Present: Supervisor Frank X. Quinn, Councilmen Robert E. Bailey, Mark A. Quinn, Edward F. Rosenberg and Councilwoman Valerie M. DiGiandomenico
Absent: None
Supervisor Quinn called the meeting to order at 8:00 PM. Councilman Rosenberg gave the invocation and lead us in the Pledge of Allegiance.
Supervisor Quinn asked the Town Clerk, Linda C. Neals, to call the roll. Everyone was present and accounted for.
Town Council Reports:
Councilman Quinn – “I met with the Public Safety Committee last week and the progress on the RFP for the communication console is improving. We are actually making quite a bit of progress with regard to time and specifications as well. There is an ongoing process to improve our 9-1-1 operating manuals and that is going well.
I also met with the Traffic Safety Committee last week and we actually identified several locations throughout the town that needed some more selective enforcement. The one that we talked about quite a bit is the corridor near the Scotia Industrial Park on Amsterdam Road. We are going to be giving that area some more selective enforcement and the Traffic Safety Committee is going to keep that within our purview for sometime until that is resolved.”
Councilman Bailey – “Several items related to the Water Treatment Plant. We have received from Clifford Gray, electrical contractor, a request for payment in the amount of $13,865.00 that deals with labor and material for the installation of an electrical feeders, as is customary with these we hold back 5% pending successful completion of the job. I would recommend we pay this bill.
Secondly we have a bill from Lenz Hardware, plumbing construction, this particular progress payment addresses height installation of piping and the labor to do that and that is in the amount of $17,480.00 and I recommend that we pay that.
Thirdly we have a much larger one in the amount of $154,000.00 from BCI who is the main contractor and it addresses primarily concrete construction, which has been ongoing for the last several weeks. I have not had a chance to talk directly to Mr. Kestner this week regarding a technical issue with some hairline cracks that appeared in the clear wells. The contractor is off developing a method to repair them and I basically want to sit on this until we see that that repair has been successful so I would not recommend payment at this time.
We bought a new street sweeper at the end of April, we took it out on its second operational run on May 4th and a hydraulic line ruptured. That was disappointing on a brand new piece of equipment plus we had to deal with the fact that we had a spill of hydraulic fluid which required notification of NYS.
In any event the good news is that we have sent a letter back to the manufacture seeking a full reimbursement for the cost of the repairs of the machine as well as the personnel, equipment and the materials that were involved in cleaning the spill. We are looking to get about $1,641.00.”
Councilman Rosenberg – “Grievance Day is coming up pretty soon, May 23rd and if anyone wants to file a grievance they can stop by the Town Hall and get an application. You don’t have to physically come in after that the grievance board will review it and notify people by mail.
Glenview Gardens, Wagon Wheel Lane and Swaggertown Road a major sixty lot subdivision is sort of moving forward now. They did meet to talk to and to sort of get our feel on as far as bringing a new sewer line out over to Route 50.”
Councilwoman DiGiandomenico, read a thank you letter regarding the donation of the shrubs from the former Burger King site on Route 50. She also thanked the people who sponsored the Corporate Olympic Team. Councilwoman announced that 35 athletes from the Town work force competed this year and the Town medaled in bowling, canoeing, fire truck pull and volleyball while participating in many more activities.
The Town Beautification Committee, Rotary Members, Jamie MacFarland, George Phillips and I prepared one hundred and fifty flower pots that will soon be placed throughout the town.
The Scotia Memorial Parade, Town and Village Officials as well as patriotic and various organizations will parade as part of the observance of Memorial Day on Wednesday, May 24th in the Village of Scotia.
The Schenectady County 14th Annual Indian Kill Open House Fishing Day has been rescheduled for Saturday, June 3rd at the Indian Kill Nature Preserve on Hetcheltown Road from 8:00 a.m. to 12:00 p.m.
The R/C Model Jet Event will take place on June 3rd and 4th at the Schenectady County Airport.
Councilwoman DiGiandomenico announced that the Town Board Meetings will be held only once a month on the 3rd Wednesday during June, July and August at 8:00 p.m.”
The following people exercised the Privilege of the Floor:
Mike Trzeciak – Stated that the re-assessment was unfair and he asked permission to submit a FOIL request to the Board requesting information regarding the firm Appraisal Consultants.
Robert VanVorst – Mr. VanVorst voiced his objection to any zoning change that would allow another big box store in Glenville.

