Present: Supervisor Clarence W. Mosher, Councilmen, Peter V. Russo, Mark A. Quinn, Robert E. Bailey and James E. Denney
Absent: None
Supervisor Mosher called the meeting to order at 7:30 PM. Councilman Denney gave the Invocation and Darlene Gibbons was asked to lead us in the Pledge of Allegiance.
Supervisor Mosher asked the Town Clerk, Linda C. Neals, to call the roll. Everyone was present and accounted for.
Town Council Reports:
Councilman Russo – “Well it is final, as the Supervisor knows; yesterday I picked up the deed to the property from NYS DOT. The property on Vley Road and Route 5 now belongs to the Town of Glenville, of which we will be reimbursed through our state grant that we have received. It has cost the Town nothing and we have obtained a piece of property that hopefully we will be building a Public Safety Training Center on it.
I know that all of you received the invitation to our press conference and I would like to pass out our new brochure on the Consortium, which we hope to build there.
I have one more announcement; the Memorial Day Parade in the Village of Scotia is on Wednesday, May 25th, at 6:00 pm. All of us are invited to participate in it.”
Councilman Denney – “I have been involved in a number of things in the last couple of weeks but probably the largest activity that I want to mention is the Corporate Olympics that I was honored to participate in three events. Jamie did a fine job along with other staff that was coordinating with him. We had thirty-two employees participate, sixteen activities Thursday through Sunday and we were successful in the final event so we rallied strong at the end, which was the fire truck pull at the East Glenville Fire Station. It was a lot of fun.
It was really a great event. It was the first time the Town participated in it. This is the second year that it has been going on. Glenville Rotary did a fine job organizing it along with Parkside YMCA.”
Councilman Quinn – “First of all as advisor to the DARE Board I’d like to announce their annual golf tournament to be held at the Fairways of Halfmoon, on Saturday June 5th, rain or shine. It begins at 9:00 am sharp, it is a shotgun start and they still are looking for foursomes as well as sponsors. If you need any information feel free to approach me or anyone in the Police Department or on the DARE Advisory Board.
I also met with the Public Safety Committee. The upgrade with the communications console is progressing smoothly. We are still at the consultant stage. The 911 manual is still being reworked and I should have a great deal more to tell you sometime late summer on that.
We have not received a new report yet from Mike Podolec as of yet on the Central Dispatch Committee because they haven’t met in two months. The one thing that we did decide is we will be adding someone from the ranks of dispatch here to the committee because that has been a lapse for sometime and we would like to see better representation there.
Also since I have a little time, Deputy Chief Macherone has just informed me that a Neighborhood Watch Program is being reassembled and I understand that they are meeting right now as we speak (Willow Glen). I know that my neighborhood, Woodhaven, is planning on participating and we already have a few other commitments.”
Councilman Bailey – “The Spring Item/Bulk Item Pickup is complete. In the spirit of the Corporate Olympics, although this is not Corporate Olympics, however we did pick up 1.2 million pounds of debris that is about six-hundred tons, at a cost to the Town of $9,500 which represents a savings of about $50,000 over what it would have cost us had we sent our own staff and trucks out there to do it.”

