Present: Supervisor Frank X. Quinn, Councilmen Robert E. Bailey, Mark A. Quinn, Edward F. Rosenberg and Councilwoman Valerie M. DiGiandomenico
Absent: None
Supervisor Quinn called the meeting to order at 8:00 PM. Councilman Quinn gave the invocation and lead us in the Pledge of Allegiance.
Supervisor Quinn asked the Town Clerk, Linda C. Neals, to call the roll. Everyone was present and accounted for.
Town Council Reports:
Councilman Rosenberg reported the following:
Assessor’s Department – received a memo that there was still state aid available
A proposed development located on Spring Road consisting of 160 units (small lots) known as a cluster was discussed at the Planning Board meeting.
Councilman Rosenberg instructed the Town Clerk to place the Freemans Bridge Road re-zoning on the work session agenda, scheduled for the 13th of September.
Councilman Bailey reported that the Highway Superintendent has completed the base layer on Waters Road.
The following people exercised the privilege of the floor:
Virginia Graney, Efficiency in Government Committee stated that since the last Town Board Meeting EIG members have received numerous calls regarding the “Take Home Vehicle Policy” asking how it will be implemented.
Ron Provost asked why the Town Board meetings start at 8:00 pm?
No one else wished to speak; Supervisor Quinn closed the privilege of the floor.
Supervisor Quinn reported the following:
Supervisor Quinn asked that those board members who had not yet submitted their list of 2007 achievements in order to prepare the budget for next year please do so by Monday Sept. 11th.
He also announced that an ad had been placed in the newspaper for a Town Manager.
Letters were sent out asking for proposals for the Fire District #4 contract which will expire this year.
August 29th – St. Stephens Lane residents met with National Grid regarding numerous power outages.
September 7th – meeting with the Schenectady County Legislature Chairperson to discuss the county’s 2 million dollar grant that is available for parks and recreation services.
September 8th – meeting with the Chairman of the Schenectady County Youth Summer Work Program to review the 2006 program.
Supervisor Quinn reminded everyone that Tuesday, September 12th is Primary Day.
Supervisor Quinn moved ahead with the agenda items.
RESOLUTION NO. 174-2006

WHEREAS this Local Law No. 4 of 2006 has been introduced; and
WHEREAS a public hearing has been duly held thereon,
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville adopt Local Law No. 4 of 2006, a Local Law to amend the Town’s “Vehicle and Traffic Local Law” as follows:
255-2 – Stop Intersections: (add)

BE IT FURTHER RESOLVED that this local law shall take effect on the date of the filing with the Secretary of State of the State of New York.

RESOLUTION NO. 175-2006

WHEREAS, the Police Chief has recommended the purchase of replacement police vehicles and also recommends that the replaced vehicles be declared as surplus property, and said purchase of vehicles has been provided for within the current police budget,
NOW, THEREFORE, BE IT RESOLVED, that the Chief of Police is hereby authorized to purchase two marked police vehicles at a total cost not to exceed forty-four thousand dollars ($44,000), as per New York State Contract #PC62338, and charged to account 02.00.3120.2000 (Equipment); and
BE IT FURTHER RESOLVED, that the vehicles being replaced be declared as surplus property after the receipt of new replacement vehicles and the transfer of necessary equipment, and
BE IT FURTHER RESOLVED, that such surplus vehicles shall be offered for sale upon such terms and conditions as the Chief of Police may direct with all proceeds credited to account 02.00.2660.0000(Sale of Vehicles).

WHEREAS, the Town of Glenville solicited proposals for site work to prepare the playground area at Indian Meadows Park for improvements; and
WHEREAS, one (1) proposal was received,
NOW, THEREFORE, BE IT RESOLVED, that the lowest cost proposal of Dunmore Contracting, Inc., 284 Finley Road, Ballston Spa, NY 12020, in the amount of $15,500, is accepted, and the Supervisor of the Town of Glenville is hereby authorized to enter into agreement for the work specified in the proposal.

