Present: Supervisor Clarence W. Mosher, Councilmen, Peter V. Russo, Mark A. Quinn, Robert E. Bailey and James E. Denney
Absent: None
Supervisor Mosher called the meeting to order at 7:30 PM. Supervisor Mosher gave the Invocation and Wallace Magee was asked to lead us in the Pledge of Allegiance.
Supervisor Mosher asked the Town Clerk, Linda C. Neals, to call the roll. Everyone was present and accounted for.
Town Council Reports:
Councilman Russo – “On Wednesday, March 30th, I attended a County meeting conducted by Ed Kosiur on the storage of records and documents at the County’s new site on Keller Road in the Town of Rotterdam.
The County will store our records free and they will also provide the service of shredding documents for a nominal fee based on how many hours it takes to complete the task.
They also purchased a large quantity of storage boxes and they would sell them to us at roughly one dollar ($1.00) per box, which is a great savings.
This is consolidation at work! They intend to be opened by mid-April.”
Councilman Denney – “Along with everyone else I attended the Alplaus Resident’s Association Meeting. There were some good presentations by Mr. Myers of Concord Development, Andy Coppola and some other Town staff and the engineer on the upcoming sewer project there. I think we are moving along with some things.
I met with the staff in the Building Department last week and we have some personnel changes coming down the pike here this summer and I expect that will be on the agenda for a couple work sessions.”
Councilman Bailey – “In the paper on April 4th and again on April 11th there will be a notice relating to the bulk item pickup here in town. It is spring time and time for the annual spring clean up and we just want to remind everybody of that service.
It is being conducted at our behest by County Waste and Superior Waste and begins on Monday April 25th. There are acceptable items that you can throw out and there are unacceptable items. The unacceptable items are tree stumps, tires, paints, solvents, sealers, chemicals, propane tanks and of course loose rubbish and garbage.
That starts April 25th and the trucks will be making only one pass through the town.”
The Privilege of the Floor was opened at 7:40 p.m.

Presentation: Scotia Fire Chief Kasko and Village Trustee Kastberg presented the Fire Protection District #4 Quarterly Report.
Trustee Kastberg – “I went through the contract to review it and look at what our responsibilities were and one thing that I did notice in the contract was the requirement to have monthly financial reports. I did talk with Councilman Denney and explained to him that those reports were not possible with the software that we are running at the moment in the Village but I want to relate to you that we just had a new software system installed so those reports will be forthcoming. From this point forward we will convey those to you electronically.”
Chief Kasko – “In the package that I presented you there is a letter that summarizes the quarterly activities of the department, both emergency response and operationally. Also in the packet is the run report for the calendar year. The next item in the packet is the proposed budget from the fire department that is going before the Village Board and the cleanup and renovation of the fire station for health and operational issues and that proposal that I put before the Board of Trustees is also attached.”

Councilman Denney – “Where are you at right now on the new building or refurbished building?
Trustee Kastberg – “We are no where. At this point our board has not sat down and discussed among ourselves where we think the project should go or if it should go anywhere.”
When you look at that $25,000 there was a misrepresentation in an article in the newspaper this week saying that that was a one percent (1%) in our tax rate for the new budget. What the board did was we took a straw poll and said yes we would like to do the renovations in the firehouse because it does look like we’re not going to be anywhere new within the next five years but through a conversation we decided it was not worth one percent (1%) of the tax rate to make those renovations so thanks to a former administration we have a capital reserve fund that now stands about $287,000 as this years budget year goes through and if it looks like we are not going to do anything with any kind of a new building project and we want to do
those renovations as we go through this financial year we will make a decision to take that $25,000 out of the capital reserve to do those improvements.
So that $25,000 now has been mentioned but it is not a component of our budget. It is something that we have made a commitment to do if it looks like it is reasonable once the full board has a chance to talk about where we are going with the renovations or the building project.”
Supervisor Mosher recognized Boy Scout Troop 15 in the audience and stated that they have to acquire a Citizenship Badge.
Supervisor’s Comments:
Supervisor Mosher – “I received a letter from the New York Penn Military Vehicle Collectors Club.
Dear Supervisor Mosher:
The Hudson Mohawk Chapter of the New York Penn Military Vehicle Collectors Club is proud to co-sponsor the “Wings, Wheels and Tracks Vehicle Military Show” on May 21st and May 22nd 2005. The event to honor our veterans and arm forces weekend will be held at the Empire State Areoscience Museum on Route 50, Glenville.
The second letter I have is from Congressman McNulty’s office in reply to a letter that I sent to Douglas McKenna, Water Compliance Environmental Protection Agency regarding the Scotia Sand and Stone situation.
Neil Turner and Henry Plant had asked me to send it. It was sent to Congressman McNulty, Senator Farley, Assemblyman Tedisco, Assemblyman Tonko and every town board member and Congressman McNulty is the only one that has answered it:

I am in receipt of your communication to my Schenectady Office.