Supervisor’s Comments:
Supervisor Mosher – “I’d like to read an e-mail that I received:
Supervisor Mosher,
I want to thank the town and County Waste for again doing a spring bulk item pickup. The County Waste team did a terrific job. I have one question, are we paying County Waste based on the amount they pick up, because it seemed to me that there was a large quantity out for pickup this year.
Dick Reed, 20 Witbeck Drive.
One million two hundred pounds, six hundred tons, I think we did four hundred tons last year. The amount that it costs for tipping fees at the waste yard is more than we pay.”
Andimo Coppola, Highway Superintendent – “Seventy-five dollars a ton. If you were to equate that into dollars and cents and if we did the work ourselves we would have been paying somewhere in the neighborhood of $40,000 to $45,000. The last year that we did it, which was three years ago at that time we paid about $23,000 to dump the stuff and it took us six weeks to pick it up. The total that it cost us about three years ago was about $60,000 and we are now getting it done for about $9,500 and it is done in one week.”
Supervisor Mosher – “You are to be congratulated, Andy.”
Corporate Olympics Summary:
James MacFarland – “It was a lot of work leading up to it certainly but the nice thing was on a percentage basis we had terrific participation. If we have a little over one hundred employees, thirty-two participating is one third.
We weren’t able to field a team in quite a few events just based on numbers but the events that we did participate in we did quite well. Among them is the dynamic dual of Mark Quinn and Arkley Mastro in tennis, which is now known as Markley that would be the name of that team.
We had a lot of fun in the fire truck pull, Nick Macherone did a terrific job bringing together a last minute change going from out doors at K-Mart to inside at the East Glenville Fire Department, which they opened their doors to us and it was a real nice community moment there as we were straining against the fire truck. Unfortunately with the first pull it didn’t move at all, that was a little disconcerting but after some logistical things were worked out …
Supervisor Mosher – “You took the brakes off…
James MacFarland – “Supervisor Mosher participated in bocce ball and I think we will look forward next year to a one hundred percent participation of the folks up at the dais and with some modifications I think the consensus is we would like to do it again next year. There are a couple of plaques out in the hall of our first place awards in fire truck pull and miniature golf.
As far as I can tell no one was seriously hurt in our efforts so that was always a good thing.
We will plan on participating again next year.”
Supervisor Mosher – “Will you tell again what happen to Tammy Stockard and what a good sport she was?”
Mr. MacFarland – “Tammy should get some kind of award and recognition because she was easily the best sport throughout the weekend. She got blasted with a soccer ball during indoor soccer on Friday night. Volleyball wasn’t easy for her and I know she took her lumps in that but in the canoeing she had a very very slow roll over upon entering the canoe landing on her back in Collins Lake. She took it in good humor, got right back in and went around the course with Mike Burns.”
Supervisor Mosher – “What did the Town get the overall award for?”
Mr. MacFarland – “I think it is both good and bad news in a way. The bad news is we didn’t do as well in the overall placing as we might have liked to have done. We did win the good sportsmanship award and I don’t think it was wholly attributable to our not finishing well I think we earned that in our own right because of Tammy’s efforts and a variety of others. I know there was good spirit going on at the bowling alley on Friday night and yes Linda Neals participated as well as most every one seated at the dais. We had a good time and I think it was one of the few opportunities we have to get together as a work force and do something fun. I think we will be doing it again next year
and hopefully finish a little higher in the placement and I know Supervisor Denney, I mean Councilman Denney (laughter from the audience) Supervisor/Councilman whatever.”
Supervisor Mosher – “Jamie all kidding aside, we didn’t field a team last year and you tried very hard, you tried even harder this year and because you did get a team going you worked your tail off and I really want to thank you.”

RESOLUTION NO. 108-2005

WHEREAS funding has been made available under through the State of New York Division of Criminal Justice Services (DCJS) with the assistance of Senator Hugh Farley for the purchase of a Special Purpose SUV (sport utility vehicle) for use by the Town of Glenville Police Department, and
WHEREAS the Town of Glenville is desirous of applying these funds in the amount of $25,000 to the purchase of a Special Purpose SUV (sport utility vehicle) for the Police Department, and
WHEREAS the Town Board of the Town of Glenville approves of the purchase of this equipment,
NOW THEREFORE BE IT RESOLVED, that Clarence W. Mosher, Supervisor of the Town of Glenville is authorized to sign and execute the contract for the Town of Glenville DCJS grant award,
BE IT FURTHER RESOLVED that the Town of Glenville will purchase the necessary vehicle and be reimbursed for said expenses.

RESOLUTION NO. 109-2005

WHEREAS, the Town of Glenville did submit a grant application in the amount of $38,500.00 to purchase and equip a 4x4 Special Service Utility Vehicle to allow for officers to respond quickly and safely to emergencies in difficult-to-reach areas of the Town during all weather conditions, and also to utilize in conjunction with our Traffic Safety programs; and
WHEREAS, in October of 2004 the Town did receive notification from Senator Hugh T. Farley that final approval was obtained for a legislative grant award in the amount of $25,000.00 for a 4x4 Special Service Utility Vehicle and this grant would be administered through the Division of Criminal Justice Services; and
WHEREAS, the police department has researched available special service vehicles and a decision was made to purchase a 2006 Chevrolet 4x4 Special Service Tahoe which is available on the New York State Contract, #PC61505; and
WHEREAS, the total cost to purchase and equip this vehicle for emergency use and response is thirty-three thousand nine hundred eighty-two dollars and twenty-nine cents, ($33,982.29); and
WHEREAS, the police department and Town did budget $45,000.00 in the 2005 Town Budget for the lease/purchase of four (4) police vehicles and only three (3) vehicles will be lease/purchased in 2005 at a cost of $34,509.52,
NOW THEREFORE BE IT RESOLVED, the Town Board officially accepts the $25,000.00 special utility vehicle grant and increases the budgeted police equipment account 02.00.3120.2000 and budgeted miscellaneous revenue account of 02.00.2770.0000 for the special utility vehicle grant by $25,000.00 respectively; and
BE IT FURTHER RESOLVED, that a budgetary transfer be made from the 02.00.9785.6000 account to the 02.3120.2000 account in the amount of $10,000.00 to supplement the grant funding that will allow for this purchase.

