engineering Aid Dana Gilgore. He took it upon himself to move the project forward, assisted by Cathy Visco, George Phillips and Rick LeClair. Councilwoman DiGiandomenico gave special thanks to Dana and his team for their efforts and a job well done.
Councilman Quinn reported that a long time member of the Park Planning Committee, Rennald Hoffman has passed away. His dedication to the parks and that committee over the years has been tremendous and he announced that tomorrow night, October 8th, at the Sanders Preserve at 5:30 pm there will be a dedication ceremony honoring his contribution to the Glenville parks.
Privilege of the Floor:
The following people exercised the privilege of the floor.
Scott Bryson, Glenville resident stated that last year he asked the Board not to raise the taxes and we asked them not to cut into the fund balance. He further stated that he believes only two members of the Board voted “no” and I believe that was Supervisor Quinn and Ed Rosenberg. He stated that there is a large group of residents that have read and understand the budget. He further stated that the 2010 Tentative Budget is a zero budget. He informed the Board that he and his group are endorsing that budget. We do not want to see reckless cuts way deep into the fund balance to promise the citizens of Glenville tax breaks that we will have to pay for in a couple of years during this crazy election time. He stated that they just don’t want their taxes to go any higher than they already are. He stated that they are watching and they are endorsing a zero budget.
No one else wished to exercise the privilege of the floor.
Supervisor’s comments to the Board:
Supervisor Quinn shared the following information:
On September 22nd I participated in the Local Government Council Meeting, where the various towns and cities get together. It was interesting at the meeting because I polled the other mayors and supervisors and of the seven counties, other than one or two of the big cities, Albany and Schenectady, none have gotten stimulus money. I have sent you copies of letters that I have sent out to the various elected officials at the County and at the State and Federal level. So far we have gotten responses from Senator Farley, who said he is digging but he doesn’t have an answer for us. Congressman Tonko, the same thing he is digging. At the County Legislature, Susan Savage is the Chair has said that she is
making inquires for all of us.
On September 24th we had a meeting, myself, the Town Administrator and Kevin Corcoran, Town Planner with Ray Gillen from Metroplex. We updated each other on what was being done and what was the status of the various things and what was being coordinated or what needed to be coordinated and as far as I can tell at this point they continue to work on everything we’ve asked them to work on and we have clearer understanding where each of us is.
On September 28th I had a meeting here with Phillip Morris, Proctors CEO, and Proctors is now getting involved in public access TV and as you know our own program is on a couple of times a week. The organization in the city called SACCTV-16 is apparently going to migrate over to Proctor’s. Proctor’s will have a lot more to do with programming and editing and so forth and so on in the coming months. It’s to be determined whether it’s a take over or not. So the City Council who originally established SACCTV is in the process of making their final determination on how that will go. Part of it is there is a building involved down on Liberty Street. What Proctor’s is hoping to
do is to provide editing services and to train various not-for-profit groups as well as anybody else that wants to put together programs for the community television and or any of the shows that normally were seen on SACC. Any not-for-profit can go and get some of the professionals that they have on their staff to help them organize what it is they are putting together, make sure that it is professional and help them with anything else including the editing.
On Saturday, October 3rd between 7:30 am and 8:30 am the Glenville Rotary Club was down cleaning up the trash on Route 50.
On the 14th of October at 9:00 am Wal-Mart is having a “Reopening” because the store has been reorganized.
Also on the 14th of October the Board will meet here for a budget review at 7:00 pm during our regular work session. Also on the 14th, get yourself a copy of the letter and if you don’t have one tell us and Tony will get you one; we received a request from Solid Surface Craftsman about their loan and their interest payments and the fact that they would like to change those and reduce some of the payments. If you don’t have a copy get it so we are all up to speed by next Wednesday and we will add that to the work session.
On the 19th the League of Women Voters will have their Meet the Candidates Night here at the Town Municipal Center. It’s for the County candidates that are running for office as well as the Town candidates. As we know four (4) of us are running but any and all candidates…it’s a golden opportunity for people in the community to see the various and sundry candidates if they haven’t seen them before. They are going to do what they have done in the past years.
The 21st of October is our meeting for our Preliminary Budget. That gives us another opportunity and then we will vote the final budget at the second meeting in November. If we do not adopt the proposed amendments to the preliminary and adopt it as the final the preliminary becomes the final budget.
You all have the Tentative Budget, a couple of key things in there. I made a rather long introduction and I am certainly not going to read it to you because you, I and everybody else has a copy of it. Everything I see and read and everybody I ask at the State level says this recession isn’t over, it’s not necessarily bottomed out. If you noticed in this mornings paper we have the Governor cutting again just merely into mid year with the Governor’s budget. My suspicion is that there will be more cuts since they have got 2.1 billion dollars to make up. At least as far as I can tell so far there’s not anything in that cut that we saw, I haven’t seen the details, that’s going to tackle
us yet. You and I know they have passed on hundreds of thousands of dollars of expenses to us through charges that didn’t exist before; the electric bill yet alone insurance premiums and so forth and so on.
The summary as find as I am concerned the rest of this year we have got a volatile time on our hands, we may or may not get the revenues we think we are going to get, we may incur new expenses like we did last year when we didn’t know there would be snow storms and other things and so we have got to get through ’09 yet. Yes we have a budget, yes we have a surplus, so far we have a surplus, but looking at that we have got to do everything we can do, not only here but obviously as you can see from my budget to control spending. So the bottom line in this tentative budget is a zero tax increase. I don’t want to mislead people, so the total increase in the taxes budget is $2,200 so it’s not a goose egg, goose
egg, goose egg all the way across, it’s twenty some hundred dollars and for the people in the Village their taxes because of which of the three main funds their in will go up $5.00 for the coming year if we adopt this budget and/or if you thing of it 10 cents a week for 50 weeks. The people in the Town, because of where the Town part of the budget falls will have a reduction of $6.00 over the next 52 weeks. It’s pretty flat as you can see the budget itself is relatively flat because we know the revenues are flat and I’m projecting that they will go down and the fund balance, in fact there’s more fund balance in then last year, still maintaining the thing we have always maintained for three prior years we’ll still have at least that much money in the fund balance it the rest of ’09 goes like we think it will go.
This time last year we increased the fund balance by about 132% over the previous year, this is about 14% and so the amount to be raised in taxes overall except for $2,200 is a zero based budget.
The big questions that people ask all of the time; is leaf pick up in the budget, yes; is the bulk item fee in there, yes there is money in this budget for both of these.”
Councilman Quinn – “Mr. Supervisor, with regard to your first meeting with the Local Government Council, you may have noted that in the midst of a pretty stiff recession the County is magically reducing taxes, you may have also noticed that the County received some pretty substantial federal stimulus money. In my opinion they are benefiting in part by not distributing some of that federal stimulus money to towns and villages. Did you have that type of conversation at your meeting because in a lot of areas of upstate New York it’s getting as far as the counties and that is where it is ending?”
Supervisor Quinn – “They wouldn’t engage me in a conversation when I brought it up because the County executive from Albany wasn’t there, there was no Schenectady County executive, there was one from Rensselaer and so I asked her and yes they did get some money and no the towns in Rensselaer County didn’t. Albany, Saratoga and Schenectady county towns didn’t as well as Schoharie and Montgomery.

