BUSINESS:

Camp Denison Discussion
Bob Moorehouse: Re: Contract for Workshop in the Woods coordinator. We do not want to charge extra for her to set up for workshop. We feel as though she contributes more than she has to and we do not want to charge her (Stacy) more. We did already increase her fee by 6%.

Carl Shreder, GCC - Do you know what the bills have been costing?

Carl Shreder, GCC - We wan Camp Denison to more cost effective.

Carl Shreder, GCC - We obviously want it to benefit the town.

Mr. Morehouse, Camp Denison Committee - Camp manager agreement and estimated expenses; There may be couple people we are already considering for Camp Manager. I would like to have someone from the Conservation Commission for the interview process.

Reps.: Benjamin Osgood, Owner: Stephen Cameron
Ben Osgood, Rep. - Good evening. The home at Spofford Avenue has a failed septic system. We would like to request to repair. We are going to work up to 75’from the south side of a resource area it’s a tight spot so, we will need to make a gap.
Carl Shreder, GCC- Has the Board of Health approved this?
Benjamin Osgood, Rep. - Yes.
Steve Przyjemski, Agent- At a minimal, a silt fence not realistic with room in this area.
Mike Birmingham, GCC- Why was an RDA filed?  Do you know why?
Mike Birmingham, GCC- Can you comment on that, sir?
Benjamin Osgood, Rep. - We filed an RDA to perhaps speed along the project. It will probably be only five days worth of work that needs to be done. I didn’t see that an NOI was warranted.
Carl Shreder, GCC- We would have been able to evaluate the resource area.
Benjamin Osgood, Rep. - I don’t feel that there is any impact as it is within the guidelines.
Carl Shreder, GCC- We just don’t normally operate that way.
Mike Birmingham, GCC- There is no abutter notifications.
Steve Przyjemski, Agent- There is an abutter notification required.
Mike Birmingham, GCC- That’s why we file an NOI.
Steve Przyjemski, Agent- You can still have a subjective opinion if you disagree.
Benjamin Osgood, Rep. - Are there are more fees involved.
Benjamin Osgood, Rep. – If you could look at it from our perspective, we need to look at the project itself. This is not a huge project but, is very expensive for the owner.
Carl Shreder, GCC- This could cause future problems.
Charles Waters, GCC- We can foresee an attorney questioning the issue. So, we should be consistent with what we do.
Benjamin Osgood, Rep. - I respectively disagree.
Steve Przyjemski, Agent- I feel we’re up against enough walls in this so, I don’t see why we should make this harder.
Benjamin Osgood, Rep. - I respect your point but, if you can stay 75’ from the buffer zone then you should be able to file an RDA. If the commissioners want us to file an NOI then, we will.
Mike Birmingham, GCC- This could probably be done by an NOI.
Benjamin Osgood, Rep. – This will be a strain on the applicant in this situation with all the many documents. I should have called the agent to confirm the procedure. I will comply if that’s what the commission wants.
Mike Birmingham, GCC- Can we take the difference?  
Carl Shreder, GCC- I would like to see this finished soon.
Steve Przyjemski, Agent- We should issue a positive determination and re-issue.
Carl Shreder, GCC- Does any one see an issue?
Charles Waters, GCC- Its 10’ from the property boundary on the right.
Benjamin Osgood, Rep. - These areas shouldn’t be an issue.

Steve Przyjemski, Agent- We went out there and it didn’t appear to be subject to flooding in this area.

Steve Przyjemski, Agent- The consultant didn’t tag this as an area that is subject to flooding. I didn’t agree with his take on that. The ground looked stained and matted, like that which would be prone to flooding.

Mike Birmingham, GCC- Were is the intermittent steam?

Steve Przyjemski, Agent- Based on my calculations it was mapped here.  It is encroaching a little.

Rep- Who did the review?

Steve Przyjemski, Agent- Bruce

Rep- Everything we are proposing is within the regulations.

Steve Przyjemski, Agent- That whole line back there is not in the floodplain but when you’re out there you can see there is a lot of water.

Mike Birmingham, GCC- Where does this stream run?

Steve Przyjemski, Agent- This was filed as an ANRAD but I think there was some confusion.

Mike Birmingham, GCC- Why would we have an ANRAD filing?

Rep. - Because it is the delineation that we are foreseeing.

Steve Przyjemski, Agent- If there was work in the buffer zone then it would be an NOI filing.

Steve Przyjemski, Agent- It is a strange flat area.

Steve Przyjemski, Agent- I have never questioned Bruce’s third party review before but this area seems to have a lot of water.
Mike Birmingham, GCC- Were does the stream run?

Carl Shreder, GCC- I would say it is an intermitted stream.

