MINUTES GEORGETOWN COA
Tuesday, December 17, 2013

The Board of the Georgetown COA met on Tuesday, December 17, 2013, noon at First Congregational Church.  The Board was called to order at 12:35 p.m. by Vice Chair Esther Palardy.

Present were: Corona Magner, Diane Prescott, Jean Perley, Carol Sheehan, Esther Palardy, Sue Gardiner, Nancy Thompson, Jeannine DesJardins and COA Director Colleen Ranshaw-Fiorello.

The Secretary’s Report for October 27, 2013 was approved as read.  Board member Diane Prescott’s move to accept the report was seconded by board member Jeannine DesJardins. The November 26, 2013 was approved as read with a motion by Diane Prescott that was seconded by Corona Magner.

Correspondence: There was no correspondence to review.

Old Business:  
  • The holiday party held on Mon. Dec. 9 at Trestle Way was a great success, despite the wet, slushy weather.  Over 60 elders attended the festive event. The Friends of the Council on Aging provided money to purchase the food for the event.  Chandler Noyes provided holiday music. Other board members, COA staff and Friends of the COA assisted in the kitchen and provided baked goods.
New Business:
  • The FY15 budget process is underway and will be presented to Town Administrator Michael Farrell.  Level services budget are planned.  Colleen is seeking 3.5 additional hours for the Outreach Worker’s position as well as three additional hours for the Administrative Assistant’s position.  COA board members agreed to recommend the projected budget which will be reviewed at the COA’s Jan. 28 meeting.  The budget will be presented to the Finance Committee on Saturday Feb. 8. Board member Corona Magner’s motion was seconded by Esther Palardy.
  • COA board members signed Acknowledgment of Receipts indicating that they have received state Conflict of Interest information.  The Acknowledgment of Receipts will be returned to Town Clerk Jan McGrane.  COA staff members have also completed and returned Acknowledgment of Receipts to Town Clerk.
  • The Merrimack Valley Nutrition Project will no longer prepare Meals on Wheels meals at the Groveland COA meal site. Georgetown and Boxford MOW meals will be prepared at MVNP’s Lawrence site and transported to the Georgetown COA meal site located at the First Congregational Church.  Following their arrival in the church parking lot, the meals will be transferred from the MVNP van to the Georgetown and Boxford MOW drivers’ cars for delivery to the Georgetown and Boxford MOW clients.  MOW drivers will give their weekly time sheets to Meal Site Coordinator Mickie Locke for delivery to MVNP.  MVNP is seeking a substitute MOW driver for the Georgetown route.
The Treasurer’s Report:
Colleen presented the Treasurer’s report explaining the spending in the COA Expense Line and Formula Grant for October and November and to-date in December. Colleen noted that the Town had received the $11,424 state Formula Grant on Dec. 12. The reports were approved with a motion by board member Jeannine DesJardins, seconded by Diane Prescott.


The Director’s Report:
  • Colleen presented the Director’s Report noting October and November statistics which included General Information Services, Case Management, Home Visits, Reassurance Calls, Medical Equipment, Newsletters mailed, NEET, Congregate Meals, Elder Brown Bag, Van Service, Social Events, Cultural Events, Health Screening, Health Education and Classes.

  • Income Tax preparation, Feb. 6 - April 10, 9 a.m.-1 p.m. with two preparers (80 slots)
  • VNA, Tues Jan. 7, 10 a.m.
  • Carbohydrate Counting with Pauline Provencher, MVNP, Wed. Jan. 8, 10 a.m.
  • Men’s Breakfast with Fire Chief Al Beardsley, Thurs. Jan. 9, 9:30 a.m.
  • Winter Comfort with stories, poems, memories and goodies, Tues. Jan. 14, 10 a.m.
  • January birthday party, Wed. Jan. 29, 11:30 a.m.
  • Valentine craft, Tues. Feb. 4, 10 a.m.
  • Valentine lunch with Whittier Reg. H.S., Wed. Feb. 12, 11:30 a.m. $5/lunch
  • Better Business Bureau, Scams & Safe Charitable Giving, Wed. Feb. 26, 10 a.m.
  • Essential Skills for Caregivers, Tuesdays March 4, 11 and 25

Adjourn: The COA adjourned at 1:20 p.m. with a motion by Esther Palardy, seconded by Jeannine DesJardins.
