MINUTES GEORGETOWN COA
Tuesday, December 30, 2014

The Board of the Georgetown COA met on Tuesday, December 30, 2014, noon at the First Congregational Church.  The Board was called to order at 12:10 p.m. by Chair Jeannine DesJardins.

Present were: Jean Perley, Esther Palardy, Sue Gardiner, Carol Sheehan, Corona Magner, Ann Stewart, Diane Prescott, Claire Maimone, Jeannine DesJardins and COA Director Colleen Ranshaw-Fiorello.

The Secretary’s Report for November 25, 2014 was read and approved with the correction that Vice Chairman Claire Maimone led the meeting in Chairman Jeannine DesJardins’ absence.  Board member Claire Maimone’s move to accept the report was seconded by board member Carol Sheehan.

Correspondence: There was no correspondence to review.

Old Business:  
  • Colleen provided board members with copies of the FY16 budget, including a level-service budget and a budget that included increased hours for the outreach worker and administrative assistant positions.  The growth budget included an outline of how areas in the proposed Senior Center at the Perley School would be used along with projected costs for furnishing those areas. Colleen and Ed DesJardins measured the spaces currently used by the COA for office, programs and activities and paced off the Perley School classrooms in order to project the amount of space needed to best serve the needs of the COA.  Board members unanimously approved the level spending budget of $97,025 with a motion by board member Carol Sheehan that was seconded by board member Claire Maimone.  Board members recommended the growth-related budget of $130,966 with a motion by board member Esther Palardy that was seconded by Diane Prescott.  Board members also unanimously approved the plan to move the Senior Center to the Perley School with a motion by Esther Palardy that was seconded by Diane Prescott.   
New Business:
Copies of the state’s Conflict of Interest law was distributed to board members who signed forms acknowledging receipt of the summary.  Staff and board members are required to complete the Ethics Commission Online Training Program for Municipal Employees by April 10, 2015

The Treasurer’s Report:
  • Colleen presented the Treasurer’s report explaining the spending in the COA Expense Line and Formula Grant for November and to-date in December. Colleen reported that Town has not received the state Formula Grant yet. Spending in December included an oil change and annual state inspection for the van. The reports were approved with a motion by board member Corona Magner and seconded by Claire Maimone.
The Director’s Report:

  • Colleen presented the Director’s Report noting Novmber statistics which included General Information Services, Case Management, Home Visits, Reassurance Calls, Medical Equipment, Newsletters mailed, NEET, Congregate Meals, Elder Brown Bag, Van Service, Social Events, Cultural Events, Health Screening, Health Education and Classes. The report was accepted with a motion by Sue Gardiner, seconded by Diane Prescott.

Adjourn: The COA adjourned at 1:10 p.m. with a motion by Diane Prescott, seconded by  Ann Stewart.