Steve Przyjemski, Agent- There is still a 100’ buffer.

Steve Przyjemski, Agent- There is still a question to rather it is an intermittent stream. This area has all the characteristics that make it appear to be a flood zone.

Carl Shreder, GCC- I would like to at least document the set backs.

Steve Przyjemski, Agent- You could accept Bordering Vegetative Wetland line.

Mike Birmingham, GCC- It’s not an RDA because it’s not within 100’.

Steve Przyjemski, Agent- We do not have jurisdiction outside 100’.

Carl Shreder, GCC- Steve, you have expressed concerns over the third party review.

Steve Przyjemski, Agent- I feel it is too close to the resources. This is between a NOI.

Mike Birmingham, GCC- I think they are trying to avoid the process.

Mike Birmingham, GCC- We can watch how this goes.

Mike Birmingham, GCC- It was in 100’.

Steve Przyjemski, Agent- I think we should make it known that we are aware of the tree, as well.

Carl Shreder, GCC- I’m sure we can watch this.

George and Laurie Rose, Owners of 220 -  We like the idea of getting this project going.

Stephen Sawyer, Rep. – The owners were unable to make it tonight.

Stephen Sawyer, Rep. - The proposal here is to make addition to a single family house. The addition with the garage and deck is 200’ from buffer. It is within this area that there is pervious surface were we are so close to resource area. placeCityGeorgetown considers this a new structure.

Mike Birmingham, GCC- New construction?

Carl Shreder, GCC- Did you file though National Heritage?

Stephen Sawyer, Rep. – Yes.

Stephen Sawyer, Rep. - We are not proposing too cut anything. He is proposing to reduce the amount of impact to pond and the roof water that goes back into the pond. I don’t feel this impacts the resource area negatively.

Carl Shreder, GCC- Steve, have you been out to the area?

Steve Przyjemski, Agent- Yes.

Steve Przyjemski, Agent- At one time I recall this gentleman had asked me about cutting down the trees. I don’t want to set ourselves up for this one.

Stephen Sawyer, Rep. - I guess we haven’t heard from National Heritage or the DEP.

Carl Shreder, GCC- What is scheduled for site walks?

Tom Howland, GCC- Do we want to do this around 7:30?

Steve Przyjemski, Agent- Do we want to do a site walk?

Stephen Sawyer, Rep. - Can I get an idea of what your opinions are, right now?

Charles Waters, GCC- It looks as though you have the deck that is teetering on the banks here.

Steve Przyjemski, Agent- We are looking at something that is in a no-cut boundary.

Stephen Sawyer, Rep. - We are proposing this as a single story.

Steve Przyjemski, Agent- Are abutters allowed on the site walk?

Carl Shreder, GCC- I will check with  StateBerry and let Stephen know.

Carl Shreder, GCC- Are there any abutters present?

Jeff Plume, Abutter – Yes, I am Jeff Plume. My biggest question is what happens to the wetlands? It feels that there isn’t enough area for this project. I think we should protect the pond as much as possible.

Stephen Sawyer, Rep. - This will not be any further encroachment on the buffer area. There is not an issue of affecting the pond.

Carl Shreder, GCC- Did you say there is no encroachment on buffer?

Stephen Sawyer, Rep. - I’m saying we are not going to impact the pond.

John Bell, GCC- It seems to me there would be a jet stream with the easement.

Steve Przyjemski, Agent- I have question on the easement.

Carl Shreder, GCC- Are the owners open to a modification?

Carl Shreder, GCC- Perhaps, we can make a suggestion for this.

Steve Przyjemski, Agent- We are working 100% within our jurisdiction.

Steve Przyjemski, Agent- Have you checked into the easement?

Stephen Sawyer, Rep. - You can’t put a structure over those areas.

Carl Shreder, GCC- The entire project will take up the entire yard.

Steve Przyjemski, Agent- There is a 100’ no-cut area but, with special conditions.

Charles Waters, GCC- To consider this within the existing area, it seems we would be a stretch.

Carl Shreder, GCC- Yes, and we still need to hear from Natural Heritage and the DEP.

Stephen Sawyer, Rep. - We have to put the garage on the other side for the purpose
of allowing access to the easement.

Stephen Sawyer, Rep. - We couldn’t build it within 15’ because of a zoning issue.

Stephen Sawyer, Rep. - I filed with NHESP a week ago.

Bailey Lane Bridge
Reps.: Douglas Sparrow, Owner: Town of Georgetown Highway Department

Carl Shreder, GCC- I’m going to open this next hearing.

Douglas Sparrow: David Chapel- We have a plan for the planting. I have extra copies if you would pass those around.

