MINUTES GEORGETOWN COA
Tuesday, January 28, 2014

The Board of the Georgetown COA met on Tuesday, January 28, 2014, noon at First Congregational Church.  The Board was called to order at 12:23 p.m. by Vice Chair Esther Palardy.

Present were: Corona Magner, Diane Prescott, Jean Perley, Carol Sheehan, Esther Palardy, Sue Gardiner, Nancy Thompson, Jeannine DesJardins, Chandler Noyes and COA Director Colleen Ranshaw-Fiorello.

The Secretary’s Report for December 17, 2013 was approved as read.  Board member Chandler Noyes move to accept the report was seconded by board member Corona Magner.

Correspondence: There was no correspondence to review.

Old Business:  
  • The FY15 budget process is underway and will be presented to Town Administrator Michael Farrell and Finance Committee on Saturday Feb. 8.  A level service budget of $95,280 is planned.  Colleen is seeking 3.5 additional hours for the Outreach Worker’s position as well as three additional hours for the Administrative Assistant’s position.  COA board members agreed to recommend the projected budget. Board member Chandler Noyes’ motion was seconded by Corona Magner.   Board members also agreed to recommend the proposed Capital Improvement Plan budget which documents the need for a future Senior Center facility.
  • With the Merrimack Valley Nutrition Project no longer preparing Meals on Wheels meals at the Groveland COA meal site, Georgetown and Boxford MOW meals are prepared at MVNP’s Lawrence site and transported to the Georgetown COA meal site located at the First Congregational Church.  Following their arrival in the church parking lot, the meals are transferred from the MVNP van to the Georgetown and Boxford MOW drivers’ cars for delivery to the Georgetown and Boxford MOW clients.  MOW drivers give their weekly time sheets to Meal Site Coordinator Mickie Locke for delivery to MVNP.  MVNP is seeking a substitute MOW driver for the Georgetown route.
  • COA board members signed Acknowledgment of Receipts indicating that they have received state Conflict of Interest information.  The Acknowledgment of Receipts have been returned to Town Clerk Jan McGrane.  COA staff members have also completed and returned Acknowledgment of Receipts to Town Clerk.  Board member Chandler Noyes signed and returned his Acknowledgement of Receipt today and Claire Maimone will sign and return her receipt at a later date.
New Business:
  • COA board members agreed to recommend to the Board of Selectmen that resident Ann Stewart be appointed to fill a vacant alternate position available on the board at this time.  Treasurer Chandler Noyes moved to recommend Ann’s appointment to the COA.  The motion was seconded by Nancy Thompson.  Ann’s application and board’s recommendation will be submitted to the Board of Selectmen for their consideration.
The Treasurer’s Report:
  • Colleen presented the Treasurer’s report explaining the spending in the COA Expense Line and Formula Grant for December and to-date in Janary. Colleen noted that the van had its annual inspection and six-month oil change in December. The reports were approved with a motion by board member Corona Magner and seconded by Jeannine DesJardins,
The Director’s Report:
  • Colleen presented the Director’s Report noting December statistics which included General Information Services, Case Management, Home Visits, Reassurance Calls, Medical Equipment, Newsletters mailed, NEET, Congregate Meals, Elder Brown Bag, Van Service, Social Events, Cultural Events, Health Screening, Health Education and Classes.
