MINUTES GEORGETOWN COA
Tuesday, January 22, 2013

The Board of the Georgetown COA met on Tuesday, January 22, 2013, noon at the First Congregational Church.  The Board was called to order at 12:06 p.m. by Vice Chair Esther Palardy.

Present were: Esther Palardy, Cynthia Tardif, Chandler Noyes, Diane Prescott, Corona Magner, Jean Perley, Nancy Thompson, and COA Director Colleen Ranshaw-Fiorello.

The Secretary’s Report for December 18, 2012 was approved as presented.  Treasurer Chandler Noyes’ move to accept the report was seconded by board member Nancy Thompson. The report was unanimously accepted.

Correspondence: There was no correspondence to review.

Old Business:
  • Along with other town employees and board members, COA board members will be required to complete the State Ethics Commission’s new conflict of interest on-line training program by April.  COA board members will take the test in small groups at the COA office. Board members will take the test in the following groups: Thursday Feb. 7 – Nancy Thompson, Esther Palardy, Corona Magner and Cynthia Tardif.  Tuesday Feb. 12 – Diane Prescott, Chandler Noyes and Jean Perley.  Both groups will meet at the COA office at town hall at 1 p.m.
  • Colleen presented the Capital Improvement Project (CIP) request which notes the need for a Senior Center facility that could include the acquisition and renovation of an existing structure such as the wing at the Perley School that will become vacant following the construction of the new Penn Brook School.  The CIP Project request has been submitted to Town Administrator Michael Farrell for submission to the Capital Improvement Committee.  A motion to recommend the proposal was made by Chandler Noyes, with a second by Diane Prescott.
New Business:

The Treasurer’s Report:
  • Colleen presented the Treasurer’s report explaining the spending in the COA Expense Line and Formula Grant for December and to-date in January. The report also included payroll information and the amount received in donations for the Council on Aging Gift Account and from participants in the Strength Training and Yoga Classes as well as van participants. Jeannine DesJardins’ move to accept the report was seconded by Board Member Diane Prescott.  The report was unanimously accepted.
The Director’s Report:
  • Colleen presented the Director’s Report noting December statistics which included General Information Services, Case Management, Home Visits, Reassurance Calls, Medical Equipment, Newsletters mailed, NEET, Congregate Meals, Elder Brown Bag, Van Service, Social Events, Cultural Events, Health Screening, Health Education and Classes.
  • Colleen presented the results of the state-wide survey regarding elder participation in Senior Center or Council on Aging activities that the Georgetown COA participated in last fall. The purpose of the Senior Center Participation survey was to measure and report on the outcomes or benefits seniors gain from attending senior centers across the state. Thirty-five copies of the four-part survey were mailed to 36 randomly selected senior centers across Massachusetts in October 2012. The senior center or COA was requested to distribute the survey to seniors who walked through the center or participated in activities in October and November 2012, and to return 30 completed surveys to the Executive Office of Elder Affairs by the end of November. The results of the survey were shared with the Town Administrator and Board of Selectmen.

Adjourn: The COA adjourned at 12:50 p.m.  Treasurer Chandler Noyes’ move to adjourn was seconded by Board member Diane Prescott and the motion was unanimously approved.