On behalf of the Scotia-Glenville Senior Citizens, Inc. I would like to thank you for the check we recently received in the amount of $7,500 from the Town of Glenville. We understand this represents the Town’s and Village’s 2005 contribution to our organization.

Councilman Russo – “The Supervisor and I attended the meeting of the Glenville Business and Professional Association last night. It started in January of this year with roughly twenty-five signed memberships and as of last night it has grown to thirty-eight and it is on its way.
It is a very active organization of business and professional people within the town and village.”
Supervisor Mosher – “Their next meeting is scheduled for June 7th. I have never seen a more positive group of businesses. They are really out to help the town government of the Town of Glenville.
Chief Dan Boyle and Deputy Chief Dominick Macherone will be the speakers at the next meeting.”
Moving to the resolutions the following were acted upon.
RESOLUTION NO. 96-2005

WHEREAS, the East Glenville Volunteer Fire Department, located at 433 Saratoga Road, Glenville, N. Y., is the owner of certain mobile electric power generators; and
WHEREAS, the Town has utilized in the past and desires to utilize in the future said generators at traffic intersections located within the Town as a backup system for its traffic lights in the event of an electrical power outage and other such emergency uses; and
WHEREAS, the Fire Department is ready, willing and able to permit the Town to utilize, at no cost, said generators for said purpose,
NOW, THEREFORE, BE IT RESOLVED that Clarence W. Mosher, Supervisor of the Town of Glenville is authorized to sign the Hold Harmless Agreement between the East Glenville Volunteer Fire Department and the Town of Glenville.

RESOLUTION NO. 97-2005

WHEREAS, the Glenville Police Department is made up of twenty-six sworn personnel and sixteen civilian workers; and
WHEREAS, this department would like to continue and develop it’s high level of professionalism and service to the citizens of the Town of Glenville with the assistance of this program and accreditation,
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Glenville agrees to allow the Supervisor and the Chief of Police to apply to the Department of Criminal Justice Services (DCJS) requesting to participate in the Accreditation Program; and
BE IT FURTHER RESOLVED, that the Chief of Police be granted consent to sign the participation agreement.

RESOLUTION NO. 98-2005

WHEREAS, Amanda Pierce was hired provisionally on September 7, 2004 as Information Processing Specialist II in the Public Works/Engineering Department, and
WHEREAS, Ms. Pierce is now eligible for permanent appointment to that position by virtue of scoring in the top three (second; results attached) on the competitive Civil Service list that was established on March 7, 2005,
NOW, THEREFORE, BE IT RESOLVED, that Amanda Pierce, 108 Acorn Drive, Glenville, New York, 12302, be and hereby is permanently appointed to the position of Information Processing Specialist II in the Public Works/Engineering Department effective April 7, 2005, and
BE IT FURTHER RESOLVED, that Ms. Pierce’s salary will remain unchanged and that she will begin a six-month probationary period beginning on the date of appointment.

RESOLUTION NO. 99-2005

WHEREAS, the Town Board of the Town of Glenville hereby determines that it would be beneficial to form a committee to research the Glenville Industrial Parks Fire & Emergency Medical Services,
NOW, THEREFORE, BE IT RESOLVED the Town Board of the Town of Glenville hereby establishes a committee to be called the Glenville Industrial Parks Fire & Emergency Medical Services Advisory Committee with the following mission statement:
To research, analyze and provide a recommendation to the Town Board of the Town of Glenville regarding the provision of fire-fighting and emergency medical services to the combined area of the Naval Depot, the Scotia-Glenville Industrial Park, and Corporations Park; and
BE IT FURTHER RESOLVED that the Glenville Industrial Parks Fire & Emergency Medical Services Advisory Committee shall come into being upon the passage of this resolution; and
BE IT FURTHER RESOLVED that the Town Board of the Town of Glenville hereby appoints the following members of the Glenville Industrial Parks Fire & Emergency Medical Services Advisory Committee:
