SPECIAL MEETING OF THE TOWN BOARD
TOWN OF GLENVILLE
APRIL 25, 2007
AT THE GLENVILLE MUNICIPAL CENTER
18 GLENRIDGE ROAD, GLENVILLE, NEW YORK


Present:        Supervisor Frank X. Quinn, Councilmen, Robert E. Bailey, Mark A. Quinn, Edward F. Rosenberg and Councilwoman Valerie M. DiGiandomenico

Absent: None

                Supervisor Quinn called the meeting to order at 7:30 PM and led us in the Pledge of Allegiance.

                Supervisor Quinn asked the Town Clerk, Linda C. Neals, to call the roll.  Everyone was present and accounted.

                The Village Board of Trustees; Mayor Kris Kastberg, Trustee Joseph Rizzo, Trustee Carol Carpenter, Trustee Thomas Neal and Trustee Armon Benny were present and participated in the presentation given by Delaware Engineering regarding the proposed new sewer system feasibility study


RESOLUTION NO. 120-2007

Moved by:       Councilman Quinn
Seconded by:    Councilwoman DiGiandomenico

                BE IT RESOLVED, that the Town Board of the Town of Glenville hereby adjourns into Executive Session to discuss contract negotiations and personnel matters.

Ayes:           Councilmen Rosenberg, Quinn, Bailey, Councilwoman DiGiandomenico and Supervisor Quinn
Noes:           None
Absent: None
Abstention:             None

Motion Carried


                Supervisor Quinn adjourned this portion of the meeting at 9:20 p.m. and entered into Executive Session to discuss contract negotiations and personnel matters.

                Time being 9:50 pm Supervisor Quinn reconvened the meeting and the following action was taken.


Discussion:

                Councilman Bailey reminded the Board of his request stated during the regular town board meeting in November 2006 that his compensation as Town Council member in 2007 remains unchanged from its 2006 amount.



RESOLUTION NO. 121-2007

Moved by:       Councilman Rosenberg
Seconded by:    Councilwoman DiGiandomenico

                WHEREAS, the Town Board of the Town of Glenville has determined that salary and benefit adjustments are appropriate for certain personnel not represented by an employee union,

                NOW, THEREFORE, BE IT RESOLVED, that the following personnel shall receive a salary increase in the amount of 3.25% for the year 2006, an additional 2% effective 1/1/07, and an additional 2% effective 6/24/07 (timing is consistent w/highway and payroll cycle):

Margaret Huff, Attorney
Joelle Ventrice, Clerk to the Town Justice
Gretchen Braun, Clerk to the Town Justice
Rose Mercurio, Deputy Town Clerk
Joan Menhinick, Receiver of Taxes
Jeffrey Gemmette, Deputy Commissioner of Public Works
Michael Ranalli, Chief of Police
Rosalie Fahey, Assessor
Kevin Corcoran, Town Planner
George Phillips, Comptroller
James MacFarland, Director of Human Services
Georgette Brilling, Receptionist

Sandra Daly, Deputy Receiver of Taxes

and

                BE IT FURTHER RESOLVED, that the following personnel shall receive a salary increase of 5.25% effective 1/1/07, and an additional 2% effective 6/24/07:

Valerie DiGiandomenico, Town Board
Edward Rosenberg, Town Board

and

                BE IT STILL FURTHER RESOLVED, that the Town of Glenville Employee Personnel Manual is amended as follows:

Effective the first full month after the salary adjustments for 2006 and 2007 are implemented, Section S. Benefits For Employees Not Represented By A Union is amended for all employees in Categories 1-4 to substitute the following health care provision for that provided in the existing Manual referenced as “Individual or Family Plan Health”, “Health Insurance”, etc., the intention being to only amend the health care provision:

1.      Employees hired prior to 10/23/91 shall pay 5% of their health insurance premium.
2.      Employees hired between 10/23/91-5/31/07 shall pay 10% of their health insurance premium.
3.      Employees hired after 5/31/07 shall pay 20% in years 1-5 of employment; 15% in years 6-10; 10% in years 11 and beyond.
4.      Medical insurance and prescription coverage are provided as determined by the Town Board.
5.      The medical insurance co-pay shall be no less than $25.
6.      Prescription coverage shall be no less than a $10/20/30 co-pay.
7.      Prescription reimbursement shall be back to $15 effective upon implementation of salary adjustments for 2006 and 2007; back to $18 effective 1/1/08; no reimbursement effective 1/1/09.
8.      Any employee who has a member of the same family employed by the town, and who is covered under one health insurance plan may not be covered under any additional health insurance plan.
9.      New employees hired after 5/31/07 are eligible for a reimbursement of 25% of health insurance costs (that they would otherwise be eligible to receive) if they choose to “opt-out”; employees hired prior to 5/31/07 shall continue to receive a 42% opt-out benefit.

                Motion to adjourn was moved by Councilman Rosenberg and Seconded by Councilman Bailey.


                The Town of Glenville Town Board Meeting was adjourned at 10:05 PM.
