REGULAR MEETING OF THE TOWN BOARD
TOWN OF GLENVILLE

Present: Supervisor Frank X. Quinn, Councilman Edward F. Rosenberg and Councilwoman Valerie M. DiGiandomenico
Absent: Councilmen Christopher A. Koetzle and Mark A. Quinn
Supervisor Quinn called the meeting to order at 7:30 PM; Councilwoman DiGiandomenico gave the Invocation and led us in the Pledge of Allegiance.
Supervisor Quinn asked the Town Clerk, Linda C. Neals, to call the roll. Everyone was present and accounted except for Councilmen Koetzle and Quinn who where out of town.
Town Council Reports:
Councilwoman DiGiandomenico – “I would like to report on the free electronics collection through April 26th, sponsored by Waste Management and Recycling Products offer free recycling of appliances, air conditioners, humidifiers, computers, monitors, printers etc. and located in the Scotia-Glenville Industrial Park.”
No one exercised the privilege of the floor.
Supervisor’s Comments:
Supervisor Quinn shared the following thoughts and ideas.
April 8th – Schenectady Military Affairs Council had a meeting at the 109th Air Force National Guard. Strategic planning was involved for where they are at and where they are trying to go over the next three to five years.
April 13th – We had our S-G Senior Citizens 30th Anniversary celebration at the Senior Center. About 100 people attended and they recognized the volunteers, they were presented proclamations from the Town, Senator Farley and Assemblyman Tedisco.
April 15th – Tony Germano and I met with the Chairman of the Glenville Park Commission. We were brainstorming and discussing possible ways for them to increase their revenue sources in the upcoming years.
April 16th – The Schenectady/Glenville Economic Development Zone meeting was held over in the City. If you have been watching the news the State is tightening up on the criteria and in order to get a loan, there is a criteria scoring system they use, they are raising that so it is going to be tougher to get qualified for the loan. They are decertifying organizations if after the first or second year, whatever they promised when they got the loan, they will throw them off. There is an audit that is going to take place now to keep tract of this.
April 21st – The Aerospace Museum is having an event.
April 27th – The NYS Comptroller is giving a briefing over at the Stockade Inn.
April 23rd – I will be interviewed by Channel 6 regarding sidewalks down at the schools and the Village. They have already talked to the Village and the school district, Scotia-Glenville.
April 24th – Jamie MacFarland, Director of Human Services is being recognized by the Capital Region YMCA for all of the hard work he has done on a whole variety of projects.
April 25th – There is a thank you party for Congressman McNulty at the Riverstone Manor on Route 5.
April 29th – The Local Government Council will meet.
May 1st – I have a meeting with Beukendaal Fire Department as the liaison regarding Fire District No. 4 and some of the options for that. In case you haven’t seen the numbers for Fire District No. 4; residents in that district pay anywhere from 56% to 142% more for a years worth of service out of Fire District No. 4 than any of the other six districts in the town. The range is quite different; if you live in one district you pay $184 per year, if you live in Fire District No. 4 you pay $446 per year.
Each of you has received the budget summary for the first quarter of the year, for January through March the three main funds. Overall if you look at the first quarter, which is what this report is, look out to the year-end projections if all goes according to what we see so far we’re projected to come out on the revenue side with a little more than 1% more revenue than we projected. However on the expenditure side it looks like we are 4.6% over expenditures.
If this holds, we all know this is volatile money, we would get $114,000 more in revenue than we projected but we are over budget by $489,000. The general fund will be over on expenditures about 1.2%, town outside 3.5% and the highway 10%.
I would like to have a quarterly review and analysis of this budget as well as the close out of ’07. That would be a work session item for either next Wednesday or the last Wednesday of the month which is the 30th.”
Councilwoman DiGiandomenico – “Could you give us the year ending balance in reserve? I haven’t had an opportunity to review it yet.”
Supervisor Quinn – “The grand total, if these hold up, we have got about 1.6 million to apply if nothing else changes and the expenditures don’t go nuts. Last year we had 1.4, we put $500,000 in which brought us down to $900,000 so if this holds we will have 1.6 million.”
Supervisor Quinn moved ahead with the agenda items.
RESOLUTION NO. 84-2008

WHEREAS, the Town of Glenville Receiver of Taxes has recommended that an additional Seasonal Deputy Receiver of Taxes position be created in order to more effectively manage departmental responsibilities, and
WHEREAS, the Schenectady County Civil Service office has indicated that such additional position is allowable under the Rules of the Civil Service,
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Glenville hereby authorizes the creation of one additional position titled Deputy Receiver of Taxes – Seasonal, and directs that the necessary paperwork be filed with the Schenectady County Civil Service Commission for their consideration at their regular meeting of 4/15/08, and
BE IT FURTHER RESOLVED, that the additional Deputy Receiver of Taxes – Seasonal position shall replace the position of Clerk in the Receiver of Taxes’ office, and
BE IT STILL FURTHER RESOLVED that Janet Bielecki, 1172 Spearhead Dr., Glenville, NY, be appointed to the position of Deputy Tax Collector, Seasonal, upon completion of the necessary Civil Service approvals at the budgeted rate of $12.00/hr (no benefits), such appointment requiring that no additional funds be expended from the personal services budget for the department.

RESOLUTION NO. 85-2008

WHEREAS, Garry J. Van Alstyne and Debra A. Van Alstyne, owners of 21 Sheldon Drive, Glenville, New York 12302, have requested permission to construct a portion of a driveway which extends, in part, into a drainage facility of the Town of Glenville lying along the east boundary of the said parcel, and
WHEREAS, the Superintendent of Public Works has concluded the driveway be allowed within the area of the drainage facility provided certain conditions are complied with, and
WHEREAS, an Agreement incorporating the appropriate conditions has been prepared,
NOW THEREFORE, BE IT RESOLVED, that this Town Board does hereby authorize the Supervisor to sign said Agreement permitting Garry J. Van Alstyne and Debra A. Van Alstyne, owners of 21 Sheldon Drive, Glenville, New York 12302, to allow the driveway to extend, in part, into a drainage facility of the Town of Glenville lying along the east boundary of the said parcel.

WHEREAS, the Glenville Department of Public Works have several pieces of equipment that have been replace or declared unusable; and
WHEREAS, the Town has the opportunity to participate in the Annual Countywide Auction to sell said equipment for best price; and
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville hereby declares the following equipment surplus and authorized the Commissioner of Public Works to sell for market value or best price;

WHEREAS, the Town Board has determined that it would be in the best interest to increase the number of members by three (3),

RESOLUTION NO. 88-2008

WHEREAS, the Town of Glenville is the owner of a certain 11.4 acre parcel on Vley Road Extension in the Town of Glenville commonly known as 1725 Vley Road Extension, Glenville, New York; and
WHEREAS, the Homeland Security and Public Safety Training Consortium, Inc. has proposed to lease the premises from the Town of Glenville for the construction and operation of a Public Safety Training Facility; and
WHEREAS, the project proposes a use of the premises in question which is not allowed under the Glenville Zoning Ordinance; and
WHEREAS, the Town Board desires public input with regard to the question of whether or not the Public Safety Training Facility should be allowed to be constructed and operated on the parcel in question,
NOW THEREFORE, BE IT RESOLVED, that this Town Board does hereby schedule a Public Hearing for Wednesday, May 7, 2008 at 7:30PM or as shortly thereafter as possible at the Town of Glenville Municipal Center to consider public comment on the location of a proposed Public Safety Training Facility to be constructed and operated by the Homeland Security and Public Safety Training Consortium, Inc. upon the parcel commonly known as 1725 Vley Road Extension, Glenville, New York.
