Present:        Supervisor Clarence W. Mosher, Councilmen Peter V. Russo, Mark A. Quinn, Robert E. Bailey and James W. Denney

Absent: None

                Supervisor Mosher called the meeting to order at 7:30 PM.  Councilman Bailey gave the Invocation and Carl Quinlan was asked to lead us in the Pledge of Allegiance.

                Supervisor Mosher asked the Town Clerk, Linda C. Neals, to call the roll.  Everyone was present and accounted for.

Town Council Reports

                Councilman Russo – “At our September 7th meeting we were presented a petition on by some of the people that would be considered neighbors of the site to where we are proposing our public safety training center on Vley Road and Route 5.

                I want everyone on this board to know that I responded to all of those who reside in the Town of Glenville.  Basically what I told them was that you can’t build a house without a plan and right now we are in that stage in talking to the architect  We have given them all of needs that we require for the  pubic safety training center.  They will come up with a plan and right now as of Friday Saratoga Associates has assured me that things should be ready for a presentation between mid October and the end of October.

                My intention is that we would invite all of those that signed the petition plus people who didn’t sign but that would be affected by the public safety training center site to a private presentation so that they can then ask the types of questions that they have that I am not able to answer.  We have hired these experts and they can answer these types of questions.  Then we will make a presentation to the Town Board followed by a public information meeting.”

                Councilman Denney – “I would like to invite all to the Park Planning Commission meeting on September 22, at 7:30 pm at the Senior Center on Worden Road.  There will be a formal presentation, probably about 45 minutes to an hour, based on the agenda I went through with Mr. MacFarland the other day.  It will be quite detailed.  We’ll cover some ground with some of the master plans for some of the parks but we will also review some of the funding sources that have already been identified, some grants and that sort of thing that are already in hand.  I will try to wrap it together as a plan to really jump start the redevelopment of the parks and I encourage all of you to attend.  Anyone in the audience, this is a public meeting and it is open to the general public.”

                Councilman Quinn – “I met with the Public Safety Committee last week and we have been discussing for a good long time the upgrading of the emergency 911 manuals for eventual distribution to the proper authority.  We have located on disk via Greg Bellamy who is our dispatch liaison all that information and we’ll be going through the task of upgrading that over the next year.

                With regard to the communications console I will have a great deal more to say after our next meeting we should show some progress on that hopefully.  The good news is our Police Chief as you know is attending a conference down south where he will be in direct contact with well over one hundred vendors that might have some expertise in that arena.”

                Councilman Bailey – “Back in August I spoke in anticipation of receiving a FEMA Grant, if you will, for the storm damage that we suffered in June and July.  As you all know Katrina hit and then tonight there is another storm bearing down on the United States.  To what extent those more recent events effect us I don’t know for sure but the Town received notification from the Schenectady County Emergency Management that the request for emergency declaration of damages had been denied.  That is going the affect the Town’s finances a little bit.

                We are appealing it but it remains to be seen how that is going to come out.”

Supervisor Mosher recognized the Participation in Government students present in the audience.

Supervisor Mosher and Councilman Denney presented the following proclamation to the Burnt Hills-Ballston Lake Junior Baseball Commission’s 11 year old All-Star Team






PROCLAMATION
TOWN OF GLENVILLE, NEW YORK


WHEREAS,        on the 21st day of September, 2005, it is fitting and appropriate to honor the achievements of Burnt Hills – Ballston Lake Junior Baseball Commission’s 11 year old All-Star Team.

WHEREAS,        the All-Star Team competed with other teams in the district, sectionals and throughout New York State, and

WHEREAS,        the All-Star Team won all of their games, with an overall record of 10 wins and 0 losses and thus winning the New York State Championship of the 11 year old division for the first time in league’s history, and

WHEREAS,        the All-Star Team played great baseball with honor, integrity and good sportsmanship, and were model citizens, and

WHEREAS,        the All-Star Team showed great character, resolve, and will to win, playing ball with “NO REGRETS”, and

WHEREAS,        the players exemplified what a sports team is meant to be both on and off the field,  

NOW, THEREFORE, I Clarence W. Mosher, Supervisor of the Town of Glenville, do hereby proclaim that Saturday, September 24, 2005, be “Burnt Hills – Ballston Lake Junior Baseball Day” throughout the Town of Glenville, and extend our sincerest congratulations on the team’s accomplishment as Champions of New York State.