WHEREAS, it is the intent of this resolution to keep Halloween a safe day for the children trick or treating in Glenville,
NOW, THEREFORE, BE IT RESOLVED that the time Halloween is to be celebrated within the Town of Glenville is from 4:00 PM to 8:00 PM on Saturday, October 31, 2009; and
BE IT FURTHER RESOLVED that the Chief of Police be and he hereby is authorized to print notices of "Safe Saturday Halloween" and have them distributed to the Neighborhood Watch Groups, schools, churches, newspapers and at any other locations deemed appropriate.

WHEREAS, I am introducing a Local Law to amend Chapter 255, “Vehicle and Traffic” of the Code of the Town of Glenville; and
WHEREAS, a duly scheduled public hearing must be held in order to change such a law,
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville will meet at the Glenville Municipal Center on Wednesday, October 21, 2009 at 7:00 P.M., or as soon thereafter as can be reached, at which time and place will hear all persons interested in a proposed local law to amend Chapter 255, Vehicle and Traffic Law of the Code of the Town of Glenville; and
BE IT FURTHER RESOLVED that the Town Clerk be, and she hereby is directed to prepare the proper notice of said hearing in accordance with law as follows:

C. A maximum speed limit of 40 miles per hour is hereby established within the Town of Glenville on the following highways:

Town Administrator’s Report:
Tony Germano – “Last time we met we gave you an update on the Clifton Park side of the Alplaus Sewer District and I am pleased to report that Glencliff School is probably about 2-3 weeks away from completing their hookup to the Alplaus Sewer system. We probably will be meeting with Clifton Park to go over some of the finishing details of that. The Clifton Park project itself I believe is still awaiting approval from the State Comptroller, they have provided all of the information they are just waiting for the Comptroller to give approval. I don’t believe we will see any work or any of the residents in Clifton Park hook up until the next construction season but at least the Glencliff School will be hooking up. They did have some problems with their conventional septic system so this is a great opportunity for them.
Last week we had our annual Safety and Health Fair for all of our staff. We went through our required “Right-To-Know” but we also included a piece on H1N1 and how to prevent, how to protect, we have ordered some sanitizers, that are in place, we posted information down at the Senior Center and generally having staff becoming more aware of tips and what to do and what not to do and sharing this information with anybody we come in contact with. I think we have done our part here and the hope is this will be under control.”
