School Building Committee
Meeting Minutes 10-06-10


Present were:  Carol Jacobs, Tim Gerraughty, Glenn Clohecy, Mike Farrell, Donna Tanner, Michelle Smith, George Comiskey, Ellie Sinkewicz, Kerry Stauss, A.J. Aulson Eric Zadina, Terry Wiggin, Tillie Evangelista

Absent were:  Peter Durkee, Lt. Donald Cudmore, Phil Trapini, Anne Blythe, John Bonazoli and Jeff Wade


Carol Jacobs facilitated the beginning of the meeting

  • Ellie Sinkewicz and Michelle Smith as co-chairs of the committee.  
Action:  A motion was made by Eric Zadina to elect Ellie Sinkewicz and Michelle Smith co-chairs of the committee.  Seconded by Kerry Stauss and voted (9-0).  Motion carried


After vote, Ellie Sinkewicz and Michelle Smith facilitated the meeting
 
  • Kerry Stauss is the recording secretary.  George Comiskey offered to take minutes when Kerry is not available.
Action:  A motion was made by Ellie Sinkewicz to nominate Kerry Stauss recording secretary of the committee.  Eric Zadina seconded the motion and voted (9-0).  Motion carried


  • Tillie Evangelista will be added to the minutes of the 9/29/10 meeting.  Tillie will be added as absent.
Action:  Ellie Sinkewicz made a motion to amend add Tillie Evangelista to the minutes of September 29, 2010.  Eric Zadina seconded the motion and voted
(9-0). Motion carried

  • Approval of meeting minutes form 9-29-10 meeting.
  • Discussion about committee members.  There are 15 voting members and 4 non-voting members.  Must have eight voting members for a quorum.  Voting Members Include:  Philip Trapani, Anne Blythe, Eric Zadina, John Bonazoli, Glenn Clohecy, Jeff Wade, Peter Durkee, Tillie Evangelista, Lt. Donald Cudmore,
            George Comiskey, Ellie Sinkewicz, Michelle Smith, A.J. Aulson, Kerry Stauss

           Non-Voting Members Include:  Terry Wiggin, Carol Jacobs, Mike Farrell and Dr.
            Donna Tanner    


  • Eric Zadina asked Michelle to provide an explanation of the committee and how we got to where we are today.  Michelle explained how Georgetown has been working for many years to fix the problems at Penn Brook.  The School Building Committee submitted a Statement of Interest to the MSBA.  They came to tour Penn Brook in March and determined that the school’s deteriorated condition to be urgent and needy, and for the town to move forward with a feasibility study.  MSBA then added us to their pipeline.  Committee was formed based on requirements from the MSBA.
  • Follow-up of Board of Selectmen meeting on October 10/4/10.  They will add a placeholder on the warrant for the fall Town Meeting for our feasibility study.  Outstanding is the dollar amount and how it is going to be paid for by the town.

  • Discussion about how the MSBA came up with the $600-800K amount for the feasibility study.  Terry gave us some background on how the $720K was decided upon by the SBC.  The figures are projections based MSBA calculations and recent and current projects in the state.  Mike Farrell explained that the Department of Revenue requires that the town appropriate the full amount, but Georgetown will only be responsible for 51% of the total cost, which is approximately $365K.  Also discussed was how we were going to pay for the study.  Options are free cash, short-term bond or a combination of both.  If the total amount comes out of free cash, we need a simple majority to pass at town meeting.  If we do a short term bond, we will need a two thirds majority for it to pass at town meeting.  If it’s a combination of free cash and bond, we would also need a two thirds majority at the town meeting.  The Finance Committee and Board of Selectmen will make the final decision on where the money will come from, the SBC is making the recommendation that our portion comes from free cash.  The Finance Committee’s next meeting is 10/20/10.  Ellie Sinkewicz will attend.  Michelle will also check with Anne Blythe to see if she is available.  Tim Gerraughty also said he would attend if needed.
  • School Building Committee approves a figure of $720,000 to be appropriated at fall town meeting for the purpose of conducting feasibility~study on the Penn Brook School, and requesting that our portion~of~51% or $367,200 comes from free cash.~~~
Action:  Motion made by Tillie Evangelista, seconded by Tim Gerraughty and voted (9-0).  Motion carried.

Carol will draft paragraph for why we need to appropriate more money for a feasibility study.
Michelle and Ellie to send information on SOI, documents from meeting and link to MSBA to Mike Farrell and cc Janet Pantano to get added to town website
  • Tour Dates for Penn Brook School.  Dr. Tanner and Michelle to work together to determine dates and times.
  • AJ to work with Peter Durkee to determine sign usage in town
  • Kerry to contact other pre-schools in town regarding getting brochures displayed and distributed
  • Glenn to contact library regarding getting brochures displayed
  • Eric will contact Beverly Enos for Spotlight Georgetown
  • Tim to contact Glen at Georgetown Electric regarding deadline for flyer and what can be included in the mailing.  
  • Glenn to contact Minute Man Press to get pricing for folding and printing
  • Michelle to call churches to see if they have a machine to help process of folding brochures
  • Carol will attend the monthly town department head meeting in November