                Supervisor Mosher – “Item number 6 on the agenda is a public hearing to consider permitting Cavoli’s Grinding Inc. to derive Empire Zone Benefits.”

Supervisor Mosher opened the public hearing at 7:50 pm.  None one wished to speak Supervisor Mosher closed the public hearing at 7:51 pm.

                Supervisor Mosher – “Item number 7 on the agenda is a public hearing to hear all persons interested on the proposed extension and improvements of facilities for the existing Alplaus Sewer District No. 1.”

                Supervisor Mosher read the following correspondence received regarding the public hearing on Alplaus Sewer District improvements:


        Dear Mr. Mosher, Denney, Russo, Bailey and Quinn:

        The purpose of this letter is to communicate my 100% support of the proposed Alplaus Sewer Project.  I regret that I cannot make the meeting scheduled for this week due to an out of town business commitment.  I hope that this letter will be considered and if appropriate, read at this meeting.  I apologize for the length, but feel that some of the history is relevant since I have been involved with this project since the beginning in 1999.

        I recognize that there are many reasons to install a central sewer system, and only one reason not too – cost.  I will focus on the simplest, most basic reason for a central sewer system – environmental quality and modern standards for sanitation.  My home is located on Alplaus Ave., right on the west bank of the Alplaus Creek.  I can personally attest to the fact that Alplaus is a community of failing septic tanks, and heavily polluted natural resources.  I often canoe or boat up and down the Alplaus Creek and the Mohawk River.  My family and many guests that I have entertained from outside of Glenville have noticed the smell of raw sewage.  We have also inspected several pipes coming out of the bank of the Alplaus Creek.  Water is draining from these pipes, and it often smells like raw sewage.

        Many of the residents in Alplaus have failing septic tanks, and do not have the lot sizes or soil conditions to construct a proper septic system up to the modern building codes.  In addition, the small Alplaus treatment plant for the existing sewer system cannot handle the volume of water after significant rain storms.  The result is untreated sewage ending up in the Mohawk River.

        Shortly after moving into my house, and learning of this terrible pollution, I started to investigate how I could help get a central sewer system installed in Alplaus.  In the spring of 1999, I led a group of volunteers organized under the Alplaus Residents Association (ARA) to test the Alplaus Creek for pollution on two different occasions.  This was a simple test kit that was analyzed by a local, reputable Company.  As expected, we found very high levels of fecal coli form.  The level was not suitable for drinking or swimming.  It is obvious that you would not want to drink this water, but you would expect to be able to swim in it, or let your dog swim it.  The lab stated that without very expensive, professional testing, we could not prove the cause of the fecal matter.  It could be animal or human.  I live on this Creek – and know for a fact that there is not enough wildlife on the Creek to contaminate it to this level.  In my opinion – it is clearly human waste.

        In conjunction with Creek testing, in 1999 the ARA also circulated petitions to ask the Town to have a sewer system feasibility study performed as the first step in obtaining a new central sewer system.  The response from the residents of Alplaus was overwhelming.  As I stated earlier, I am out of the area as I write this letter.  I do not have the exact statistics, but the percentage of residents in favor of a feasibility study was closed to 70%.

        Between 1999 and 2004, there were many meetings, significant amounts of information learned and shared by the Town of Glenville, the ARA, Kestner Engineers, the City of Schenectady, Environment One Corporation and Delaware Engineering.  In 2004, the ARA led another round of petitions after receiving guidance from the Town/Kestner Engineers on the proper protocol.  The completed petitions were turned over to the Town in May of 2005.  Again, the Alplaus response was resounding.  Between 60-65% of the residents were in favor of a new central sewer system and upgrades to the existing sewer system.

        I know some may be concerned about the cost, the tax increase, the accuracy of the estimates given the amount of time since the feasibility study.  The cost of not getting this done will be much higher.  Eventually, the Department of Health or the EPA will mandate a sewer system.  Costs will continue to rise.  The sooner Glenville acts the better.

        It has been over 6 years since the start of this process with no visible results yet – no construction started.  This is too long!  I know that the community of Alplaus has been very active in pushing this issue forward.  I am losing faith in the system and my elected officials.  There will always be residents opposed to change, increased taxes, etc.  However, in this case, the majority of the residents want this system to move forward as quickly as possible.  There has been no noticeable, organized opposition.  The petition process has clearly proven what the taxpayers want.