RESOLUTION NO. 110-2005

WHEREAS I am introducing a Local Law to amend the Town’s Vehicle and Traffic Law No. 1 of the year 1981; and
WHEREAS the Town Traffic Committee has recommended that the Town’s Vehicle and Traffic Law be amended with the changes as set forth in this resolution in order to improve traffic movement and safety in the Town; and
WHEREAS a duly scheduled Public Hearing must be held in order to change such a law,
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville will meet at the Glenville Municipal Center on Wednesday, May 18, 2005 at 7:30 P.M., or as soon thereafter as can be reached, at which time and place will hear all persons interested in a proposed local law to amend the Vehicle and Traffic Law of the Town of Glenville, Local Law No. 1 of the year 1981 to erect stop signs at the following intersections, Harlau Drive and Maywood Drive with stop sign on Maywood Drive (south entrance); E-Street and Prestige Parkway with stop sign on Prestige Parkway (east and west); Saratoga Drive and Eltinge Place with stop sign on Eltinge Place (south side) and Willow Lane and Alder Lane with stop sign on Alder Lane (south and
north) and amend “Speed Regulations” as follows:
Add the following under “A maximum speed limit of 35 miles per hour is hereby established within the Town of Glenville on the following county highways”:
Baldwin Road (Schenectady County Road #49) from Swaggertown Road to Spring Road
Droms Road (Schenectady County Road #41) from Swaggertown Road to Charlton Road
Spring Road (Schenectady County Road #47) from Swaggertown Road to a point 1.0 miles northwest of Route 147

Councilman Bailey – “This resolution enacts a law which will protect the public potable water supply by making it illegal to hook up to the Town of Glenville, typically a fire hydrant is the common place, without a backflow preventer. This would prevent siphoning of suspect water back into the water system.”

WHEREAS a public hearing has been duly held thereon,
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville adopt Local Law No. 1 of 2005 “Cross Connection and Backflow Protection”, a Local Law to protect the public potable water supply of the Town of Glenville by regulating cross connections and backflow protection.
BE IT FURTHER RESOLVED that this local law shall take effect on the date of the filing with the Secretary of State of the State of New York.

WHEREAS, by application dated April 05, 2005 and pursuant to Local Law No. 3 of 1974, Empire State Aerosciences Museum, “Wings, Wheels and Tracks Military Vehicle Show” has applied for a permit to conduct Outdoor Amusement/Entertainment at the Schenectady County Airport on Saturday, May 21, 2005, 9:00 am-5:00 pm and Sunday May 22, 2005, 9:00 am – 3:00 pm.; and
WHEREAS, said application did include permission of the owner of the property on which said Amusement/Entertainment will be conducted, and the necessary insurance coverage; and
WHEREAS, said application has been referred to the Chief of Police, Town of Glenville and the respective Fire Chief of the area in which said entertainment would be conducted and the Schenectady County Environmental Health Department, as required by Article II, Section C of said Local Law No. 3,
NOW, THEREFORE, BE IT RESOLVED by the Town Board of the Town of Glenville that said application of the Empire State Aerosciences Museum, be and it hereby is approved, and
BE IT FURTHER RESOLVED that the Town Clerk be and she hereby is authorized and directed to issue the required permit subject to all stipulations cited by the Chief of Police, the Thomas Corners Fire Chief and the Schenectady County Environmental Health Department.

WHEREAS, the Receiver of Taxes Department requires a minimum of two part-time employees to adequately respond to the collection workload,
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville, does hereby appoint Sandra Daly, 7 Rosemary Drive, Glenville, NY, to the vacant position of part-time Deputy Receiver of Taxes during the period May 9. 2005 through December 31, 2005. She will serve on an as-needed basis at an hourly rate of $13/hr, with no additional benefits.

The time being 8:27 p.m. Supervisor Mosher reconvened the regular meeting and the following action was taken.
RESOLUTION NO. 116-2005

WHEREAS, the Highway Department is responsible by Highway Law to clear the town streets of debris each year; and
WHEREAS, the Superintendent of Highways recommends contracting this service out due to time constraints and the age and disrepair of the town’s 1985 Elgin street sweeper; and
WHEREAS, the Superintendent of Highways has obtained three written quotes in accordance with the town’s procurement policy; and
WHEREAS, Russell Sweepers was the lowest responsible bidder;
NOW, THEEFORE, BE IT RESOLVED, that the Town Board of the Town of Glenville hereby authorizes the Superintendent of Highways to enter into a one year contract with Russell Sweepers, 409 11th Street, Schenectady, NY 12306, to provide a one time spring sweeping of town roadways to remove trash, sand, gravel and other debris at a sum not more than $7,500; and
BE IT FURTHER RESOLVED, that said contract to be funded by Highway Fund Balance created by the Public Improvement Permits received in Fiscal Year 2004; and
BE IT STILL FURTHER RESOLVED, that this resolution is subject to satisfactory collective bargaining negotiations as to its impact.

Councilman Quinn – “I would like to respond to Mr. Provost’s comments made earlier during the privilege of the floor about DARE.
To maintain that no one on this Board knows what DARE does is quite simply outrageous. Not only do I as the liaison know what they do but many of the members of this board know quite clearly what DARE does and several of us have had children that are currently in the DARE program or have graduated from the DARE program. Secondly the town does budget money for DARE.”