Steve Przyjemski, Agent- Just as a clarification; did we come to a conclusion on the bridge design?

Douglas Sparrow, Rep. - The first option was changed to less than half the size but, the guardrails were astronomical in price.

Steve Przyjemski, Agent- We want to make it clear what we are doing.

Carl Shreder, GCC- Yes, we want to know what we voting on.
David Chapel, Rep. - We were talking about a slope that we can look into further.

David Chapel, Rep. - I don’t know if you have the received NHESP letter but, it states that it would not adversely affect the natural area.

Steve Przyjemski, Agent- They proposed what the least impact would be versus the most impact scenario.

David Chapel, Rep. - You should have a version of that.

Steve Przyjemski, Agent- I think we need to see a complete file on proposed plans.

Charles Waters, GCC- Are we looking at the same calculations?

David Chapel, Rep. – Yes, we are pretty much looking at the same thing.

Steve Przyjemski, Agent – So, as for as the storage; what is the drainage?

David Chapel, Rep. - Right here and there is a little opening here.

Steve Przyjemski, Agent- This is great that there is little digging but, is that a concern?

David Chapel, Rep. - It wasn’t flagged as a wet land so the elevation is not of concern.

David Chapel, Rep. - This design gets rid of a lot of rubble.

Carl Shreder, GCC- So, I see a lot trees. Are there many existing trees?

David Chapel, Rep. – Yes, but there are existing trees but, I want to show these plantings here.

Steve Przyjemski, Agent- Are there any concerns on the erosion?

Mike Birmingham, GCC- So, all these trees are going to be removed?

Steve Przyjemski, Agent- Where is the soil going?

Highway Dept. - We’ll put it were you want it.

Carl Shreder, GCC- What trees are you planting?

David Chapel, Rep. - We are planting saplings that will mimic that of which are already existing in the area. I have also included Bur weed and Cattail which you have there, now.

Charles Waters, GCC- Where did you discover where to put this here?

Steve Przyjemski, Agent- They would have to take a backhoe in there and dig into the wetland making a channel.

Charles Waters, GCC- I’m wondering what’s going to happen with that which you dig up.

Highway Dept. - It will be gravel mining.

Carl Shreder, GCC- Excavation?

Carl Shreder, GCC- It wouldn’t be a bad idea to review this more.

Steve Przyjemski, Agent- We should bring in the tree plans.

Carl Shreder, GCC- Good point.

Douglas Sparrow, Rep. - We can bring in a new set of plans.

Carl Shreder, GCC- Does anyone have any comments?

Mike Birmingham, GCC- The water in the new well head? That’s the problem.

Carl Shreder, GCC- When can you have this package put together?

Steve Przyjemski, Agent- It would be nice to see a packet all together to show all that has been presented.

Carl Shreder, GCC- That way we have a package to approve.

Steve Przyjemski, Agent- It would be nice to get this off the agenda.

Carl Shreder, GCC- I’m going to open hearing for Martel way.

Mary Rimmer, Consultant- This is a continued on from the site walk last time.
What you are seeing here is the new plans because NHESP had some concerns on the plan.
The feedback was to pull back from the knoll. So, we did that and what we have done here has this pulled back and the retaining wall from the wetland.
Carl Shreder, GCC- That is much closer than before.

Mary Rimmer, Rep. - So, we squared off the back and we are just trying to walk the line with what NHESP wants and what you guys want. I feel we have come up with a compromise that is reasonable.

Mary Rimmer, Rep. - Just before we do the full scale plan we want to make sure everyone is in agreement before we begin.

Carl Shreder, GCC- So, there is a retaining wall.

Mary Rimmer, Rep. - It will be fenced.

Tom Howland, GCC- I’m having some heartburn with this one and think this is a sensitive area.

Tom Howland, GCC- We want a resolution here but, I feel we need to set precedence.

Tom Howland, GCC- There is water all around the area.

Steve Przyjemski, Agent- We are talking waivers any way.

Steve Przyjemski, Agent- There’s a no-cut boundary.

Carl Shreder, GCC- We are trying.

Steve Przyjemski, Agent- This is a new NOI.

Charles Waters, GCC- But you said it’s not a build able lot.

Mary Rimmer, Rep. - There is no way to meet your set backs in terms of square feet.

Charles Waters, GCC- Your right it isn’t a build-able area.

Charles Waters, GCC- We must consider what the impact will be of the wetlands.

Mary Rimmer, Rep. - This part would be graveled here.

Mike Birmingham, GCC- What area is NHESP concerned with?

Mary Rimmer, Rep.-I would ask you to consider how this would impact the area where it is a low impact area.

Steve Przyjemski, Agent- They are asking for the waivers.

