************************************************************************Ted Kottcamp called the meeting to order at 7:45 AM    

The meeting was conducted by Ted Kottcamp in the absence of Selectman Trapani.  It was acknowledged that Mary Ellen Kavanaugh had submitted her resignation as a member of the Economic Development Committee due to personal reasons.

We opened the discussion recognizing that the EDC needs to complete the By-Laws and Strategic Plan in the short-term.  In the absence of the other committee members, we moved to review/discuss regulations for 43D and 40R.  Nick Cracknell, Town Planner, submitted a copy of his memorandum to the Planning Board Members regarding “Adopting a 43D Expedited Permitting Program” dated 1/14/09.  Nick provided a brief summary of 40R and the risks/rewards associated with adopting 40R for the downtown, village center.  Additionally, Nick provided an update of the 43D initiative and his discussions with the property owners along Carleton Drive
and National Ave.

The Committee generally understood and agreed that the EDC and Town Planner would have great difficulty in completing both a 40R and 43D application in parallel due to time/resource constraints.  The Committee members agreed that both regulations have value to our Town but would be difficult to prepare for approval by spring town meeting. However, Nick will review the necessary prerequisites for a 40R application and determine what it will take to prepare an application.  The EDC agreed that the main action steps include:

1.      40R District Designation- Goal to prepare a grant application to MA Housing; with funding, possible option to hire a consultant to prepare a 40R application; however, this approach may not be necessary if Nick can manage the time necessary to prepare the application.
2.      43D District Designation- Goal to file application and obtain approval by spring town meeting.  Potential for up to $60,000 in funding available from the State.  Proposed properties include Carleton Drive (42 Acres) and National Ave. (50 Acres).  


3.      Based upon recent discussions with Nick, the Carleton Drive owners accepted the 43D proposal and Mr. Kennedy of National Ave. is also in agreement with the proposal.  According to Nick, the Carleton Drive project is a short-term priority and National Ave. would be scheduled for Fall ’09.


It was agreed that our next meeting will be held on February 13th, 7:30am – 8:30am.  

MOTION: Ted Kottcamp, Jim Lacey, Tillie Evangelista, Nick Cracknell motioned to adjourn at 8:55 AM.  Motion carried.