        Please make a new and refurbished sewer system in Alplaus a reality by the spring of 2006.

        I have been on ARA Board since 1997; however this letter represents my thoughts, and is not meant to be an official letter from the ARA.  Please forward this letter to anyone that may be interested that I did not know to copy.  If there is something I can do as a taxpayer/volunteer or the ARA can do to make this project move forward, please contact me.

Dear Supervisor Mosher,

        I am faxing this letter in advance of tonight’s Town Board meeting concerning the construction and installation of sewers in the Hamlet of Alplaus as a prior business commitment may prevent my attendance at the meeting.

        I want to voice my support for the construction of public sewers in the Hamlet of Alplaus, recognizing that the homeowners will incur significant expense as a result  I feel strongly that the need for sewers outweighs the expense, although I realize that there are several members of our community who will be burdened by this expense.  It is still our hope that there may be some form of grant or other government assistance that can help those residents within the proposed extended district who will be burdened by the cost of construction, maintenance and usage.

        On a personal level, my only concern relates to the design, location and quality of construction of the pumping stations which are a necessary part of the proposed sewer system.  As several of the recently constructed pumping stations are not only unsightly but are performing marginally at best, I would urge the Town and its engineer to make sure that the pumping stations are as far from any residence as possible and that they are designed and constructed so as to be as environmentally friendly as possible.

        I thank you and the members of the Town Board and the Town Attorney for your hard work and support of this important project.  Thank you.

Dear Supervisor Mosher,

        I’m sorry that I can’t attend tonight’s public hearing on the proposed Alplaus sewer extension, and I thank you for taking the time to once again address the subject.  If appropriate, feel free to read my letter aloud this evening.

When I accepted the presidency of the Alplaus Residents Association in 2003, I educated myself on a major issue facing that community – a proposed extension of the Alplaus sewer system.  I preface this by saying that my home is on the existing Alplaus sewer system, and so the extension does not affect me directly.  Our costs are anticipated to increase with our connection to the extension, but costs for those on the existing system would have increased anyway because of a long-standing land to decommission the existing sewer treatment plant on Snyder Avenue and connect to the Town of Glenville’s Maple Avenue sewer line.

        My lack of personal interest left me free to examine what was best for the community.  I soon learned several things:

                Sewers are preferred to septic tanks generally because they minimize detrimental                        effects to the environment (a poorly – or non-functioning septic tank pollutes).
                Sewers are preferred to septic tanks in regions close to a body of water (in our                        case, the Alplaus Creek and the Mohawk River).
                Sewers are preferred to septic tanks in areas of clay soil that have poor drainage.

        Alplaus has clay soil with poor drainage, small lots that are often not adequate for properly placing septic tanks, close proximity to the creek and the river, and many poorly – or no-functioning septic systems.  In defense of residents with failing systems, they have been told for years that sewers are on the way and are reluctant to spend thousands of dollars on something that will only be used for a short time.  If a fix were not on the way, it’s my understanding that the NYS Department of Environmental Conservation likely would have mandated action by now.

        It’s time to bring residents that fix.  Sixty-four percent of those on the proposed extension signed a petition in favor of sewers in May 2004.  Although I’ve spoken to a few residents who are opposed and I fully support their right to oppose the project and speak up about their opposition, it is clear from the petition’s results and my communications with residents that the majority supports this project.

        I ask the town board to do everything in its power to work with the state comptroller’s office and move the project forward as quickly as possible.  We need to have the project begin next spring, or we need to come up with another solution for the residents of Alplaus who have waited so patiently for so long.

RESOLUTION NO. 190-2005

                WHEREAS, the Town of Glenville employed Jim Creighton, of 5 Farnsworth Drive, Slingerlands, as an Engineering/Planning intern for the summer of 2005; and

                WHEREAS, the bulk of Mr. Creighton’s time was spent on locating and mapping stormwater outfalls in order to satisfy regulatory requirements of the MS-4 (Municipal Separate Stormwater Sewer Systems) program; and

                WHEREAS, there still is some work remaining regarding the stormwater outfall identification and mapping project, in addition to a variety of Planning Department tasks requiring attention;

                NOW, THEREFORE, BE IT RESOLVED, that the Town Board hereby extends Mr. Creighton’s appointment from September 30, 2005 to December 31, 2005, at a pay rate of $9.75 per hour, hours worked, hours paid, with no benefits; and

                BE IT FURTHER RESOLVED, that the internship for this period is part-time, with a maximum of 14 hours per week; and

                BE IT FURTHER RESOLVED, that $1,750 be increased in 02.00.1445.1000 expense account and $1,750 be increased in the sales tax revenue account 02.00.1110.0000 in support of this position.