Supervisor’s Comments to the Board:
Supervisor Quinn updated the board with the following information:
Supervisor Quinn – “By way of catching up I will add a few comments about the event last week. We were involved with the Glenville Corporate Olympics. This is the 3rd year for this event, it is a town wide thing that involves 17 different events Thursday night, Friday, Saturday and all day Sunday. This year there were seven corporations that participated in the sense of providing athletics and as you know our team was in there and did a very good reputable job, but the whole idea is we are trying to build on the social events here in our town and the combination of the Rotary Club as well as our local YMCA sponsoring that has grown each year. There were over six hundred participants in it for one
time and then another. The two main school districts in our town Scotia-Glenville, Burnt Hills were in it; the East Glenville Community Church, the Center for the Disabled, Conifer Park, First National Bank and us.
Some upcoming events to be shared with you:
Last Friday morning down at the Crown Plaza was the Capital Region Hometown Hero event which is sponsored by the Red Cross. Our recently retired Deputy Police Chief Nick Macherone was recognized for his outstanding, not just police work for his thirty-one years with us but also for all of the various and sundry community events that he has participated in over the years.
Last Thursday, on the 11th, I attended the Capital Region Local Government’s Council. The whole idea behind this is to encourage and enhance cooperation and collaboration between all of the communities, towns and villages so we are raising the economic level in the entire area so we all benefit from that.
Last Saturday, as Councilwoman DiGiandomenico pointed out, we had some bad news in the sense that the youth’s fishing derby was cancelled.
Tomorrow morning, May 18th there is a meeting of the various and sundry organizations that are involved and signed up for the collaboration and cooperation with the Schenectady County DPW operation. The leaders of not only the departments of public works but the town and village elected officials are invited as well so we can get off the ground on what does collaboration look like in the coming months and what is involved.
This upcoming Monday the 22nd we have proposed meeting and we need to know from each of us, the elected officials, if you can make it or not. This is the joint meeting the Town and the Village Boards at 3:00 pm at Village Hall. To have an open discussion amongst the elected officials of the two organizations again to talk about collaboration and what kind of things can we do.
Earlier we talked about Grievance Day, Councilman Rosenberg pointed out on the 23rd, 24th, 30th, and 31st are Grievance Days by appointments. There are over three hundred people who have already made appointments. At those meetings the real idea behind it is for folks to present their data and their case so that the committee will take the information and certainly not give anybody a decision that day at that meeting. After that the Assessment Board will review all the cases that were presented and then notify the people of the outcomes of the review and this committee consists of three citizens, none of us or none of the staff, from our town that are doing this. Hopefully by
the 1st of July everyone will get their notice and the notice will say what the status of your grievance is and should you want to pursue this any further there will be directions in there for how to contact the small claims court in Schenectady County.
Supervisor Quinn announced that there is one add on resolution this evening where the board will go into an executive session to discuss current union negotiations at the end of this meeting.”

