REGULAR MEETING OF THE TOWN BOARD
TOWN OF GLENVILLE
FEBRUARY 20, 2008
AT THE GLENVILLE MUNICIPAL CENTER
18 GLENRIDGE ROAD, GLENVILLE, NEW YORK

Present:        Deputy Supervisor Edward F. Rosenberg, Councilman Mark A. Quinn, and Councilwoman Valerie M. DiGiandomenico

Absent: Supervisor Frank X. Quinn and Councilman Christopher A. Koetzle

                Deputy Supervisor Rosenberg called the meeting to order at 7:30 PM; Councilman Quinn gave the Invocation and led us in the Pledge of Allegiance.

                Deputy Supervisor Rosenberg asked the Town Clerk, Linda C. Neals, to call the roll.  Everyone was present and accounted for except for Supervisor Quinn who was out of the country and Councilman Koetzle who is recovering from surgery.

No Town Council Reports this evening

                No one wished to exercise the privilege of the floor.

                Deputy Supervisor Rosenberg continued with the agenda items.


RESOLUTION NO. 54-2008

Moved by:       Councilman Quinn
Seconded by:    Councilwoman DiGiandomenico

                WHEREAS, pursuant to state regulations, the Town of Glenville must adopt changes to the Flood Boundary and Floodway Map panel 0041; and

                WHEREAS, the Town must adopt revisions to the “Town of Glenville Local Law for Flood Damage Prevention”; and

                WHEREAS, a hydraulic study has been completed and submitted to FEMA showing inaccuracies in current Flood Insurance Rate Map; and

                WHEREAS, the NYS Building Code now requires the lowest floor of a structure to be two feet above the base flood elevation; and

                WHEREAS, the establishment of a local law requires a public hearing on the part of the local legislative body,

                NOW, THEREFORE, BE IT RESOLVED that the Glenville Town Board hereby schedules a public hearing for Wednesday, March 5, 2008 at 7:30 p.m., or as soon thereafter as possible, at the Town of Glenville Municipal Center, to consider comments on the proposed “Flood Damage Prevention Local Law”.

                Councilman Quinn – “Although this is not a budgeted item the good news is that we can access the remaining monies from the $72,000 that was given to us as a Member Item from Senator Farley for communication purposes, therefor this won’t result in any kind of tax impact to our citizens.”


RESOLUTION NO. 55-2008

Moved by:       Councilman Quinn
Seconded by:    Councilwoman DiGiandomenico

                WHEREAS, the police department has been notified that one of our repeaters is no longer working and cannot be repaired and;

                WHEREAS, we were advised that we cannot use our 800 frequency until the repeater is replaced and;

                WHEREAS, Scotia Police Department is allowing us to share their frequency, which does not adequately cover the whole town,

                NOW, THEREFORE, BE IT RESOLVED, that the Chief of Police be authorized to purchase, as an emergency purchase off of State Contract, a new repeater for our radio system at a cost not to exceed $20,000.

RESOLUTION NO. 56-2008

Moved by:       Councilman Quinn
Seconded by:    Councilwoman DiGiandomenico

                WHEREAS, we have been advised that a dispatcher is resigning, effective February 29, 2008, and

                WHEREAS,  an  Interview Committee consisting of elected, police and fire officials met with the candidates,  conducted interviews and made its recommendations to the Police Chief,  and

                WHEREAS, the Police Chief hereby concurs with the recommendations of the interview committee, now therefore

                BE IT RESOLVED, that this Town Board does hereby appoint Michael W. Chrysler, 1907 Jerome Avenue, Apt. 1, Schenectady, New York 12306  to the position of Public Safety Dispatcher in the Police Department, effective March 1st, 2008, and

                BE IT FURTHER RESOLVED, that his compensation be as set forth in the current C.S.E.A. Contract, and

                BE IT FURTHER RESOLVED, that the Town Clerk, on behalf of this Town Board, be and hereby is authorized and directed to notify Michael W. Chrysler of the aforementioned appointment.

RESOLUTION NO. 57-2008

                BE IT RESOLVED that the Monthly Departmental Reports for January 2008 as received from the following:

                Assessor Department
                Building Department
                Dog Control
                Human Services
                Highway Department
                Justice Department
                Planning Department
                Receiver of Taxes
                Section 8 Housing Payments
                Town Clerk's Office
                Water Department

be, and they hereby are accepted, approved for payment and ordered placed on file.

RESOLUTION NO. 58-2008

                BE IT RESOLVED, that the minutes of the regular meetings held on January 16th and February 6, 2008 be and they hereby are approved and accepted as entered.

Noes:           None
Absent: Councilman Koetzle and Supervisor Quinn
Abstentions:            None

                The Town of Glenville Town Board Meeting was adjourned at 7:39 PM.