                Councilman Denney – “I have encouraged these departments to look at internships and I think we really ought to take a strong look at this as part of our budget process.  I know we have some departments who were asking for some additional personnel but this may be one relatively low cost way to skin the cat in some of the departments.  It gives us the opportunity to beef up in some of the busier times rather than just spread it out throughout the year.

                I just want to make sure that all the departments know that this is the type of thing that I we’d at least be opened to considering.  I know it has been done in the past, I think partnering up with some of the local schools, their paid and unpaid internships that are out there.  I think we need to be a little more aggressive in pursuing this because this is a perfect example of where we got a lot of work to done, freed up staff where they are already overburdened.  This can free up staff to work on the higher end thing that they need to focus on.”

RESOLUTION NO. 191-2005

                WHEREAS, a live burn building and a support building are included in Phase I of the fire training facility project implementation; and

                WHEREAS, the total cost for the project is $75,000; and

                WHEREAS, the Town will be reimbursed 100% by the Empire State Development Corporation; and

                WHEREAS, resolution no. 175-2005 authorized payment in the amount of $20,118 to Saratoga Associates for planning services,

                NOW, THEREFORE, BE IT RESOLVED that Clarence W. Mosher, Town Supervisor is hereby authorized to sign a contract, for the remaining project cost $54,882, with Saratoga Associates, 443 Broadway, Saratoga Springs, NY 12866 to proceed with the development of a master site plan for the 11.4 acres of the newly acquired property on Vley Road in the Town of Glenville; and

                BE IT FURTHER RESOLVED the following budgetary transfers to fund the purchase;

                Councilman Russo – “In May of this year the committee for the Glenville Fire Training Facility interviewed three (3) companies to prepare plans for a facility to prepare a site plan.  On May 26th we met with the finalist, Saratoga Associates.  We picked them because of their experiences, they have prepared Monroe County’s, which is in Rochester, public safety training center and they agreed to team up with Roger LeBoe of Elliot and LeBoe, who is the country’s most recognized architect in designing live burn facilities.

                Together their combined costs for this initial phase is $75,000 and we have had meetings throughout the summer along with the other entities desiring to be included in the public safety training center we have had extensive detailed meetings which will result in a plan to accommodate all the needs.  The other entities included are, Safety Central, St. Clare’s Hospital, Zone 5 Police Academy, Schenectady Fire Department and the Glenville Fire Training Facility.  We have already incurred expenses for the work in progress and have had reimbursement from NYS.  This resolution will be reimbursed 100% by NYS, we expect to have a presentation of this public safety training center next month, October.  We intend to make a special presentation to those property owners adjacent and near the site as well as the town board.  The professionals from Saratoga Associates and Elliot and LeBoe will be present and ready to answer any and all questions.  There will also be a public presentation following these two groups so if someone had missed one of the other two meetings they will also to have a chance to learn how to speak at a public information meeting.”

RESOLUTION NO. 192-2005

                WHEREAS, the Town receives frequent requests to purchase Town of Glenville land; and

                WHEREAS, the Town Board wishes to implement a procedure for the prospective purchasers to follow,

                NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Glenville hereby adopts the following:


Real Property Abandonment/Disposition Requirements


1.      Prospective purchaser(s) should submit a written request to purchase Town of Glenville land by providing the following information:

        a.      Name, address and phone number of purchaser(s);
        b.      A general description of property to be purchased;
        c.      The purchase price to be offered;
        d.      The reason or purpose for the purchase.

2.      The prospective purchaser(s) should provide the Town Supervisor, or his designee, at the purchaser’s expense, the following: (i) a survey or legal description of the property; and (ii) a property appraisal/comparable sales analysis.

3.      The Town will notify all contiguous property owners of a proposed abandonment or sale at least thirty (30) days prior to abandonment action.

4.      The Superintendent of Public Works (after consultation with and the consent of the Town Planner, Engineer, and Parks Director) shall certify that the property is no longer of use to the Town and shall sign an “Order of Abandonment.” (Property transfers will be subject to any necessary and applicable utility easements.)  