Councilman Quinn – “As many of you know a vacancy of Police Chief has existed since the exit of Chief Boyle, to take advantage of a state level position. This resolution simply allows us to act on the recommendation of our Police Chief Advisory Committee and I am very pleased to state the Michael Ranalli from Debbie Marie Court, Niskayuna, NY was their selection to take on that position.
Before we continue I would just like to on behalf of the Town Board thank the Police Chief Advisory Committee for all of their hard work and dedication to completing this process in a timely manner. They did an outstanding job and once again the committee consisted of Chairman Col. Max DellaPia, Edward Culhane, Harry Buffardi, John Grebert, Robert Derrek and from our staff Jamie MacFarland. I also would like to thank Deputy Chief Rick Conley, who has been kind enough to step up during this interim and lead the police department. I have been very impressed with his abilities and his willingness to wear a few too many hats during this period. Thank you so much Deputy Chief we appreciate that.
I believe we are very fortunate to have such a high quality candidate, Mike’s impressive combination of patrol experience, management experience and advanced education makes him an outstanding selection by the committee. I strenuously urge the Board to support his appointment as our next Chief of Police.”
Councilwoman DiGiandomenico – “On behalf of the residents of Glenville we would like to welcome Police Chief Michael Ranalli and his family to our wonderful town. With Chief Ranalli’s appointment he brings an extensive and excellent background in law enforcement. I feel this as an opportunity for us to work with Chief Ranalli to bring about an efficient and cost effective police force and help us resolve some of our town safety and traffic concerns. Welcome.”
Councilman Bailey – “I think this Board was in an enviable position with regard to this selection. We had several capable candidates to choose from based on the efforts of the citizens search committee and their efforts on behalf of the town are to be commended.
We found Mike Ranalli to possess truly outstanding credentials. He has street policing experience; he has got extensive training experience and a broad academic background. He has got the initiative to have gone to law school. He is a member of the NYS Bar and a published author.
Equally impressive based on my personal interview of Mike; I believe he will be a strong leader who sets the professional standards bar very, very high. I believe he will be a people person who respects and listens to his staff; who inspires and motivates them and when necessary is a consistent and fair disciplinarian. I also believe he will be a teacher who will be innovative and further elevate our sworn officer’s skills and professionalism. Finally I believe he has the business acumen and creativity and persistence to do all of this within the limits of the budget the town can afford.
I strongly endorse hiring Mike Ranalli as Police Chief.”
Councilman Rosenberg – “I had the opportunity to speak with Mike during the selection process on a one to one basis. I think it is going to be a great opportunity for Mike. We have a young department. Mike brings with him a lot of experience. I have heard nothing but good things about his past and present leadership roles. We expect some great leadership within the ranks here and we welcome you and I highly endorse him.”
Supervisor Quinn invited Michael Ranalli and his wife to come forward. Ms. Ranalli pinned the Chief’s badge on him, followed by applause from the many supporters in the audience.
Michael Ranalli – “I thank you for the kind words from the board, I feel a little humbled.
I just want to thank everybody for coming this evening.”
He introduced his family and friends that had come to support him.”
RESOLUTION NO. 128-2006

WHEREAS, a vacancy exists in the position of Police Chief in the Town of Glenville; and
WHEREAS, an advisory committee assisted the town in a process that included review of fourteen applications, conducting interviews with four candidates, and forwarding a recommendation to the Town Board; and
WHEREAS, the Town Board has considered the candidates’ qualifications, the committee’s recommendation and conducted second interviews,
NOW, THEREFORE, BE IT RESOLVED that in consideration of the needs of the town and the qualifications of the candidates for the position, Michael Ranalli, 14 Debbie Marie Ct., Niskayuna, NY 12309, is hereby appointed to the position of Police Chief in the Town of Glenville, effective June 5, 2006, at the pay rate of $87,000 per annum; and
BE IT FURTHER RESOLVED that the Town Board hereby authorizes the Supervisor to execute an agreement with Michael Ranalli that details various terms and conditions contained in Attachment A to this resolution.

RESOLUTION NO. 129-2006

WHEREAS, In Homeland Security presidential Directive (HSPD)-5, the President directed the Secretary of the Department of Homeland Security to develop and administer a National Incident Management System (NIMS), which would provide a consistent nationwide approach for federal, state, local and tribal governments to work together more efficiently to prevent, prepare for, respond to, and recover from domestic incidents, regardless of cause, size or complexity; and
WHEREAS, the collective input and guidance from all federal, state, local and tribal homeland security partners has been, and will continue to be, vital to the development, effective implementation and utilization of a comprehensive NIMS; and
WHEREAS, it is necessary that all federal, state, local, and tribal emergency management agencies and personnel coordinate their efforts to effectively and efficiently provide the highest levels of incident management; and
WHEREAS, to facilitate the most efficient and effective incident management it is critical that federal, state, local, and tribal organizations utilize standardized terminology, standardized organizational structures, uniform personnel qualification standards, uniform standards for planning, training, and exercising, comprehensive resource management, and designated incident facilities during emergencies or disasters; and
WHEREAS, the NIMS standardized procedures for managing personnel, communications, facilities and resources will improve the state’s ability to utilize federal funding to enhance local and state agency readiness, maintain first responder safety, and streamline incident management processes; and
WHEREAS, the Incident Command System components of NIMS are already an integral part of various incident management activities throughout the state, including all public safety and emergency response organizations training programs; and
WHEREAS, the National Commission of Terrorist Attacks (9-11 Commission) recommended adoption of a standardized Incident Command System,
NOW, THEREFORE, BE IT RESOLVED, that this Town Board does hereby mandate the National Incident Management System (NIMS) be utilized for all incident management within the Town of Glenville.