Charles Waters, GCC- I don’t think I will agree to this.

Carl Shreder, GCC- I would like to remind everyone that this has been existing lot prior to our current plans.

Steve Przyjemski, Agent- Where is the infiltration?

Mary Rimmer, Rep. - We are asking for a permit on this plan.

Tom Howland, GCC- The upland near them is a concern.

Mary Rimmer, Rep. - This a piece of a 9 acre parcel. It is a build-able lot it has been owned as one and it has been taxed as a build-able lot.

Carl Shreder, GCC- Well, I think the applicants are asking to get a permit to build. So, does anyone have any questions on this?

Mike Birmingham, GCC- You are really looking at encroachments.

Steve Przyjemski, Agent- I can see what the numbers are and get that for you.

Mary Rimmer, Rep. – Well, this gives you an idea of what we are trying to do here. If you want us to take a few extra feet off that’s fine.

Carl Shreder, GCC- I’m not asking for comments just feedback.

Steve Przyjemski, Agent- Are you talking about angling it?

Steve Przyjemski, Agent- We are looking at a new NOI so, we can’t be looking at the history of this.

Mike Birmingham, GCC- You have to follow the bylaw.

Charles Waters, GCC- Why do we have to incorporate our bylaws to fit an industrial or commercial use?

Charles Waters, GCC- You keep saying that this was a commercial or industrial use.
How do you want us to reference this?

Mary Rimmer, Rep. - I feel that we are limited to these issues so, I want to know what we are looking at as far as waiver.

Mary Rimmer, Rep. - We can adjust this area here but, it will be at an angle.

Steve Przyjemski, Agent- You keep saying commercial use.

Mike placeCityBirmingham, GCC- So, it could be anything once we are done.

Steve Przyjemski, Agent- We can’t agree to something that can be an issue later.

Charles Waters, GCC- It is a potential risk.

Carl Shreder, GCC- We can approve the corner and reduce the impact.

Mike Birmingham, GCC- The closer to the regulations the better.

Charles Waters, GCC- I feel that there are some real concerns over this area. We are trying to do the impossible.

Carl Shreder, GCC- I guess if there is any reduction on the parking area.

Charles Waters, GCC- I think they have done the best to fit this property on here. I just don’t think I feel that I like this project

Mike Birmingham, GCC- What about NHESP?

Steve Przyjemski, Agent- That was regarding the old plan.

Mike Birmingham, GCC- No, it’s about this plan.

Mike Birmingham, GCC- On the north side where it drops off.

Mary Rimmer, Rep. - We reduced it.

Mary Rimmer, Rep. - We didn’t push it were they wanted, originally.
Steve Przyjemski, Agent- I’m confused at what you’re looking at? It will never meet the regulations. You have 51’ area for the retaining wall so; I really need to look into this.

Mary Rimmer, Rep. - There haven’t been a lot of changes in anything else other than what has been requested of the commission.

Carl Shreder, GCC- We didn’t have those setbacks at that time.

Carl Shreder, GCC- I can’t speak for the rest of commission but I’m willing to consider what else you can do.

Ricci, Owner- There is going to be a substantial amount of fill.

Carl Shreder, GCC- I also want to see the revised plan.

Mary Rimmer, Rep. – I have one here.

Carl Shreder, GCC- Does anyone else have any other comments?

Carl Shreder, GCC- NHESP is going to send a letter?

Mary Rimmer, Rep. – Yes, but, we have to have an understanding before we submit the final plan.

Mary Rimmer, Rep. - If we are going to continue this hearing I will need time to put it together.

Mary Rimmer, Rep. – This has been going on since June 3rd 2004.

Mike Birmingham, GCC- How about May 31st?

Mary Rimmer, Rep. - Just the ORAD.

Steve Przyjemski, Agent- I would rather extend it then to stay late on addressStreetParish Road night meeting.

Carl Shreder, GCC- We need a resolution to get a plan.

Steve Przyjemski, Agent- How long is this going to take?

Mary Rimmer, Rep. - I at least want to extend an ORAD.

Steve Przyjemski, Agent- Can I have an email?

Carl Shreder, GCC- So, consider what you can do.

Mary Rimmer, Rep. - We have done that and if we could come to a decision instead of trying a new draft plan.

Carl Shreder, GCC- Can we come in another 50’?

Mary Rimmer, Rep. – Yes.

Carl Shreder, GCC- You have over 50’ in the back.

Mary Rimmer, Rep. – Yes.

Charles Waters, GCC- Is this for the side?

Mike Birmingham, GCC- Not from the north?

Steve Przyjemski, Agent- Draw a line through the building to indicate what your talking about.