5.      The Town Board will pass a Resolution of Abandonment and a second Resolution approving the sale.

6.      The sale for “fair value” may be subject to permissive referendum.

RESOLUTION NO. 193-2005

                WHEREAS, the majority of rural land and open space within the Town of Glenville is presently zoned “Rural Residential and Agricultural” (RA); and

                WHEREAS, per the Town of Glenville Comprehensive Plan, rural areas and features of Glenville, particularly western Glenville, should be preserved, in part by limiting suburban style development to areas east of Sacandaga Road and Swaggertown Road; and

                WHEREAS, the combination of a robust housing market, declining agriculture, and the decreasing availability of suitable land for residential development in the eastern portion of Glenville, has resulted in the rural areas of Glenville being targeted for subdivision approval and subsequent housing development; and

                WHEREAS, the Town of Glenville is about to embark on the development of an open space plan, which will address the loss of agricultural land and other open spaces throughout the town, with particular emphasis on existing rural areas of western Glenville; and

                WHEREAS, in order to ensure that the implementation of the open space plan will not be compromised by additional residential subdivision and development in the rural areas of Glenville, it appears that a local law establishing a moratorium on new residential subdivisions in the RA-zoned portions of town may be beneficial; and  

                WHEREAS, the Glenville Town Board welcomes input from its citizenry and landowners on the moratorium issue;

                NOW, THEREFORE, BE IT RESOLVED, that, pursuant to Municipal Home Rule Law, the Glenville Town Board hereby schedules a public hearing for Wednesday, October 5, 2005 at 7:30 p.m., or as soon thereafter as possible, at which time and place it will hear all persons interested in a proposed local law to establish a moratorium on the submission of new residential subdivision applications for Rural Residential and Agricultural-zoned areas of town.

RESOLUTION NO. 194-2005

                WHEREAS Sandra Jane Pagano and Linda J. Pagano residing at 85 Skyway Drive, Glenville, NY and Robert P. Lunkes and Maxine K. Lunkes, residing at 81 Skyway Drive, Glenville, NY have petitioned the Town Board of the Town of Glenville to establish an extension to Sewer District 9 of the Town of Glenville; and

                WHEREAS a public hearing on the petition filed to establish an extension to Sewer District 9 was held on the 7th day of September, 2005, in which all persons interested in the establishment in the extension were heard; and

                WHEREAS the proposed extension is a Type 2 action under the State Environmental Quality Review Act (SEQRA),

                NOW, THEREFORE, BE IT RESOLVED that the town Board of the Town of Glenville hereby determines and finds the following:

A.      The petition is signed and acknowledged as required by law and is otherwise sufficient.

B.      All of the property within the proposed extension to the Sewer District is benefited thereby.

C.      All the property and property owners benefited are included within the limits of the proposed extension to the Sewer District.

D.      It is in the public interest to grant in whole the relief sought which is the establishment of this extension to Sewer District 9 of the Town of Glenville,
and

                BE IT FURTHER RESOLVED that the property included within the extension to Sewer District 9 is identified on the Schenectady County Real Property Tax Service Agency tax maps as parcels 22.18-2-31 and 22.18-2-33; and

                BE IT FURTHER RESOLVED that there be no cost to the Town of Glenville or Sewer District 9 by reason of this extension, and


                BE IT FURTHER RESOLVED that the establishment of Extension No. 4 to Sewer District 9 as requested by the petitions of Sandra Jane Pagano and Linda J. Pagano and Robert P. Lunkes and Maxine K. Lunkes, are hereby approved and the real property therein is as described as above.

RESOLUTION NO. 195-2005

                WHEREAS, in order to progress various zoning changes recommended in the Freeman’s Bridge Road Master Plan, there exists a need in the Town of Glenville Planning Department for a temporary planner position; and

                WHEREAS, the duties of the temporary planner would be primarily administrative (i.e. responding to telephone and e-mail inquiries, meeting with applicants and their representatives, reviewing planning/zoning applications for completeness, etc.), thereby freeing up time for the Town Planner to draft the zoning amendments called for in the Freeman’s Bridge Road Master Plan,

               NOW, THEREFORE, BE IT RESOLVED, that the Glenville Town Board hereby appoints Greg Blick, of 524 Mohawk Avenue, to the position of Planner I; and

                BE IT FURTHER RESOLVED, that this appointment is temporary, with a beginning date of September 26, 2005 and a termination date of October 14, 2005; and

                BE IT FURTHER RESOLVED, per the CSEA agreement, compensation for this position is set at $24.07/hour, hours worked, hours paid, with no benefits.

