Finance & Advisory Board Meeting

Minutes
The meeting came to order at 7:08 P.M. with the following persons present:
Members: Sandy Gerraughty – chair, Andrew Belliveau – vice chair, Robin O’Malley – clerk, John Bonazoli (arrived at 7:13), Lisa Collin, Chuck Dickson, Jim Lacey, Reggie Tardif
Guests: Mike Farrell, Phil Trapani - BOS

Town Administrator updates:
- Year to date Revenue and Expenses were given to the board and reviewed.
- Deficit snow and ice spending – handout. BOS approved this at their regular meeting on 1/10/11
Jim Lacey made a motion to approve deficit spending for snow and ice for the current season. The motion was seconded by Reggie Tardif and passed with a vote of 7-0.
- Budget FY12 books were handed out to the board. Mike reviewed some of the uncertainties such as school revenue, school expenses, insurance costs and 3 union contracts.
- The budget that was presented to the board is based on zero budgeting with no reduction in services. All salaries are presently level funded.
- The budget will be put online for people to review.
- The warrant should be open on 1/24/11, not sure when it will close.
- CIP is next on Mike’s to do list. They need to get up and running.
Water Dept: Chuck Dickson has volunteered to be the liaison.
Jim Lacey made a motion to appoint Chuck Dickson as the water department liaison. The motion was seconded by Reggie Tardif and passed with a vote of 8-0.
Public Budget Workshop: This will be held, Saturday, January 29, 2011 at the high school from 8 to noon.
Energy Committee: Reg updated us regarding the Energy Committee. They have gone to the BOS to ask for approval on an audit. A warrant article might be needed.
School Building Committee: Things are quiet.
Reggie Tardif made a motion to adjourn. The motion was seconded by Jim Lacey and passed with a vote of 8-0. Meeting adjourned at 8:32 p.m.
Next Meeting: Wednesday, February 2, 2011, 7:00 pm 3rd floor of town hall.