WHEREAS grant funding has been awarded by the State of New York Governor’s Traffic Safety Committee in the amount of $31,531 to the Town of Glenville Police Department to implement the TraCS Electronic Ticket and Accident Report Project; and
WHEREAS this project will automate traffic tickets and accident reports systems, thereby improving the efficiency and accuracy of traffic records; and
WHEREAS the Town of Glenville is desirous of applying these funds towards the purchase of necessary equipment, installation and consultant services associated with the TraCS project; and
WHEREAS the Town Board of the Town of Glenville approves of the execution of the contract agreement with the Governor’s Traffic Safety Committee for this purpose,
NOW, THEREFORE, BE IT RESOLVED, that the Town of Glenville authorizes Frank X. Quinn, Town Supervisor to execute and act upon all matters related to the grant agreement, and
BE IT FURTHER RESOLVED that the Town of Glenville authorizes the purchase of necessary equipment and services for the TraCS project and the reimbursement for said expenses as per the terms of the grant agreement.

RESOLUTION NO. 131-2006

Resolution authorizing the items listed below pursuant to §970-r of General Municipal Law.
WHEREAS, the Town of Glenville herein called the “Applicant”, after thorough consideration, has hereby determined that certain work, as described in its application and attachments, herein called the “Project”, is desirable; and
WHEREAS, §970-r of the General Municipal Law authorizes State assistance to municipalities and community based organizational for Brownfield Opportunity Areas Grants by means of a State Assistance Contract (SAC) and the municipality or community based organization deems it to be in the public interest and benefit under this law to enter into a contract therewith:
NOW THEREFORE BE IT RESOLVED BY the Town of Glenville that:
1. The Town Supervisor, Frank X. Quinn is the representative authorized to act on behalf of the applicant in all matters related to State assistance under §970-r of the General Municipal Law for the Project. The representative is also authorized to execute the SAC, request SAC reimbursements, redistribute SAC reimbursements as appropriate, submit Project documentation, and otherwise act for all applicants in all matters related to the Project and to State assistance;
2. The Applicant agrees that it will complete the Project;
3. The Applicant agrees that it will fund its portion of the cost of the Project;
4. And this Authorization will take effect immediately.

WHEREAS, by application dated April 17, 2006 and pursuant to Local Law No. 3 of 1974, Empire State Aerosciences Museum, [R/C Model Jet Event] has applied for a permit to conduct Outdoor Amusement/Entertainment at the Schenectady County Airport, 250 Rudy Chase Drive on June 02, [Friday, set-up, 9 am–5 pm], June 03, [Saturday 9 am–5 pm] & June 04, [Sunday 8 am–4 pm] 2006; and
WHEREAS, said application did include permission of the owner of the property on which said Amusement/Entertainment will be conducted, and the necessary insurance coverage; and
WHEREAS, said application has been referred to the Chief of Police, Town of Glenville and the respective Fire Chief of the area in which said entertainment will be conducted and the Schenectady County Environmental Health Department, as required by Article II, Section C of said Local Law No. 3,
NOW, THEREFORE, BE IT RESOLVED by the Town Board of the Town of Glenville that said application of the ESAM R/C Model Jet Event be and it hereby is approved; and
BE IT FURTHER RESOLVED that the Town Clerk be and she hereby is authorized and directed to issue the required permit subject to all stipulations cited by the Chief of Police, the Thomas Corners Fire Chief and the Schenectady County Environmental Health Department.