RESOLUTION NO.196-2005

                WHEREAS, in order to provide for needed maintenance and assist in the daily operations of the Town of Glenville Highway Department the replacement of one small dump truck is needed; and

                WHEREAS, the Superintendent of Highways request that one 1994 Chevy 4x4 One Ton Dump with plow be declared surplus due to its failure to pass inspection as a result of a rotted frame; and

                WHEREAS, the Superintendent of Highways requests the purchase of one F550 4x4 One Ton Dump with plow and sander from state contract; and

                WHEREAS, said purchase is a budgeted item,

                NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville hereby declares one 1994 Chevy 4x4 One Ton Dump Vin # 1GBHK34K3RE302624 with plow and authorizes the Superintendent of Highways to sell said vehicle for market value or best offer price; and

                BE IT FURTHER RESOLVED, that the Superintendent of Highways is hereby authorized to purchase one F550 4x4 One Ton Dump with plow and sander at a sum not to exceed $45,000 and that funding for such purchase to be from Highway Fund, Equipment 04.00.5130.2000.

RESOLUTION NO. 197-2005

                WHEREAS, the Town of Glenville and the Village of Scotia have decided to move forward with the Wastewater Treatment System Feasibility Study; and

                WHEREAS, the Town of Glenville Sewer and Water Committee has interviewed three (3) engineering firms; and

                WHEREAS, Delaware Engineering, P.C. was recommended as the best choice,

                NOW, THEREFORE, BE IT RESOLVED that Clarence W. Mosher, Supervisor of the Town of Glenville and Michael H. McLaughlin, Mayor of the Village of Scotia, are hereby authorized to sign an agreement with Delaware Engineering, P.C., 28 Madison Avenue Ext., Albany, NY 12203 to prepare a feasibility study; and

                BE IT FURTHER RESOLVED, that the cost for the study will be $20,000 to be shared equally between the Town of Glenville and the Village of Scotia; and

                BE IT FURTHER RESOLVED that the towns $10,000 shall be charged to the contractual expense account for Sewer 9 - 40.09.8130.4000, the source of funds is unappropriated fund balance.

New Business

                Councilman Denney – “I got these reports again this month, quite honestly something that has bothered me for a while.  I counted them, I think it was twenty-seven pages but it is almost thirty pages a month, there is five of us I don’t know how many people are on the distribution list but it has to be a couple hundred pieces of paper but to me it is just as easy to just scan it in or each department does it on word they could be e-mailed.

                This would save us some trees, frankly it is a quick distribution method.  Not all of us get here as often as we would like but I know regularly we are getting lots of e-mails.  It is just a suggestion, but I think it would be relatively easy to do it that way rather than this way.  This is just a suggestion.

                It popped into my head yesterday and something that goes back to the springtime and the winter, something that we will all remember new parking rules.  They had a little bit of consternation last year with some folks.  If we are going to consider some changes now is the time because the snow is going to be flying in here in a couple to three months.  We may want to maybe get some feed back from staff.  This was the first year that we did it.  I know it was passed a few years ago.  Maybe the police department can come to us with their feedback on it, obviously the judges probably have some feedback on it as far as what kind of comments were they getting from some folks and maybe some suggestions for us.  The highway department was really dealing with the issue that precipitated the law.  If there is some tweaking that needs to be done, let’s tweak it, if we are going to live with it as it is, let’s live with it as it is but we did get a lot of comments about it and I don’t think it would be right to ignore the comments and not at least consider is there some minor adjustments that can be made to make it a little bit more workable for the citizens and still accomplish the goal.

                I just want to throw it out there as a possible worksession topic.”

                Councilman Quinn – “The Traffic Safety Committee did treat that as an agenda item and I think the consensus was that a rather sound snow emergency plan during certain hours, when we had a certain accumulation like so many towns do it is a lot more reasonable than a broad based parking ban.  I think that is the direction most of us have been going in as well.”

                Attorney Mastro – “I can way in to say that we had some comments on it is an understatement and I would better describe it as a fire storm and it started with justice court and went to the court clerks and came to the Town Attorney’s desk and we finally got it resolved.  I think it is a good thing to look at.”

                Motion to adjourn was moved by Councilman Russo and Seconded by Councilman Bailey.

                The Town of Glenville Town Board Meeting was adjourned at 8:45 PM.