WHEREAS, the Town of Glenville issued bids for playground improvements at Indian Meadows Park involving equipment and installation, and
WHEREAS, two (2) bids were received by the deadline of Tuesday, September 5th, and,
WHEREAS, the Town of Glenville reserves the right to reject any and all bids,
NOW, THEREFORE, BE IT RESOLVED, that bids solicited for playground improvements at Indian Meadows Park and received on September 5th are hereby rejected.

RESOLUTION NO. 178-2006

WHEREAS, the New York State Canal Corporation is soliciting projects to implement Governor George E. Pataki’s vision for an Erie Canal Greenway, first proposed by the Governor in May 2005; and
WHEREAS, the December 2005 report released by the New York State Canal Corporation Interagency Task Force, entitled “Report on the Future of New York State Canals”, recommended a voluntary, collaborative strategy for providing assistance to communities along all four canals of the New York State Canal System through a canal-wide “greenway” program; and
WHEREAS, funding for a grant program to implement the vision of the Governor and the recommendations of the Task Force was approved in the 2006-2007 New York State Budget, and $6 million is available under four grant categories,
NOW, THEREFORE, BE IT RESOLVED the Town of Glenville supports the creation of a voluntary Erie Canal Greenway, as proposed by the Governor and recommended in the Report by the Interagency Task Force, based upon six (6) principles, including: (1) waterfront public access; (2) tourism; (3) recreational development; (4) natural and cultural resource protection; (5) local and regional planning; and (6) economic revitalization, and the Town of Glenville supports the submission of an application for funding from the New York State Canal Corporation through the Erie Canal Greenway Grant Program in the amount of $100,000 for the project entitled “Mohawk Valley Canal Interpretive Kiosks”.

WHEREAS, on July 20, 2006, the Town Board of the Town of Glenville found and determined that it was in the public interest to provide for the improvements to the facilities of Water District No. 11 and its extensions; and
WHEREAS, the contract for the general construction of Water District No. 11 Extension 33 Water Main Extension Rector Road Contract 2-06 was put to bid with the bids being opened on August 15, 2006; and
WHEREAS, the bids have been reviewed by Richard D. LeClair, Commissioner of Public Works and Mark L. Kestner, the town designated engineer, and both of whom recommend awarding the contract to the low bidder: Cranbrook Construction, Inc. of Latham, NY,
NOW THEREFORE BE IT RESOLVED that the Town Board of the Town of Glenville hereby accepts the bid of Cranbrook Construction, Inc., 794 Watervliet-Shaker Rd., Latham, NY 12110, and awards it the contract for the general construction of Water District No. 11 Extension 33 Water Main Extension Rector Road Contract 2-06 as set forth in the bid specifications and Kestner Engineers letter of August 23, 2006, at a cost not to exceed $1,005,705.00; and
BE IT STILL FURTHER RESOVED that Frank X. Quinn, Supervisor of the Town of Glenville, is authorized to sign all documents necessary to complete this contract and the project.

RESOLUTION NO. 185-2006

WHEREAS, the Town Board has been considering methods of providing necessary services to the residents of the Town in an efficient matter; and
WHEREAS, the Glenville Town Board and the Board of Trustees of the Village of Scotia have entered into preliminary discussions regarding the advisability of collaboration or consolidation of municipal services provided by the Town and Village Governments to their residents; and
WHEREAS, the Town Board believes that such collaboration or consolidation may provide for a more effective method of providing municipal services to the residents of the Town and the Village at an efficient cost to the taxpayers.
NOW, THEREFORE, BE IT RESOLVED that this Town Board does hereby determine to continue discussions with representatives of the Village of Scotia in order to explore options for the collaboration or consolidation of municipal services in order to maximize the effectiveness of our Town and Village governments, eliminate any unnecessary duplication of our efforts while minimizing costs for our Town and Village taxpayers.

Councilman Rosenberg reported that the Chief of Police and George Phillips met with representatives from Nextel which resulted in a significant savings on our phone service.
He also noted that court fines were down from last year.

The Town of Glenville Town Board Meeting was adjourned at 8:40 PM.
