Minutes

The meeting came to order at 7:03 P.M. with the following persons present:
Members:        Sandy Gerraughty – chair, Andrew Belliveau – vice chair, Robin O’Malley – clerk, John Bonazoli, Jim Lacey
Absent:         Lisa Collin, Chuck Dickson, Reggie Tardif
Guests:         Jan McGrane – Town Clerk, Deb Rogers – Health Agent, Mike Farrell, Phil Trapani and Gary Fowler – BOS, Thom Berube – Board of Assessors, Jay Ferreira – Assistant Assessor

Town Clerk:
  • Jan McGrane explained her budget request.
  • Effective 1/1/2012, Georgetown will have to have three (3) precincts due to the latest census.  Our population is over 8,000 people.  There will be 2 elections in FY12, but the cost is increased due to the addition of a precinct.  
  • She will be submitting a warrant article for a refurbished voting machine for the 3rd precinct.  The new precinct boundaries have not been decided.
Health Department:
  • Deb Rogers explained her budget request.
Assessors:
  • Jay and Thom explained their budget request.
  • Per Thom there is no fat in their budget.  If asked to cut $6,000 to level funded, he said there is no where to cut.
  • They asked to be kept informed of any potential budget changes.
Town Administration:
  • Mike explained the following budget department requests: Selectmen, Administration and Finance, Town Hall Operating Expenses.
Maintenance Department:
  • The town will be looking into consolidating maintenance of buildings into one department.  Mike will put together an analysis of this for the Finance and Advisory Board.
Motions:
Jim Lacey made a motion to transfer from the reserve fund to the Fire Operating Expense, line #12214, $1,500 to hire a consultant to review the ambulance proposal from the fire department.  John Bonazoli seconded.  There was discussion regarding if this is the proper account.  
Jim Lacey rescinded his motion and John Bonazoli rescinded his seconded.  
Jim Lacey made a motion to transfer from the reserve fund to the Selectmen’s Expense, line #11224, $1,500 to hire a consultant to review the ambulance proposal from the fire department.  John Bonazoli seconded.  Motion carries 5-0.

Jim Lacey made a motion to transfer from the reserve fund to the Planning Board Expense, line #11751, $4,000 to hire a consultant (MVPC) to assist the stormwater management commission to file a new stormwater permit.  John Bonazoli seconded.  Motion carries 5-0.

Jim Lacey made a motion to appoint Timothy Gerraughty to the Capital Improvement Planning Committee as the Finance and Advisory Board’s citizen appointee.  John Bonazoli seconded.  Motion carries 5-0.

Informational:
  • Follow-up Public Budget Workshop: Will be held, Saturday, March 5, 2011 at the high school from 8 to noon.
  • Sandy will email us the revised meeting schedule.
  • Jim Lacey made a motion to adjourn.  The motion was seconded by John Bonazoli and passed with a vote of 5-0.  Meeting adjourned at 9:10 p.m.