WHEREAS, Local Law 1 of 1993 established the position of Town Administrator within the Town of Glenville; and
WHEREAS, the Town Board is considering filling the vacant position of Town Administrator in order to provide for a more efficient and cost-effective method of providing required services to the citizens of the Town,
NOW, THEREFORE, BE IT RESOLVED, that the Town Board does authorize the Town Supervisor to solicit applications and to commence interviews for the position of Town Administrator.

NOW, THEREFORE, BE IT RESOLVED that Brett Mortensen, 2792 Ridge Road, Glenville and Joseph Batzinger, 419 Saratoga Road, Glenville are re-hired as Park Laborers (seasonal) at the budgeted rate of $8.00 per hour (no benefits) from 5/22/06 – 9/30/06; and
BE IT FURTHER RESOLVED that Denis Moffett, 253 Van Vorst Road, Ballston Lake, (Town of Glenville) is re-hired as Park Security Worker (seasonal) at the budgeted rate of $8.00 per hour (no benefits) from 5/22/06 – 9/30/06; and

WHEREAS, traffic safety and enforcement continues to be a priority and focus in the Town of Glenville; and
WHEREAS, a key traffic safety initiative by law enforcement agencies across the State involves participation in the statewide “Buckle Up New York” seat belt enforcement campaign; and
WHEREAS, the Town of Glenville Police Department has been an ongoing partner in this statewide traffic safety initiative from its inception; and
WHEREAS, the Town of Glenville has applied for grant funding and has been awarded an annual grant in the amount of $4,068.00 by the State of New York Governor’s Traffic Safety Committee & Department of Motor Vehicles to participate in the statewide “Buckle Up New York” enforcement campaign, and
WHEREAS, the grant period for this program is from October 1, 2005 through September 30, 2006, and
WHEREAS, the goal of this traffic safety initiative is to raise the seatbelt compliance rate and to reduce injuries resulting from motor vehicle crashes across New York State utilizing multi-agency checkpoints and saturations patrols, combined with media outreach, and
WHEREAS, this grant will not require matching funds by the Town of Glenville,
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville authorizes the Town Supervisor to sign into the Grant Agreement with the State of New York Governor’s Traffic Safety Committee to authorize the Town of Glenville Police Department to participate in this initiative.

WHEREAS traffic safety continues to be a priority and focus of enforcement in the Town of Glenville; and
WHEREAS key traffic safety initiatives by law enforcement agencies across the State involves targeting speeding and aggressive driving behavior, including red light running; and
WHEREAS the Town of Glenville has applied for grant funding and has been awarded an annual grant in the amount of $3,200.00 by the State of New York Governor’s Traffic Safety Committee & Department of Motor Vehicles to participate in the statewide “Selective Traffic Enforcement Program (STEP)”; and
WHEREAS the grant period for this program is from October 1, 2005 through September 30, 2006; and
WHEREAS the goal of this traffic safety initiative is to reduce aggressive, speeding and impaired driving related motor vehicle accidents; and
WHEREAS this grant will not require matching funds by the Town of Glenville,
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville authorizes the Town Supervisor to sign into the Grant Agreement with the State of New York Governor’s Traffic Safety Committee to authorize the Town of Glenville Police Department to participate in this initiative.

WHEREAS, by application dated February 2, 2006 and pursuant to Local Law No. 3 of 1974, Schenectady County Environmental Advisory Council applied for a permit to conduct Outdoor Amusement/Entertainment at the Indian Kill Nature Preserve on Hetcheltown Road, May 13, 2006 and
WHEREAS, said application was approved and a permit was issued on May 3, 2006; and
WHEREAS, said event was cancelled due to inclement weather,
NOW, THEREFORE, BE IT RESOLVED by the Town Board of the Town of Glenville that the Schenectady County Environmental Advisory Council be issued a permit for June 3, 2006; and
BE IT FURTHER RESOLVED that the Town Clerk be and she hereby is authorized and directed to issue the required permit subject to all stipulations cited by the Chief of Police, the Alplaus Fire Chief and the Schenectady County Environmental Health Department.

Supervisor Quinn adjourned this portion of the meeting at 9:10 p.m. and moved into Executive Session.
