REGULAR MEETING OF THE TOWN BOARD
TOWN OF GLENVILLE
OCTOBER 4, 2006
AT THE GLENVILLE MUNICIPAL CENTER

Present:        Supervisor Frank X. Quinn, Councilmen Robert E. Bailey, Mark A. Quinn, Edward F. Rosenberg and Councilwoman Valerie M. DiGiandomenico

Absent: None

                Supervisor Quinn called the meeting to order at 8:00 PM. Councilman Rosenberg gave the invocation and lead us in the Pledge of Allegiance.

                Supervisor Quinn asked the Town Clerk, Linda C. Neals, to call the roll.  Everyone was present and accounted for.

Town Council Reports:

                Councilwoman DiGiandomenico reported that the Schenectady County Chamber of Commerce will be presenting an award of recognition to James MacFarland on October 17th at the Glen Sanders Mansion.

                Councilman Quinn reported that he attended the Park Planning Commission meeting and updated the Board on the status of the new playground equipment that is being purchased for Indian Meadows Park.

                Councilman Bailey reported that the Town had received a final confirmation regarding the $15,000 grant from Senator Farley to be used for highway equipment and vehicles.  He also mentioned that a pre-construction meeting was held regarding the Rector Road water extension.

                He read a letter of thanks sent in by a town resident to Commissioner LeClair regarding his quick response to a clean-up regarding a downed town tree which had fallen onto their property.

                He also gave the board an update on the Water Treatment Plant project and reminded the residents of the electronic collection drive sponsored by the County of Schenectady.


                The following people exercised the privilege of the floor:

                No one wished to speak; Supervisor Quinn closed the privilege of the floor.

                Supervisor Quinn reported the following:

                He had attended two (2) meetings regarding the leasing of the property for the Homeland Training Center site.

                He reported that the bond had been signed for the Rector Road water extension (ext. 33)

                October 28th – there will be a scoping session regarding the proposed development on Spring Road.

                October 12th – meeting regarding an update on the Build Now NY Grant.

                Supervisor Quinn highlighted the key factors in the preparation of the 2007 Tentative Budget.

        Uncertainty at this time:

        Currently – three (3) Union Contracts being negotiated

·       Pay raises for:
                ’06 – unfunded by previous board
                ’07 – to be determined
·       Health benefits
·       Retirement costs for current employees
·       Regular employees & retirees and their families

        Currently – Compensation (pay, health, retirement cost, FICA, SSAN, etc) equals 73% of budget costs/appropriations.

        Hundreds of thousands of dollars being negotiated

        While not preferred, may have to go to binding arbitration on one contract, which is more uncertainty

                The ’07 Tentative Budget is a very conservative estimate of appropriations, taxes, etc. in order to address the possible worst case scenarios, therefore the Tentative Budget amount to be raised in taxes currently appears very high.

RESOLUTION NO. 196-2006

                WHEREAS, I am introducing a Local Law to amend Chapter 255, “Vehicle and Traffic” of the Code of the Town of Glenville; and

                WHEREAS, a duly scheduled public hearing must be held in order to change such a law,

                NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville will meet at the Glenville Municipal Center on Wednesday, October 18, 2006 at 8:00 P.M., or as soon thereafter as can be reached, at which time and place will hear all persons interested in a proposed local law to amend Chapter 255, Vehicle and Traffic Law of the Code of the Town of Glenville; and

                BE IT FURTHER RESOLVED that the Town Clerk be, and she hereby is directed to prepare the proper notice of said hearing in accordance with law as follows:

255-2 – Stop Intersections:  (add)

                        A RESOLUTION providing a hearing to consider any objections which may be made to the assessment roll for Water District No. 11, Town of Glenville, Schenectady County, New York and to Extensions No. 1 thru 33 of said Water District.

                BE IT RESOLVED AS FOLLOWS BY THE TOWN BOARD OF THE TOWN OF GLENVILLE, NEW YORK:
        
                SECTION 1.  A hearing shall be held to hear and consider any objections which may be made to the assessment roll for Water District No. 11, Town of Glenville, Schenectady County, New York and to Extensions No. 1 thru 33 of said Water District, which was filed with the Town Clerk on June 01, 2006. Such hearing shall be held on the 18th day of October 2006 at 8:00 o'clock in the evening or as soon thereafter as they may be reached at the Glenville Municipal Center.

                SECTION 2.  Notice of such hearing shall be published once in the official Town newspaper at least ten (10) days prior to the date of said hearing.

                SECTION 3.  This resolution takes effect immediately.

                BE IT RESOLVED AS FOLLOWS BY THE TOWN BOARD OF THE TOWN OF GLENVILLE, NEW YORK:

                SECTION 1.  A hearing shall be held to hear and consider any objections, which may be made to the assessment roll for Water District No. 8, Extension No. 2, Town of Glenville, Schenectady County, New York, which was filed with the Town Clerk on June 1, 2006.  Such hearing shall be held on the 18th of October 2006 at 8:00 o'clock in the evening or as soon thereafter as they may be reached at the Glenville Municipal Center.

                SECTION 2.  Notice of such hearing shall be published once in the official Town newspaper at least ten (10) days prior to the date of said hearing.

                BE IT RESOLVED AS FOLLOWS BY THE TOWN BOARD OF THE TOWN OF GLENVILLE, NEW YORK:
        
                SECTION 1.  A hearing shall be held to hear and consider any objections, which may be made to the assessment roll for the joint Acorn Drive Sewer District, and Woodhaven Sewer District Waste Treatment Plant, Town of Glenville, Schenectady County, New York, which was filed with the Town Clerk on June 01, 2006.  Such hearing shall be held on the 18th of October 2006 at 8:00 o'clock in the evening or as soon thereafter as they may be reached at the Glenville Municipal Center.

                SECTION 2.  Notice of such hearing shall be published once in the official Town newspaper at least ten (10) days prior to the date of said hearing.

                SECTION 3.  This resolution takes effect immediately.

                SECTION 1.  A hearing shall be held to hear and consider any objections, which may be made to the assessment roll for Sewer District No. 9, of the Town of Glenville, Schenectady County, New York, which was filed with the Town Clerk on June 1, 2006.  Such hearing shall be held on the 18th of October 2006 at 8:00 o'clock in the evening or as soon thereafter as they may be reached at the Glenville Municipal Center.

                SECTION 2.  Notice of such hearing shall be published once in the official Town newspaper at least ten (10) days prior to the date of said hearing.

                SECTION 3.  This resolution takes effect immediately.

                Supervisor Quinn adjourned this portion of the meeting at 8:45 p.m. and moved into Executive Session.

                The time being 11:00 pm Supervisor Quinn reconvened the meeting.

        Motion to adjourn was moved by Councilman Rosenberg and Seconded by Councilman Bailey.

                The Town of Glenville Town Board Meeting was adjourned at 11:00 PM.
