The meeting came to order at 7:10 P.M. with the following persons present:
Members:        Sandy Gerraughty – chair, Andrew Belliveau – vice chair, Robin O’Malley – clerk, John Bonazoli, Lisa Collin, Chuck Dickson, Jim Lacey,
Absent:         Reg Tardif
Guests:         Gary Fowler – (BOS) Board of Selectmen, Mike Farrell – Town Administrator

Town Administrator Updates:
  • Free cash: $847.261; snow and ice, including school roofs $398,729; remaining free cash $448,532
  • Stabilization: interest for FY10 $11,992 and FY11 for 9 months $5,133.  Balance is $1,034,202
Overrides:
  • Much discussion over the overrides and how it would affect the budget for FY12.
Warrant Articles and Votes:
  • Jim Lacey made a motion to recommend approval of ATM 11-43, Article 16, Conservation Restriction Revolving Fund, and Andy Belliveau seconded.  Recommendation carries 7-0.
  • Jim Lacey made a motion to recommend approval of ATM 11-13, Article 17, Fire Department Ladder Truck Payment, in the amount of $77,000 to be transferred from free cash and Andy Belliveau seconded.  Motion carries 7-0
  • Jim Lacey made a motion to recommend approval of ATM 11-18, Article 26, AccuVote Ballot Tabulator, in the amount of $4,500 to be transferred from free cash and Chuck Dickson seconded.  Motion carries 7-0
  • Jim Lacey made a motion to recommend approval of ATM 11-42, Article 25, Purchase of Permit Tracking Software, in the amount of $8,000 to be transferred from free cash and Andy Belliveau seconded.  Motion carries 7-0
  • Jim Lacey made a motion to move $359,032 from free cash to FY12 Operating Budget, reserve fund line item and Andy Belliveau seconded.  Motion carries 7-0
  • Jim Lacey made a motion to recommend approval of ATM 11-05, Article 6, Capital Fund, in the amount not to exceed $50,000 to be transferred from free cash and Andy Belliveau seconded.  Vote 2-4-1.  Lisa and Andy voting for and John abstaining.
  • Jim Lacey made a motion to recommend approval of ATM 11-19, Article 8, Water Department Budget, in the amount of $300,000 from Water Department Enterprise Fund Retained Earnings and Andy Belliveau seconded.  Motion carries 7-0
  • Jim Lacey made a motion to recommend to the Board of Selectmen to accept the gift of the 2 ambulances from Central Fire Company to the Town of Georgetown and Andy Belliveau seconded.  Motion carries 5-0-2 with Sandy and Robin abstaining due to not enough information and not being at the meeting presentation.
  • Jim Lacey made a motion to recommend approval of ATM 11-36, Article 18,Fire Department Ambulance Revolving Fund, not to exceed $132,000 and Andy Belliveau seconded.  Motion carries 6-0-1 with Robin abstaining due to not enough information.
  • Jim Lacey made a motion to rescind free cash recommendation of $359,032 and Andy Belliveau seconded.  Motion carries 7-0.
  • Jim Lacey made a motion to rescind ATM 11-05, Article 6, Capital fund vote and Andy Belliveau seconded.  Motion carries 7-0.
  • Jim Lacey made a motion to recommend approval of ATM 11-05, Article 6, Capital Fund, in the amount $25,000 to be transferred from free cash and Andy Belliveau seconded.  Motion carries 7-0.
  • Jim Lacey made a motion to move $334,032 from free cash to FY12 Operating Budget, reserve fund line item and Andy Belliveau seconded.  Motion carries 7-0
Warrant Articles and Votes (continued)
  • Jim Lacey made a motion to recommend approval of ATM 11-16, Article 19, Local Option Meals Excise in accordance with Massachusetts General Law chapter 138 section 33B, and Andy Belliveau seconded.  Vote 3-4 with Andy, John and Sandy voting affirmatively.  The voting against is because we are nickel and diming the towns people.
  • Jim Lacey made a motion to recommend approval of ATM 11-21, Article 21, Energy Services Performance Financing Energy Committee, and Andy Belliveau seconded.  Vote 6-0-1 with Robin abstaining due to not enough information.
  • CIP voted in favor of this article 4-0.
  • Jim Lacey made a motion to recommend approval of ATM 11-20, Article 22,Police Department (4x4) Replacement, in the amount of $11,904 from free cash and Andy Belliveau seconded.  Motion does not carry 0-7.
  • Jim Lacey made a motion to recommend approval of ATM 11-39, Article 23, Painting the Public Safety Building in the amount of $20,000 to come from the capital fund and Andy Belliveau seconded.  Motion carries 7-0.
  • Jim Lacey made a motion to recommend approval of ATM 11-40, Article 24, Replacement of the Central Fire Station Garage Doors in the amount of $22,000 to come from the capital fund and Andy Belliveau seconded.  Motion carries 7-0
  • Jim Lacey made a motion to recommend approval of ATM 11-14, Article 3, Public School Override in the amount of $1,205,944 and Andy Belliveau seconded.
  • Jim Lacey made a motion to rescind his motion and Andy Belliveau seconded.  Motion carries 7-0.
  • Jim Lacey made a motion to recommend approval of both override votes moving forward from town meeting to the ballot and Andy Belliveau seconded.  Motion carries 6-0-1 with John abstaining.
  • Jim Lacey made a motion to recommend approval of ATM 11-14, Article 3, Public School Override in the amount of $1,205,944 and Andy Belliveau seconded.  Motion does not carry 2-5 with Jim and Andy voting in the affirmative due to the amount of the override.
  • Jim Lacey made a motion to recommend approval of ATM 11-15, Article 4, School/Town Maintenance Department Override in the amount of $729,583 and Andy Belliveau seconded.  Motion carries 5-0-2 with Lisa and Chuck abstaining.
Jim Lacey made a motion to adjourn.  Andy Belliveau seconded.  Motion carries 7-0.  Meeting adjourned at 10:25 p.m.
