SPECIAL MEETING OF THE TOWN BOARD
TOWN OF GLENVILLE
APRIL 12, 2006
AT THE GLENVILLE MUNICIPAL CENTER

Present:        Supervisor Frank X. Quinn, Councilmen, Mark A. Quinn, Edward F. Rosenberg and Councilwoman Valerie M. DiGiandomenico

Absent: Councilman Robert E. Bailey

                The following resolutions were acted upon.

RESOLUTION NO. 108-2006

Moved by:       Councilman Rosenberg
Seconded by:    Councilwoman DiGiandomenico

                WHEREAS, Richard D. LeClair, Commissioner of Public Works has informed the Town Board that they will be unable to properly maintain and repair town roads or remove snow, ice and leaf vegetation from the roads in a timely manner without purchasing one new truck; and

                WHEREAS, included in the Highway Department’s five year plan was the purchase of one new plow truck in 2006,

                NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville hereby authorizes the Commissioner of Public Works to advertise for bids on the purchase of one tandem axle plow truck; and

                BE IT FURTHER RESOLVED, that all bids must be received in the Town Clerk’s Office, 18 Glenridge Road, Glenville, New York no later than 10:00 AM, on April 24, 2006 and opened on April 24, 2006 at the Glenville Municipal Center, 18 Glenridge Road, Glenville, New York at 10:10 AM, and

                BE IT FURTHER RESOLVED, that the funding for such purchase shall be with a New York designator lessor with this years semi-annual payment total not to exceed $28,600 from 04.00.9785.6000 and $3,003 from 04.00.9785.7000; and

                BE IT FURTHER RESOLVED, that the following budgetary transfer is essential to make the first semi-annual payment from the 2006 Highway Budget:
        From:  04.00.9730.6000          to      04.00.9785.6000         $   3,234
        From:  04.00.9730.7000          to      04.00.9785.6000         $ 18,759
        From:  04.00.5130.2000          to      04.00.9785.6000         $   6,607
        From:  04.00.5130.2000          to      04.00.9785.7000         $   3,003

RESOLUTION NO. 109-2006

Moved by:       Councilman Quinn
Seconded by:    Councilman Rosenberg

                WHEREAS, the highway department is required by Town Highway Law §140 to remove stone and snow removal debris from town roads at least three times each year between the first day of April and the first day of December; and

                WHEREAS, the Superintendent of Highway is requesting the purchase of one truck mounted road sweeper to accomplish this responsibility; and

                WHEREAS, the County of Schenectady has conducted competitive bidding and has awarded the bid to Wm. H. Clark Municipal Equipment Inc., which included that the bid will be extended to the County of Schenectady and any municipality within,

                NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville authorizes the Superintendent of Highways to purchase one Elgin Eagle Street Sweeper in a sum not to exceed $156,000 as described in county specifications with exception of auto lube system, left hand side broom, broom tilt and with trade-in of one 1986 Pelican Sweeper; and

                BE IT FURTHER RESOLVED, that the funding for such purchase shall be with a New York designator lessor with this years semi-annual payment total not to exceed $31,700 from 04.00.9785.6000 and $3,276 from 04.00.9785.7000; and

                BE IT FURTHER RESOLVED, that the following budgetary transfer is essential to make the first semi-annual payment from the 2006 Highway Budget

        From:  04.00.9730.6000          to      04.00.9785.6000         $31,700
        From:  04.00.9730.7000          to      04.00.9785.7000         $  3,276

                Motion to adjourn was moved by Supervisor Quinn and Seconded by Councilman Rosenberg.
